NIJ is seeking proposals for research and evaluation projects that support and inform federal, State, local and tribal criminal justice agencies and victim service providers in responding to the challenges that trafficking in persons (hereinafter "trafficking in persons," "human trafficking," or "trafficking") poses in their jurisdictions. NIJ is particularly interested in research responding to the following priority areas: * Fostering partnerships between researchers and trafficking survivors. * Evaluation of the Enhanced Collaborative Model Human Trafficking Task Forces. * Perception of human trafficking victimization in courts (judges, jurors, prosecutors). * The extent to which existing crime reporting and data systems capture the human trafficking victimization that occurs in a particular jurisdiction. * Trafficking and sex offender registries.

The Administration for Children in Families (ACF), Office of Trafficking in Persons (OTIP) is announcing funds for the Look Beneath the Surface Regional Anti-Trafficking (LBS) Program. The LBS Program will serve as a focal point in targeted geographic areas and focus on the identification and referral of foreign and/or domestic victims of severe forms of trafficking in persons as defined by the Trafficking Victims Protection Act of 2000. Victim identification activities under the LBS Program include direct outreach to victims, anti-trafficking training and outreach to local professionals and organizations or entities that may encounter victims of trafficking, active participation in a strong multidisciplinary anti-trafficking coalition or task force, and strategic public awareness activities.

This solicitation seeks applications for funding for research and evaluation projects that will address the knowledge gaps related to trafficking in persons, with clear implications for criminal justice policy and practice in the United States. NIJ has funded research on trafficking in persons for over a decade, and is particularly interested in proposals that build upon and complement its earlier research investments. NIJ’s current portfolio of human trafficking research comprehensively addresses such topics as: scope, prevalence, and perpetration of the crime; effective criminal justice responses and challenges thereto; victimization experiences and meeting victim needs; and how best to reduce the demand for trafficking victims. Applicants should familiarize themselves with this prior NIJ-funded research and include relevant research in their literature review. The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $6,000,000 total costs for up to three cooperative agreements of up to $2,000,000 total costs each to fund technical assistance projects to improve the capacity of labor stakeholders to better understand and address indicators of forced labor and labor trafficking. Each cooperative agreement will fund a project in a country to be proposed by the applicant. Applicants must propose a country covered in the DOL's Findings on the Worst Forms of Child Labor in accordance with the Trade and Development Act of 2000 or on the List of Goods Produced by Child Labor or Forced Labor as mandated by Trafficking Victims Protection Reauthorization Act of 2005. Proposals for working in the fisheries sector in the Asia-Pacific region will not be considered. In each country, the project should achieve the following outcomes: * Improved understanding of indicators of forced labor and labor trafficking * Improved monitoring of working conditions by labor stakeholders to identify and address indicators and incidents of forced labor and labor trafficking * Strengthened capacity of the labor inspectorate to address forced labor and labor trafficking. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. Applicants may apply separately for cooperative agreements serving one or more of the countries listed above, up to a maximum of three applications, but may not combine proposals for more than one country in a single application. Each application should request no more than $2 million total costs in funding. For this FOA, DOL will make no more than one award per country.

With this solicitation, NIJ continues to build upon its research and evaluation efforts to better understand, prevent, and respond to trafficking in persons in the United States. Applicants should propose research projects that-first and foremost-have clear implications for criminal justice policy and practice in the United States. This year, NIJ is particularly interested in research responding to the following priority areas: 1) Labor trafficking 2) Phased evaluation, not to exceed a 24-month period of performance. 3) Outcome evaluation of trafficking focused victim service providers 4) Develop a better understanding of traffickers Strong applications that address human trafficking in the U.S. in a criminal justice context that fall outside these priority areas may also be considered.

