Among its provisions, the STOP School Violence Act of 2018 authorized BJA to manage a grant program that would support efforts by states, local units of government, and federally-recognized Indian tribes to prevent and reduce school violence. This solicitation specifically seeks applicants to serve as a training and technical assistance (TTA) provider, on BJA’s behalf, to provide TTA and other support to awardees under the BJA STOP Prevention Training and Response to Mental Health Crisis program, the BJA STOP Technology and Threat Assessment Solutions for Safer Schools program, and the COPS Office STOP School Violence Prevention program, in order to develop a knowledge base and technical assistance delivery model for communities seeking to improve school safety.

To support a safer campus environment for all of Ohio's students, Governor John R. Kasich and the Ohio Department of Higher Education (ODHE) encourage immediate and thoughtful action to help prevent the occurrence of terrible crimes, and ultimately support every college and university's aim to provide an excellent and safe learning environment for students. The Chancellor is seeking proposals from qualified vendor(s) and will review proposed model support services to implement comprehensive prevention and response training model for coaches, staff, and faculty working with campus athletic programs. The award of this RFP will result in a contract with the Chancellor.

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

The Defense Advanced Research Projects Agency (DARPA) Young Faculty Award (YFA) program aims to identify and engage rising stars in junior faculty positions in academia and equivalent positions at non-profit research institutions and expose them to Department of Defense (DoD) and National Security challenges and needs. In particular, this YFA will provide high-impact funding to elite researchers early in their careers to develop innovative new research directions in the context of enabling transformative DoD capabilities. The long-term goal of the program is to develop the next generation of scientists and engineers in the research community who will focus a significant portion of their future careers on DoD and National Security issues. DARPA is particularly interested in identifying outstanding researchers who have previously not been performers on DARPA programs, but the program is open to all qualified applicants with innovative research ideas.

BJA is seeking applications for funding under the Justice and Mental Health Collaboration Training and Technical Assistance (TTA) Program. This Program provides cross-system technical assistance to Justice and Mental Health Collaboration Program (JMHCP) grantees. It furthers the Departments mission by increasing criminal justice capacity to reduce violence and increase support of law enforcement to address challenges when encountering people with Mental Illnesses or co-occurring mental illnesses and substance abuse during calls for service, within the courts, and correctional/detention settings. Through the TTA Program, JMHCP grantees will receive the necessary support to reduce and assist the number of people with mental illnesses who enter and move through the criminal justice system.

The purpose of the Adult Drug Court TTA Program is to assist operational adult drug treatment court Programs in the development and implementation of improved Program practices for increased Program effectiveness and long-term participant success. BJA envisions a collaborative model of cooperating partners to assist operational courts with their individual goals of building and maximizing capacity; ensuring potential drug court participants are identified and assessed for risk and need; ensuring drug court participants receive targeted research-based services; enhancing the provision of recovery support services; ensuring the provision of community reintegration services to achieve long term recovery; and assisting in collecting and reporting on performance measures and identify and explain trends.

The Bureau of Justice Statistics (BJS) seeks an agent to conduct data collection and related activities for the National Prisoner Statistics program (NPS) and the National Corrections Reporting program (NCRP). This award covers the four collection cycles for reporting years 2020 through 2024. The project period is October 1 2020, through September 30, 2025.These two programs were first competed together for the RY 2014-2019 award. The current funding is for the first 3 years of the award; the final 2 years will be funded upon successful completion of 2020-2022 data. The NPS and NCRP are BJS's flagship data collections measuring the size and composition of state and federal prison populations on an annual basis. The two collections complement each other by obtaining aggregate and detailed individual-level information on prisoners, which is used to describe and compare the prison population over time. The NPS collects aggregate counts of the male and female custody and jurisdictional prison populations as of December 31 each year. State departments of corrections (DOCs) and the Federal Bureau of Prisons (BOP) use their administrative records to tally their prison populations by jurisdiction, types of prison admissions and releases during the past year, race/Hispanic origin, and capacity of the facilities that hold prisoners in their custody. NPS also provides annual information on the number of confirmed cases of HIV/AIDS and current testing policies for these conditions. NPS has been collected annually since 1926, and these data are used in BJS's Prisoners series and Corrections Populations in the United States series bulletins.

ection 101 of the Second Chance Act authorizes the Department of Justice to award grants to counties and states to improve reentry outcomes for incarcerated youth. The Second Chance Act Program supports counties and states in refining and implementing improved collaborative strategies to address the challenges that reentry and recidivism reduction pose. Implementing a cooperative and wide-ranging plan for reducing recidivism is challenging for even the most sophisticated juvenile justice agencies and requires an intensive systemwide realignment to address gaps in Programs and services to improve outcomes for youth in contact with the juvenile justice system. This Program will provide grants to support counties and states that have developed a recidivism reduction plan to better align juvenile justice policy, practice, and resource allocation with what research shows works to reduce recidivism and improve outcomes for youth in contact with the juvenile justice system. OJJDP expects that a committee, task force, or working group will designate an agency to act as the legal applicant for this grant Program. This solicitation will support counties and states that illustrate their readiness to implement a planning strategy developed and coordinated among multiple systems, to track implementation progress, and to show progress toward sustainable changes.

