Critical infrastructures are the mainstay of our nation's economy, security and health. These infrastructures are interdependent. They are linked to individual preferences and community needs. For example, the electrical power system depends on the delivery of fuels to power generating stations through transportation services, the production of those fuels depends in turn on the use of electrical power, and those fuels are needed by the transportation services. Social networks, interactions, and policies can enable or hinder the successful creation of resilient complex adaptive systems. The goals of the Critical Resilient Interdependent Infrastructure Systems and Processes (CRISP) solicitation are to: (1) foster an interdisciplinary research community of engineers, computer and computational scientists and social and behavioral scientists, that creates new approaches and engineering solutions for the design and operation of infrastructures as processes and services; (2) enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious; (3) create the knowledge for innovation in ICIs so that they safely, securely, and effectively expand the range of goods and services they enable; and (4) improve the effectiveness and efficiency with which they deliver existing goods and services.

The goals of the Resilient Interdependent Infrastructure Processes and Systems (RIPS) solicitation are (1) to foster an interdisciplinary research community that discovers new knowledge for the design and operation of infrastructures as processes and services  (2) to enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious, and (3) to create the knowledge for innovation in ICIs to advance society with new goods and services. The objectives of this solicitation are: Create theoretical frameworks and multidisciplinary computational models of interdependent infrastructure systems, processes and services, capable of analytical prediction of complex behaviors, in response to system and policy changes. Synthesize new approaches to increase resilience, interoperations, performance, and readiness in ICIs. Understand organizational, social, psychological, legal, political and economic obstacles to improving ICI's, and identifying strategies for overcoming those obstacles. The RIPS solicitation seeks proposals with transformative ideas that will ensure ICIs services are effective, efficient, dependable, adaptable, resilient, safe, and secure.  Successful proposals are expected to study multiple infrastructures focusing on them as interdependent systems that deliver services, enabling a new interdisciplinary paradigm in infrastructure research.  Proposals that do not broadly integrate across the cyber-physical, engineering and social, behavioral and economic (SBE) sciences may be returned without review. 

The IMEE program focuses on the impact of large-scale hazards on civil infrastructure and society and on related issues of preparedness, response, mitigation, and recovery.?? The program supports research to integrate multiple issues from engineering, social, behavioral, political, and economic sciences. ??It supports fundamental research on the interdependence of civil infrastructure and society, development of sustainable infrastructures, and civil infrastructure vulnerability and risk reduction.

This CRISP 2.0 solicitation responds both to national needs on the resilience of critical infrastructures and to increasing NSF emphasis on transdisciplinary research. In this context, the solicitation is one element of the NSF-wide Risk and Resilience activity, with the overarching goal of advancing knowledge in support of improvement of the nation's infrastructure resilience. The devastating effects of recent disasters such as Hurricanes Harvey, Irma and Maria have underscored that a great deal remains to be done. In addition, CRISP 2.0 is aligned with the NSF-wide frontier thinking on convergence, characterized as "deep integration of knowledge, techniques, and expertise from multiple fields to form new and expanded frameworks for addressing scientific and societal challenges and opportunities". The Directorate of Engineering and the Directorate of Social, Behavioral, and Economic Sciences therefore jointly invest in the CRISP 2.0 solicitation to stimulate the integration of engineering, and social, behavioral and economic sciences to foster new paradigms and domains in interdependent critical infrastructures.

The Sloan and Ford Foundations would like to fund a set of research projects to further study these dynamics, with an eye toward better understanding the economics, maintenance and sustainability of digital infrastructure.

