THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Basic Center Program (BCP). THE BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth up to age 18 years of age and their families. BCPs provide youth with emergency shelter, food, clothing, counseling and referrals for health care. Basic centers can provide temporary shelter for up to 21 days for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include: street-based services; home-based services for families with youth at risk of separation from the family; drug abuse education and prevention services. THE PRIMARY purpose of the BCP is to provide counseling services to youth who have left home without permission of their parents or guardians have been forced to leave home, or other homeless youth who might end up in contact with law enforcement or in the child welfare, mental health, or juvenile justice systems. THE AWARD process for FY2018 BCP allows for annual awards over a three-year project period as funds are available.

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) support organizations and communities that work every day to put an end to youth homelessness, adolescent pregnancy, and domestic violence. FYSB's Runaway and Homeless Youth (RHY) program is accepting applications for the Basic Center Program (BCP). The purpose of the BCP is to provide temporary shelter and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) recognizes that preventing and ameliorating youth violence requires a shared framework to address the factors that impact violence and victimization at the individual, peer, family, community, and societal levels and promote child and youth well-being. Jurisdictions that work to address these issues benefit from strategic, coordinated training and technical assistance (TTA) and participation in learning communities to help them reach their short- and long-term goals. To facilitate progress, better support youth violence prevention, and promote well-being in localities nationwide, OJJDP invites proposals to broker, coordinate, and provide relevant TTA to the 39 jurisdictions that OJJDP is funding through its three signature youth violence prevention initiatives-the Defending Childhood, National Forum on Youth Violence Prevention, and Community-Based Violence Prevention initiatives. OJJDP invites organizations that preferably represent a partnership or consortium of entities as described in the Eligibility section on the title page to submit applications. This program is authorized pursuant to paragraphs (3)(C) and (D) under the Juvenile Justice Programs heading, and paragraph (11) under the State and Local Law Enforcement Assistance heading, in the Department of Justice Appropriations Act, 2015, P.L.113-235: 128 Stat. 2130, 2193, 2195.

The purpose of this award is to provide funding through a cooperative agreement for a collection agent to administer the third round of the National Survey of Youth in Custody (NSYC-3). NSYC-3 will gather self-reported sexual assault data from youth in juvenile correctional facilities. Activities include drawing a national sample of state-operated juvenile facilities and locally or privately-operated facilities that house adjudicated youth under state contract, administering the survey to sampled youth within these facilities, and conducting other data collection, analysis, and reporting activities as needed. Successful completion of these activities will meet the data collection and analysis requirements of the Prison Rape Elimination Act of 2003 (P.L. 108-79) and will provide a list of juvenile correctional systems and facilities according to the prevalence of sexual victimization. BJS anticipates making one award for a 48-month period )January 2, 2017 to December 31, 2020) under this solicitation.

Mentoring has been shown to be an effective intervention for youth; however, more research is needed to understand how youth at high risk for delinquency are best supported through mentoring. The High-Risk Youth Mentoring Research program will support research and evaluations to further examine how certain characteristics, components, and practices of mentoring programs can best support youth who are at particularly high risk for delinquency. 

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project titled "Youth for Peace: Follow-on Programming." The project will bring together young leaders from India, Bangladesh, Nepal, to understand the complex variables that affect peace and violence in their communities, identify best practices of conflict resolution and see themselves as key catalysts in the peace building process. Proposals should be based on the framework of an inaugural two-day workshop with a follow on two-day workshop after a span of two-three months, and a final Youth for Peace Summit. The focus of the first workshop will be on understanding cultural contexts, the empowerment of young people to think creatively about community resilience and causes of extremism, and the promotion of grassroots campaigns to challenge violent narratives. The second workshop will help participants identify and focus on topics of individual interest which may include, but not be limited to, best practices in building "online and offline" community resilience, creating successful social media campaigns, smartphone photography, film-making and interview techniques, boosting media literacy, develop critical thinking skills, and challenging narratives with empathy and humor. The grantee is encouraged to recruit private sector collaborations, i.e. with Microsoft and Facebook, to support breakout discussions on improving youth employment prospects and using technology to counter radicalization. The project year will culminate in a South Asia Youth for Peace Summit in Kolkata to showcase how young leaders are utilizing their diverse skill sets, knowledge and networks to effectively address persistent problems of today. The grantee will also create 5 short videos using content from the workshops to amplify messaging.

