NIJ is seeking research and evaluation related to hate crime perpetration and victimization. The purpose of this solicitation is to support research and evaluation to: 1) understand the motivations and pathways to hate crime offending; 2) determine whether programs targeted at hate crime offenders are effective at reducing reoffending; 3) determine whether programs that work with victims of hate crimes and their communities are effective at reducing the harms caused by hate crimes; and 4) provide information that will improve investigative and prosecutorial outcomes. Other proposals that address research related to hate crimes will be considered.

Raise awareness and understanding of science and technology and their potential to address a global challenge. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. NIJ seeks investigator-initiated proposals in two funding categories under the W.E.B. Du Bois Program of Research on Crime: (1) Scholars who are advanced in their careers; and (2) Fellows who are early in their careers. The program supports research that places particular emphasis on the intersections of race, crime, violence and the administration of justice within the United States. It furthers the Department’s mission by advancing knowledge regarding issues deemed critical by the U.S. Department of Justice.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. With this solicitation, NIJ seeks proposals for basic or applied research and development projects. An NIJ forensic science research and development grant supports a discrete, specified, circumscribed project that will: (1) increase the body of knowledge to guide and inform forensic science policy and practice, or (2) lead to the production of useful material(s), device(s), system(s), or method(s) that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research; research and development in broader scientific fields applicable to forensic science; and ongoing forensic science research toward the development of highly-discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes. Projects should address the challenges and needs of the forensic science community. The operational needs discussed at NIJ’s FY 2016 Forensic Science TWG meeting may be found on NIJ.gov. Additional research needs of the forensic science community can be found at the Organization of Scientific Area Committees website. While the goals and deliverables of proposed projects do not necessarily need to result in immediate solutions to the posted challenges or needs, they should speak to them and produce knowledge that adds to work towards eventual resolutions.

NIJ is seeking rigorous research to evaluate promising practices and strategies that aim to promote effective management and supervision of offenders in both institutions and in the community. Specifically, NIJ is interested in receiving proposals for research and evaluation focused on: * Reducing violence and misconduct. * Provision of medical and mental health services. NIJ is particularly interested in receiving proposals addressing these topics in the context of jails, community corrections, and rural and tribal correctional systems. Every correctional setting has a unique operating environment and challenges. Yet jails, community corrections, and rural and tribal correction systems have received limited empirical attention relative to the number of jurisdictions they serve and the critical functions they provide in the delivery of correctional services. The research resulting from this solicitation supports the U.S. Department of Justice's priorities to reduce violent crime and to protect police and other public safety personnel.

This Funding Opportunity Announcement (FOA) encourages applications for Countermeasures against Chemical Threats (CounterACT) Research Centers of Excellence (U54s). The mission of the CounterACT program is to foster and support research and development of new and improved therapeutics for chemical threats. Chemical threats are toxic chemicals that could be used in a terrorist attack or accidentally released from industrial production, storage or shipping. They include traditional chemical warfare agents, toxic industrial chemicals, pharmaceutical-based agents, and pesticides. The scope of the research includes target and candidate identification and characterization, through candidate optimization and demonstration of in vivo efficacy consistent with the product's intended use in humans. For applicants submitting U54 renewal applications, research under this FOA should culminate in an optimized lead compound ready for advanced development. The Centers will contain at least three research projects supported by an administrative core, up to three optional scientific cores, and a research education core. Each research project must include milestones that create discrete go or no-go decision points in a progressive translational study plan.

The SMART Office seeks applications for the enhancement and advancement of the Sexual Violence Prevention Initiative (SVPI). The SMART Office assists states, the District of Columbia, territories and tribal jurisdictions with developing and/or enhancing programs designed to implement the requirements of the Sex Offender Registration and Notification Act (SORNA), Title I of the Adam Walsh Child Protection and Safety Act of 2006, and promotes innovation and best practices in protecting the public from sexual violence. This program furthers the work of SVPI, a project designed to utilize research and practice to prevent sexual violence and improve sex offender monitoring and to inform OJP's research and grant-making efforts in this area.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that advance human rights and rule of law; support civil society engagement and leadership on peacebuilding, coexistence, and conflict mitigation in Syria; provide support for survivors of torture and sexual and gender-based violence (SGBV); and promote peaceful coexistence, transitional justice, and accountability.

Jail administrators have an important role in ensuring that jail operations are conducted in a safe, secure, humane, and legal manner. The goal of the Jail Administration program is to provide jail administrators with information and tools that can be used to fulfill this role. Jail administrators must have knowledge and skills in a wide variety of areas to oversee operations and manage specific functions. Each module of the current program focuses on specific administrative responsibilities and tools including: action planning; using jail standards; managing risk; developing policy and procedure; determining staffing needs; managing the workforce; managing inmate behavior; developing a fire, safety and sanitation plan and; assessing jail operations.

NIJ's drugs and crime portfolio supports research on law enforcement efforts to deter, investigate, prosecute, and address illegal drug trafficking, markets, and use. This FY2018 solicitation seeks investigator-initiated proposals to conduct applied research on evidence-based tools, protocols, and policies for State, local and tribal jurisdictions. The two drug priorities are: 1) opioid-related criminal investigation, prosecution, drug intelligence, and community surveillance; and 2) illegal marijuana markets and drug-related violent crime. Opioid research proposals should address narcotics law enforcement, forensic science, and/or medicolegal death investigations; and opioids include heroin, fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues.

The National Center for Injury Prevention and Control (NCIPC) is seeking applications from qualified organizations for Injury Control Research Center (ICRC) grants. These centers will conduct high quality research and help translate scientific discoveries into practice for the prevention and control of fatal and nonfatal injuries and violence that support NCIPC’s priorities and mission.ICRCs are expected to blend Outreach, Training and Education, and Research activities into a program to reduce the number, risk, and public health impact of injury and violence in the U.S.

In the United States, nearly 192,900 people die from injuries and violence each year that is approximately 1 person every 3 minutes. More than 3 million people are hospitalized and 27 million people treated in emergency rooms as a result of injuries and violence each year. Injuries and violence are so common that we often accept them as just part of life. To address IVP, CDC supports programmatic, policy, communication and evaluation activities to build capacity for injury and violence expertise at the state, local and community levels to prevent related morbidity and mortality.