On Wednesday, November 4, 2020 and Thursday, November 5, 2020, NSF will host outreach webinars with information about the Mid-Scale Research Infrastructure (Mid-scale RI)-1 funding opportunity (NSF 21-505). The Mid-scale RI Big Idea is intended to provides an agile, Foundation-wide process to fund experimental research capabilities in the mid-scale range ($6 million to $100 million), between the Major Research Instrumentation (MRI) and Major Facilities thresholds.  Recently, the solicitation (NSF 21-505) for the Mid-scale RI-1 program (for infrastructure with total project cost of $6 million up until, but not including, $20 million) was published with a deadline of January 7, 2021 for preliminary proposals. Each session will begin at 1:00 p.m. EST and have two parts: a general Mid-scale RI-1 information session (1:00 p.m. -1:40 p.m. EST) with Q&A followed by Directorate-specific breakouts (1:45 p.m. - 2:30 p.m. EST) where more technical questions will be addressed. The information presented on Day 1 will be the same as the information presented on Day 2.

Society's overwhelming reliance on this complex cyberspace, however, has exposed its fragility and vulnerabilities that defy existing cyber-defense measures; corporations, agencies, national infrastructure and individuals continue to suffer cyber-attacks. Achieving a truly secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject can lead to fundamentally new ways to design, build and operate cyber systems, protect existing infrastructure, and motivate and educate individuals about cybersecurity. The Secure and Trustworthy Cyberspace (SaTC) program welcomes proposals that address cybersecurity and privacy, and draw on expertise in one or more of these areas: computing, communication and information sciences; engineering; economics; education; mathematics; statistics; and social and behavioral sciences. Proposals that advance the field of cybersecurity and privacy within a single discipline or interdisciplinary efforts that span multiple disciplines are both encouraged.

This training program will provide specialized, technical ICT training to designated officials primarily from developing countries who enable, regulate, and oversee their national communications infrastructure and are responsible for managing and regulating the digital economy. This training program will serve to introduce and explain important concepts in ICT policy and regulation that impact the digital economy of those countries. The training program will be designed to clearly articulate to these officials the benefits of the fundamental pillars of U.S. international information policy: open, interoperable, reliable, and secure communications infrastructure connectivity; multi-stakeholder models of internet governance; pro-competitive, and light touch regulatory frameworks for telecommunications services; open data flows across borders; and risk-based approaches to cybersecurity.

Over the last decade, SBE has actively encouraged and supported communities to develop visions, teams, and capabilities dedicated to the creation of new, large-scale, next-generation data resources and relevant analytic techniques to advance fundamental research in the SBE sciences. This has been done both through the NSF 14-517 Building Community and Capacity for Data-Intensive Research in the Social, Behavioral, and Economic Sciences and in Education and Human Resources (BCC-SBE/EHR) competition and other mechanisms, such as NSF 17-594 Research Coordination Networks (RCNs). In 2015 SBE began the Resource Implementations for Data Intensive Research in the Social, Behavioral and Economic Sciences (RIDIR) competition. The current solicitation seeks to build upon those earlier efforts and extends the data infrastructure focus of the former RIDIR competition for the coming year.

The Directorate for Social, Behavioral and Economic Sciences (SBE) seeks to develop user-friendly large-scale next-generation data resources and relevant analytic techniques to advance fundamental research in SBE areas of study. Successful proposals will, within the financial resources provided by the award, construct such databases and/or relevant analytic techniques and produce a finished product that will enable new types of data-intensive research. The databases or techniques should have significant impacts, either across multiple fields or within broad disciplinary areas, by enabling new types of data-intensive research in the SBE sciences. Human Networks and Data Science (HNDS) is a two-track program. It supports research and infrastructure that uses data science to advance understanding of a full range of human networks. HNDS research will identify ways in which dynamic, distributed, and heterogeneous data can provide novel answers to fundamental questions about individual and group behavior. HNDS is especially interested in proposals that leverage data-rich insights about human networks to support improved health, prosperity, and security.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

The goals of the Secure and Trustworthy Cyberspace (SaTC) program are aligned with the Federal Cybersecurity Research and Development Strategic Plan (RDSP) and the National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy. The RDSP identified six areas critical to successful cybersecurity R&D: (1) scientific foundations; (2) risk management; (3) human aspects; (4) transitioning successful research into practice; (5) workforce development; and (6) enhancing the research infrastructure. The NPRS, which complements the RDSP, identifies a framework for privacy research, anchored in characterizing privacy expectations, understanding privacy violations, engineering privacy-protecting systems, and recovering from privacy violations. In alignment with the objectives in both strategic plans, the SaTC program takes an interdisciplinary, comprehensive and holistic approach to cybersecurity research, development, and education, and encourages the transition of promising research ideas into practice.