This solicitation will support field-initiated, methodologically rigorous research and/or evaluations focused on interactions between law enforcement and youth, with practical implications for the identification and development of programs and policies that ensure officer, youth, and community safety. This solicitation encourages researchers to propose studies that contribute to the development of scientific evidence about factors that facilitate or inhibit positive police-youth interactions, as well as evaluations of the implementation and effectiveness of trainings, programs, practices, or policies designed to facilitate productive law enforcement and youth engagement.

The goal of this solicitation is to prevent and reduce youth gang involvement and youth gang violence. Overarching objectives and deliverables include:  Reduce and sustain reductions in community youth violence, particularly gun and gang violence, and victimization.  Prevent violence and promote healing from victimization and exposure to violence.  Convene a task force or working group (this may be an existing group) that meets regularly throughout the project period to identify and address service gaps and barriers, and use funding for a wide variety of intervention and suppression strategies targeting youth who are in a gang or at risk of joining a gang.

The JAMS Foundation/ACR Initiative for Students and Youth provides grant funding for conflict prevention and dispute resolution programs for K-12 students and for adults working with youth populations in ways that directly transfer CRE skills from adults to youth. Each year, the Association for Conflict Resolution (ACR) and the JAMS Foundation identify specific subject areas seeking to address otherwise unresolved issues and unmet needs of both general and target youth populations, based on current research and feedback from leaders and stakeholders in the dispute resolution and education fields. Funding contexts for selected subject areas will vary, and may include community-based organizations, alternative education settings (online education, charter schools), after-school programs, court- or juvenile justice-connected programs, as well as programs operating in traditional K-12 school districts.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence that impacts children and youth, collectively referred to as Adverse Childhood Experiences (ACEs), including child abuse and neglect, teen dating violence, sexual violence, youth violence, and exposure to adult intimate partner violence. This initiative is intended to support the evaluation of primary prevention strategies, programs, or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing child abuse and neglect and at least one other form of violence affecting children and youth, including teen dating violence, sexual violence, youth violence and exposure to adult intimate partner violence as detailed elsewhere in this announcement.

This solicitation will focus on targeted efforts to reduce gang activity by focusing on strategies to disrupt recruitment and incentivize desistance by supporting programs that offer alternative support mechanisms for youth. Law enforcement and prosecutorial agencies will be critical partners for this proposed initiative. Funding to prosecutorial and law enforcement agencies would support diversion activities as well as targeted incentives such as tattoo removal and life skill training for youthful gang members seeking to desist from gang activity. OJJDP has a long history of supporting community efforts to combat gang crime. Through OJJDP’s Comprehensive Gang Model, communities can implement a comprehensive approach to gang crime and youth violence reduction. Eligible applicants will be required to implement OJJDP’s Comprehensive Gang Model by working with the National Gang Center, and may use grant funds to support gang desistance/diversion activities.

ection 101 of the Second Chance Act authorizes the Department of Justice to award grants to counties and states to improve reentry outcomes for incarcerated youth. The Second Chance Act Program supports counties and states in refining and implementing improved collaborative strategies to address the challenges that reentry and recidivism reduction pose. Implementing a cooperative and wide-ranging plan for reducing recidivism is challenging for even the most sophisticated juvenile justice agencies and requires an intensive systemwide realignment to address gaps in programs and services to improve outcomes for youth in contact with the juvenile justice system. This program will provide grants to support counties and states that have developed a recidivism reduction plan to better align juvenile justice policy, practice, and resource allocation with what research shows works to reduce recidivism and improve outcomes for youth in contact with the juvenile justice system. OJJDP expects that a committee, task force, or working group will designate an agency to act as the legal applicant for this grant program. This solicitation will support counties and states that illustrate their readiness to implement a planning strategy developed and coordinated among multiple systems, to track implementation progress, and to show progress toward sustainable changes.

In FY 2013 the Bureau of Justice Statistics (BJS) released the 2011-2012 findings from the most recent surveys of jail and prison inmates about incidences of sexual victimization.1 Based on this information, 4.0 percent of state and federal prison inmates, and 3.2 percent of jail inmates within the United States, reported experiencing one or more incidents of sexual victimization by another inmate or facility staff in the past 12 months or since admission to the facility.2 In juvenile facilities, the numbers were even more troubling. An estimated 9.5 percent of adjudicated youth in state juvenile facilities and state contract facilities (representing 1,720 youth nationwide) reported experiencing one or more incidents of sexual victimization by another youth or staff in the past 12 months or since admission, if less than 12 months.3 On June 20, 2012, DOJ published the Final Rule creating standards as required by the Prison Rape Elimination Act (PREA). The standards apply to adult prisons and jails, juvenile correctional facilities, police lockups, and community residential centers. The standards, which took effect on August 20, 2012, seek to prevent sexual abuse and to reduce the harm that it causes. The standards are grouped into 11 categories: prevention planning, responsive planning, training and education, screening for risk of sexual victimization and abusiveness, reporting, official response following an inmate report, investigations, discipline, medical and mental care, data collection and review, and audits.

