The Gulf of Mexico Research Initiative (GoMRI) announced today that it plans to award up to $105 million to support research consortia investigating the effect, and the potential associated impact, of hydrocarbon releases on the environment and public health, as well as to develop improved spill mitigation, oil detection, characterization, and remediation technologies.  The funding under this program, known as RFP-IV, will support research in the Gulf of Mexico conducted by consortia of four or more institutions between 2015 and 2017.  It is anticipated that each team will be funded at levels between $1 million and $7.5 million per year. 

NIST invites applications for a program involving technical and business engagement activities directed at small businesses participating in NIST's Small Business Innovation Research Program. The TCAP recipient will provide NIST SBIR Phase I and/or Phase II recipients with technical and business expertise and resources to identify optimum pathways to promote successful transition of the Phase I and/or Phase II results to commercialization.

Section 16(h)(1)(F) of the Food and Nutrition Act of 2008 (the Act), as amended by the Agricultural Act of 2014 (P.L. 113-79), provides $200 million for the development, implementation, and evaluation of up to ten pilot projects designed to reduce dependency and increase work effort under the Supplemental Nutrition Assistance Program (SNAP). These pilots allow USDA and State partners to test a number of existing and new employment and training (E&T) activities in order to increase the number of SNAP work registrants who obtain unsubsidized employment, increase earned income, and reduce reliance on public assistance.

The United States Agency for International Development (USAID) Uganda is seeking applications to fund one or more organizations through a five-year Cooperative Agreement to improve health, nutrition, education, and psychosocial wellbeing, and reduce abuse, exploitation and neglect among children and youth orphaned and made vulnerable by HIV (OVC) and other adversities in Uganda, and particularly in the Eastern and Northern Regions; as described in Section I of this RFA.

The U.S. Department of Agriculture (USDA) established the  Agriculture and Food Research Initiative (AFRI) under which the Secretary of Agriculture may make competitive grants for fundamental and applied research, education, and extension to address food and agricultural sciences (as defined under section 1404 of the National  Agricultural Research, Extension, and Teaching Policy Act of 1977 (NARETPA) (7 U.S.C. 3103)), as amended, in six priority areas. The six priority areas include: 1) plant health and production and plant products; 2) animal health and production and animal products; 3) food  safety, nutrition, and health; 4) renewable energy, natural resources, and environment; 5) agriculture systems and technology; and 6) agriculture economics and rural communities. 

The U.S. Environmental Protection Agency (EPA), as part of the P3-People, Prosperity and the Planet Award Program, is seeking applications proposing to research, develop, and design solutions to real world challenges involving the overall sustainability of human society. The P3 competition highlights the use of scientific principles in creating innovative projects focused on sustainability. The P3 Award program was developed to foster progress toward sustainability by achieving the mutual goals of improved quality of life, economic prosperity and protection of the planet -- people, prosperity, and the planet - the three pillars of sustainability. The EPA offers the P3 competition in order to respond to the technical needs of the world while moving towards the goal of sustainability. Hazards SEES seeks research projects that will productively cross the boundaries of the atmospheric and geospace, earth, and ocean sciences; computer and information science (including cyberinfrastructure); engineering; mathematics and statistics; and social, economic, and behavioral sciences. Successful proposals will integrate across multiple disciplines to promote research that advances new paradigms that contribute to creating a society resilient to hazards.

This Funding Opportunity Announcement (FOA) is intended to stimulate model-driven research to understand the ways that people make decisions about engaging in behaviors that impact the risk of acquiring or transmitting HIV, or to adhere to treatments for HIV. Decision making processes may contribute to both substance use/abuse and other HIV acquisition or transmission risks. A better understanding of decision making processes in the context of brain neural networks and their associated functions would lead to the development of better strategies to reduce the frequency of HIV-risk behaviors. Therefore, this FOA encourages applications to study 1) cognitive, motivational or emotional mechanisms and/or 2) brain neuroendocrine and reinforcement systems that related to HIV-risk behaviors or treatment non-compliance. Interdisciplinary studies that incorporate approaches from psychology, economics, anthropology, sociology, decision sciences, neuroscience and computational modeling are encouraged. This FOA for R21 applications is intended to encourage exploratory and developmental research projects by providing support for the early and conceptual stages of these projects. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact.

The purpose of this Funding Opportunity Announcement (FOA) is to encourage projects to generate fundamental knowledge of affective processes. Basic affective science projects should have key downstream consequences for single (e.g., genetic testing consent) and multiple (e.g., adherence to oral chemotherapy regimen) event decisions and behaviors across the cancer prevention and control continuum. The FOA is expected to encourage scientific disciplines that have not traditionally conducted cancer research such as affective and cognitive neuroscience, decision science, and consumer science to elucidate perplexing and understudied problems in basic affective and decision sciences with promise of having downstream implications for cancer prevention and control science.

The purpose of the Mentored Quantitative Research Career Development Award (K25) is to attract to NIH-relevant research those investigators whose quantitative science and engineering research has thus far not been focused primarily on questions of health and disease. The K25 award will provide support and protected time for a period of supervised study and research for productive professionals with quantitative (e.g., mathematics, statistics, economics, computer science, imaging science, informatics, physics, chemistry) and engineering backgrounds to integrate their expertise with NIH-relevant research.

To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding. This Dear Colleague Letter (DCL) invites current CAREER awardees to apply for supplemental funding to support travel for research visits to any identified, appropriate DFG-funded research group. Further, the DCL gives instructions on how to apply and other relevant policies and requirements.

The purpose of this FOA is to solicit an application for the next 5-year cycle of the Midlife in the United States (MIDUS) Study, a National Longitudinal Study of Health and Well-being. The goals of this next phase are to complete the third wave of longitudinal data collection and enhance content in the area of daily stress; complete the second wave of data collection of clinical biomarkers and affective neuroscience assessments; continue innovative sub-studies such as how psychosocial influences affect gene expression and novel methods to track and reinstate non-responders; connect these content areas through innovative analyses to data on health, functioning, personality, cognitive status, affective functioning, economic well-being, social relationships, and well-being; and maintain and enhance data distribution and user support. A central goal of the MIDUS study is to support data dissemination, user support of public use files, and encourage data use broadly by the scientific community.

CAREER: The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of junior faculty who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014. The Hazard Mitigation and Structural Engineering (HMSE) program supports fundamental research to mitigate impacts of natural and anthropogenic hazards on civil infrastructure and to advance the reliability, resiliency, and sustainability of buildings and other structures. Hazards considered within the program include earthquake, tsunami, hurricane, tornado and other loads, as well as explosive and impact loading. Resiliency of buildings and other structures include structural and non-structural systems that, in totality, permit continued occupation or operation in case of an impact by a hazard. Research is encouraged that integrates structural and architectural engineering advances with discoveries in other science and engineering fields, such as earth and atmospheric sciences, material science, mechanics of materials, sensor technology, high performance computational modeling and simulation, dynamic system and control, and economics. The program seeks to fund transformative and cost-effective innovations for hazard mitigation of both new and rehabilitated buildings and other structures. Research in structural and architectural engineering is encouraged that extends beyond mature or current construction materials into investigations of smart and sustainable materials and technologies, and considers the structures in their entirety. In addition, the program funds research on structural health monitoring that goes beyond data acquisition to include the holistic system, integrating condition assessment and decision making tools to improve structural performance