Grants will fund projects related to the Waitt Foundation mission of supporting sustainable fishing and marine protected areas (MPAs). This includes sub-themes of: Scientific Research - Includes natural science or social science projects. For example, collecting baseline data before coastal development or MPA establishment, or studying fishery effects of a natural (e.g. tsunami) or man-made (e.g. oil spill) disaster. Policy - Includes opportunistic projects around unique public policy windows, such as preparation of policy analysis and support of experts' efforts to inform decision makers on upcoming government actions. For example, a cost-benefit analysis of proposed fishing regulations, or travel expenses for a delegation of scientists to educate elected officials. Management - Includes enforcement and infrastructure support. For example, stop-gap funding to increase enforcement capacity in light of a sudden uptick in illegal dynamite fishing, or training personnel to enforce new regulations about to go into effect. Communications - Includes raising public awareness and engaging stakeholders, including advertising by a 501(c)3 group around a public policy moment. For example, a PR blitz (e.g. billboards or radio adds) to educate the public in advance of government action on an ocean conservation measure, or training local people to become citizen scientists or enforcement tipsters.

This program supports digitally based research projects in all disciplines of the humanities and related social sciences. It is hoped that projects of successful applicants will help advance digital humanistic scholarship by broadening understanding of its nature and exemplifying the robust infrastructure necessary for creating such works. ACLS Digital Innovation Fellowships are intended to support an academic year dedicated to work on a major scholarly project that takes a digital form. Projects may: Address a consequential scholarly question through new research methods, new ways of representing the knowledge produced by research, or both; Create new digital research resources; Increase the scholarly utility of existing digital resources by developing new means of aggregating, navigating, searching, or analyzing those resources; Propose to analyze and reflect upon the new forms of knowledge creation and representation made possible by the digital transformation of scholarship. ACLS will award up to six Digital Innovation Fellowships in this competition year. Each fellowship carries a stipend of up to $60,000 towards an academic year's leave and provides for project costs of up to $25,000. ACLS does not support creative works (e.g., novels or films), textbooks, straightforward translations, or purely pedagogical projects.

Cyberspace has transformed the daily lives of people for the better. The rush to adopt cyberspace, however, has exposed its fragility and vulnerabilities: corporations, agencies, national infrastructure and individuals have been victims of cyber-attacks. In December 2011, the National Science and Technology Council with the cooperation of NSF has advanced a broad, coordinated federal strategic plan for cybersecurity research and development to "change the game," check the misuses of cyber technology, bolster education and training in cybersecurity, establish a science of cybersecurity, and transition promising cybersecurity research into practice.  This challenge requires a dedicated approach to research, development, and education that leverages the disciplines of mathematics and statistics, the social sciences, and engineering with the computational and information sciences.

The Political Science Program supports scientific research that advances knowledge and understanding of citizenship, government, and politics. Research proposals are expected to be theoretically motivated, conceptually precise, methodologically rigorous, and empirically oriented. Substantive areas include, but are not limited to, American government and politics, comparative government and politics, international relations, political behavior, political economy, and political institutions.In recent years, program awards have supported research projects on bargaining processes; campaigns and elections, electoral choice, and electoral systems; citizen support in emerging and established democracies; democratization, political change, and regime transitions; domestic and international conflict; international political economy; party activism; political psychology and political tolerance.