The JAMS Foundation/ACR Initiative for Students and Youth provides grant funding for conflict prevention and dispute resolution programs for K-12 students and for adults working with youth populations in ways that directly transfer CRE skills from adults to youth. Each year, the Association for Conflict Resolution (ACR) and the JAMS Foundation identify specific subject areas seeking to address otherwise unresolved issues and unmet needs of both general and target youth populations, based on current research and feedback from leaders and stakeholders in the dispute resolution and education fields. Funding contexts for selected subject areas will vary, and may include community-based organizations, alternative education settings (online education, charter schools), after-school programs, court- or juvenile justice-connected programs, as well as programs operating in traditional K-12 school districts.

Applicant institutions sponsoring doctoral students are eligible to apply only if the doctoral research dissertation has direct implications for criminal justice policy and practice in the United States. BJS encourages institutions to consider doctoral students from social and behavioral sciences, mathematics, or statistics academic disciplines for their applications. Applicant institutions are strongly encouraged to sponsor minority and female student candidates. Awards are anticipated to be made to successful applicant institutions in the form of a cooperative agreement to cover a fellowship for the sponsored doctoral student. Each fellowship potentially provides up to 3 years of support, usable over a 5-year period. The Justice for Families Program was authorized in the Violence Against Women Reauthorization Act (VAWA) of 2013 to improve the response of all aspects of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking, or in cases involving allegations of child sexual abuse. The Program includes purpose areas previously authorized under the Safe Havens and the Courts Programs, along with new purpose areas and applicant requirements.

The Justice and Mental Health Collaboration Program (JMHCP) supports innovative cross- system collaboration for individuals with mental illnesses or co-occurring mental health and substance abuse disorders who come into contact with the justice system. BJA is seeking applications that demonstrate a collaborative project between criminal justice and mental health partners from eligible applicants to plan, implement, or expand a justice and mental health collaboration Program. This Program is authorized by the Mentally Ill Offender Treatment and Crime Reduction Act of 2004 (MIOTCRA) (Pub. L. 108-414) and the Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act of 2008 (Pub. L. 110- 416).

The Drug Court Training and Technical Assistance (TTA) Program will fund a TTA provider for family drug courts under Category 1 and a TTA provider for juvenile drug treatment courts under Category 2. The TTA under this Program will support OJJDP funded drug courts as well as family drug courts and juvenile drug treatment courts across the nation. In addition, TTA under this Program will be coordinated with the Opioid Youth Affected Initiative TTA.

The focus of this program is to enhance the capacity of state, local, tribal, and territorial criminal justice systems to prevent, investigate, respond, and prosecute economic, high-technology, and white collar crimes through specialized training and technical assistance. The program also supports the crime prevention of these types of crimes through education and training of law enforcement, corrections, probation/parole, prosecutors, first responders, and members of the community. The training classes are provided both in a classroom setting and online allowing state, local, tribal, and territorial officers, investigators, and prosecutors to attend the classes at no charge to their agency. The program also provides technical assistance to agencies, upon request, to assist with specific needs or investigative support.

The Justice Information Sharing (JIS) Training and Technical Assistance (TTA) solicitation has 2 categories listed; (1) Criminal Intelligence Online Training and Technical Assistance (28 CFR Part 23), and (2) RISS Technology Service Center (RTSC) and Administration Support. The Criminal Intelligence Systems Operating Polices 28 CFR Part 23 TTA Program provides an online training to help state and local law enforcement professionals understand the guidelines that govern the development and implementation of policies and systems that facilitate criminal intelligence sharing and in FY16 over 6,900 users took this online training. The Program also provide technical assistance to agencies wanting to ensure their policy and procedures protect the privacies and civil liberties as identified in 28 CFR Part 23. The RISS Technology Service Center (RTSC) staff supports technical Programs and projects that span the RISS enterprise and support the six RISS Centers nationwide. This includes the infrastructure and security of the RISS Secure Cloud (RISSNET) and database applications development. The tasks will be to continue to operate, maintain, and upgrade RISSNET, support RISS member connectivity and access to RISSNET, maintain and enhance the RISSNET Portal and RISSNET infrastructure, continue to operate and further enhance RISS applications, participate in national information sharing projects and working groups, work with other federal agencies and share technology, and ensure applicable databases adhere to 28 CFR Part 23 Guidelines.