Through this Addendum to the 2014 Global Development Alliance (GDA) Annual Program Statement (APS) Number APS-OAA-14-000001, USAID/Rwanda is issuing a call for submission of concept papers focusing on nutrition, youth workforce development, education, and legal capacity development. The addendum is USAID's invitation to the private sector to jointly identify and define key challenges and collaborate with USAID in areas where our goals and interests align. It also defines broad areas in which we see the greatest potential for collaboration in alignment with USAID's strategic interests in Rwanda. The areas of greatest interest to USAID/Rwanda include increasing availability of and access to nutritious foods; increasing employment opportunities for youth, especially in rural areas; providing education and skills training to youth, specifically in the areas of English language and computing; and increasing the clarity and consistency in the interpretation and enforcement of laws and contracts. More details on each of these areas can be found in the addendum attached to this announcement.

The purpose of this initiative is to support research to develop and test youth violence prevention interventions that incorporate racism/discrimination prevention strategies for one or more health disparity populations. The target age range includes middle school to high school-aged youth, corresponding to an approximate age range of 11 to 18.

This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. This solicitation will provide grants under the following categories. Category 1: Implementing Evidence-Based Substance Abuse and Mental Health Treatment Services Category 2: Reentry Antigang Strategies and Programs Category 3: Community Supervision Review and Enhancement Training and Technical Assistance

This NCIPC Mentored Research Scientist Development Award (K01) seeks to provide support for an intensive, supervised (mentored) career development experience in violence prevention research leading to research independence. Applicants must identify an experienced mentor and, co-mentor(s) as applicable to supervise the proposed career development and research experience. Applicants must have a qualifying (relevant to the field of study) research or health- professional doctoral or medical degree (specifically PhD, ScD, DO, DrPH, MD, DVMD) and less than five years of experience as a researcher in the injury and/or violence prevention field. Applicants must propose violence prevention research to 1) assess the effectiveness of an intervention to prevent one or more forms of violence impacting children and youth ages 0-17 years (i.e., child abuse and neglect, youth violence, teen dating violence, or sexual violence) or to prevent intimate partner violence, sexual violence, or self-directed violence; 2) assess violence outcomes (e.g., victimization or perpetration) or key risk or protective factors; and 3) focus on one of the interpersonal violence prevention research gaps in the NCIPC Research Priorities (https://www.cdc.gov/injury/researchpriorities/index.html).

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks to enhance the ability of the juvenile justice, child welfare, mental health, and education systems to share information that will facilitate the provision of services and ensure better outcomes for children, youth, and families. OJJDP will deliver training and technical assistance (TTA) services to build state, local, and tribal capacities to implement solutions to address this nationwide need. Through this program, OJJDP will build the capacity of juvenile justice, child welfare, mental health, and education systems and use existing information sharing standards, procedures, tools, and practices across agencies to improve services and outcomes for youth, families, and communities.

INL has provided extensive assistance to the General Police Inspectorate and the Ministry of Internal Affairs to further increase the level of public trust in the Moldovan police force, which is a major goal specified in the 2016-2020 Police Development Plan. While levels of public trust have increased, there is an opportunity to achieve further progress. INL plans to expand its partnership to Moldovan schools to facilitate collaboration between police officers and teachers in reaching out to young people. To support further progress in Moldova, the U.S. Department of State has allocated $650,000 USD in FY 2016 Law Enforcement Reform Funds for a program to support Moldovan communities in preventing juvenile delinquency and raising awareness about civic rights through educational activities for Moldovan youth in coordination with Moldovan law enforcement. The activity will also help to facilitate a fundamental shift of thinking within the police, courts, and community towards restorative justice elements and raise awareness among Moldovan youth about widespread problems such as domestic violence, sexual assault, and trafficking in persons. INL is looking for creative and proactive community-based models that focus on bringing Moldovan communities and law enforcement together in the schools.
