    The Division of Engineering Education and Centers (EEC) seeks to enable a world-leading system of engineering education, equally open and available to all members of society, that dynamically and rapidly adapts to meet the changing needs of society and the nation's economy. Research areas of interest include, but are not limited to:Diversifying pathways to and through engineering degree programs. Research projects that align with this theme explore how engineering programs can engage and develop students with a broad range of backgrounds, interests, and experiences; investigate how informal or real world experiences germane to engineering--such as military service or being a "maker"--impact, improve, or accelerate learning; or investigate how to fundamentally restructure courses, curricula, or programs to substantially boost student success, especially for under-represented populations and veterans. Understanding how to increase the diffusion and impact of engineering education research. Research projects are sought that discover how to improve the process by which engineering education research is translated into practice; how to accomplish organizational and cultural change in institutions of engineering education that leads to improved learning outcomes; or identifying and overcoming barriers to widespread adoption of engineering education research.     The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise.     Growing Convergence Research (GCR) at the National Science Foundation was identified as one of 10 Big Ideas. Convergence research is a means for solving vexing research problems, in particular, complex problems focusing on societal needs. It entails integrating knowledge, methods, and expertise from different disciplines and forming novel frameworks to catalyze scientific discovery and innovation. GCR identifies Convergence Research as having two primary characteristics: Research driven by a specific and compelling problem. Convergence Research is generally inspired by the need to address a specific challenge or opportunity, whether it arises from deep scientific questions or pressing societal needs. Deep integration across disciplines. As experts from different disciplines pursue common research challenges, their knowledge, theories, methods, data, research communities and languages become increasingly intermingled or integrated. New frameworks, paradigms or even disciplines can form sustained interactions across multiple communities. A distinct characteristic of convergence research, in contrast to other forms of multidisciplinary research, is that from the inception, the convergence paradigm intentionally brings together intellectually diverse researchers and stakeholders to frame the research questions, develop effective ways of communicating across disciplines and sectors, adopt common frameworks for their solution, and, when appropriate, develop a new scientific vocabulary. Research teams practicing convergence aim at developing sustainable relationships that may not only create solutions to the problem that engendered the collaboration, but also develop novel ways of framing related research questions and open new research vistas.

    A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations.     To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding. This Dear Colleague Letter (DCL) invites current CAREER awardees to apply for supplemental funding to support travel for research visits to any identified, appropriate DFG-funded research group.     The Institute for Research on Innovation and Science is accepting applications for its 2018 IRIS Awards, an annual program that supports researchers who use IRIS data to address questions about the social and economic returns of investments in research. Through the program, IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on the campuses of U.S. universities. Up to $15,000 for dissertations awards and up to $30,000 for early career and established researcher awards will be awarded to the recipient's institution. Funds can be used for personnel (e.g., research assistance, salaries, or stipend if recipient is a student), equipment, supplies, travel (may include travel mandated by the award), and other expenses (e.g., professional development and training). Awards may include 15 percent overhead or indirect costs to be paid as a part of the award total. Proposals must emphasize the use of IRIS data in projects that address open issues in the study of science and technology and science policy. Topics of particular interest include but are not limited to new methods to estimate social and economic return on investment for funding from various sources (federal, philanthropic, industrial, and institutional); the relationship between research training, career outcomes, and the downstream productivity of employers; the relationship between different funding sources and mechanisms and the structure and outcomes of collaboration within and across campuses; the distinctive contribution university research makes to regional economic development and resilience; and the effects different funding sources and mechanisms have on research teams and the productivity and efficiency of the academic research enterprise as a whole

    The Institute for Research on Innovation and Science (IRIS) has issued a call for proposals for its 2020 Researcher Awards. IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on U.S. university campuses and accomplishes that goal by: 1) collecting and curating data from universities around the country; 2) cleaning, integrating, and protecting that data in its capacity as an IRB-approved data repository; 3) partnering with the U.S. Census Bureau to link university data to restricted federal micro-data; and 4) making the resulting datasets as broadly available to research users as the law and responsible research practice allow. Through the awards program, grants of up to $20,000 over up to fifteen months will be awarded in support of research using IRIS UMETRICS data to address questions about the social and economic returns to investments in research.     Ethical and Responsible Research (ER2) funds research projects that identify (1) factors that are effective in the formation of ethical STEM researchers and (2) approaches to developing those factors in all STEM fields that NSF supports. ER2 solicits proposals for research that explores the following: 'What constitutes responsible conduct for research (RCR), and which cultural and institutional contexts promote ethical STEM research and practice and why?' Do certain labs have a 'culture of academic integrity'?     The DAAD/AICGS Research Fellowship Program, funded by a generous grant from the Deutscher Akademischer Austauschdienst (DAAD), is designed to bring scholars and specialists working on Germany, Europe, and/or transatlantic relations to AICGS for research stays of two months each. Fellowships include a monthly stipend of up to $4,725, depending on the seniority of the applicant; transportation to and from Washington; and office space at the Institute.     The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, not-for-profit museums, science centers and scientific/engineering research organizations. The program provides organizations with opportunities to acquire major instrumentation that supports the research and research training goals of the organization and that may be used by other researchers regionally or nationally. Each MRI proposal may request support for the acquisition (Track 1) or development (Track 2) of a single research instrument for shared inter- and/or intra-organizational use.