The Administration for Children and Families (ACF), Office on Trafficking in Persons (OTIP) announces that funds will be available for the National Human Trafficking Hotline (NHTH) program. The NHTH program seeks to support the operation of a dedicated, toll-free, 24-hour, seven days a week, every day of the year U.S. national telephone and online communication system with trained and experienced human trafficking advocates that provide services and assistance to victims of severe forms of labor and sex trafficking in persons. Multi-lingual services and assistance for foreign and domestic victims must include crisis intervention, information and referrals to anti-trafficking and/or direct victim services programs, temporary lodging/housing resources, and access to other emergency assistance.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

INL leverages its unique foreign assistance authorities to contribute to the global fight against wildlife trafficking. INL will support work that builds investigative and enforcement capacity, strengthens legislative frameworks, provides judicial and prosecutorial assistance, and develop capacity for cross-border law enforcement cooperation. For example, activities may include training, mentoring, and possibly the provision of non-lethal equipment for park rangers, police, prosecutors, other relevant officials and, where applicable, non-governmental and civil society entities to address the multi-faceted dimensions of poaching and wildlife trafficking. To support further progress in sub-Saharan Africa, the U.S. Department of State has allocated $5,000,000.00 in FY 2016 International Narcotics Control and Law Enforcement (INCLE) Funds to strengthen capacity in Botswana, Malawi, Namibia, or Zambia to combat wildlife trafficking.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State's efforts to strengthen citizen security and combat drug trafficking and transnational crime. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. The resources entrusted to us enable INL to deliver technical assistance and capacity to: enhance international drug control through interdiction and supply reduction; develop civilian law enforcement capacity, regional partnerships, and information sharing; and further the administration of justice and corrections under the rule of law with respect for human rights. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narcotic-trafficking and other transnational crimes such as money laundering, criminal gangs, and wildlife trafficking. It promotes governing transparently and democratically by strengthening justice sector institutions, good governance, and respect for human rights and gender equality.

The purpose of this program is to enhance the quality and quantity of specialized services available to assist victims of human trafficking, as defined by the Trafficking Victims Protection Act of 2000, as amended. OVC is interested in supporting programs that focus on one or more of these priority areas: 1) housing services, 2) economic and leadership empowerment and/or education services, 3) mental health services, 4) substance abuse services, and 5) legal services. OVC expects to make up to 20 awards of up to $700,000, with an estimated total amount awarded of up to $14 million. INL seeks to enhance prosecutorial and judicial capacity in combating wildlife trafficking through the professional development of prosecutors, magistrates and judges handling wildlife-related cases. This project seeks to develop oral advocacy and mediation skills through mock trial competitions on complex cases related to wildlife trafficking.

Through this Leader with Associates Award, USAID will bring cutting-edge expertise in anticorruption to bear on USAID's global and mission-level biodiversity conservation, natural resource, and democracy, rights and governance programs. The overall program purpose is to combat wildlife trafficking and other environmental crimes by reducing corruption. The program aims to accomplish this purpose by: (1) building on global experience across sectors to provide thought leadership, best practices, tools, and opportunities to build partnerships to tackle corruption; and (2) supporting USAID Missions to better tackle corruption within their wildlife trafficking, natural resources management and biodiversity conservation portfolios.

INL has provided extensive assistance to the General Police Inspectorate and the Ministry of Internal Affairs to further increase the level of public trust in the Moldovan police force, which is a major goal specified in the 2016-2020 Police Development Plan. While levels of public trust have increased, there is an opportunity to achieve further progress. INL plans to expand its partnership to Moldovan schools to facilitate collaboration between police officers and teachers in reaching out to young people. To support further progress in Moldova, the U.S. Department of State has allocated $650,000 USD in FY 2016 Law Enforcement Reform Funds for a program to support Moldovan communities in preventing juvenile delinquency and raising awareness about civic rights through educational activities for Moldovan youth in coordination with Moldovan law enforcement. The activity will also help to facilitate a fundamental shift of thinking within the police, courts, and community towards restorative justice elements and raise awareness among Moldovan youth about widespread problems such as domestic violence, sexual assault, and trafficking in persons. INL is looking for creative and proactive community-based models that focus on bringing Moldovan communities and law enforcement together in the schools.

Through this solicitation, NIJ will provide small planning grants to develop proposals for new and innovative criminal justice research projects involving federally recognized tribes (or tribally based organizations) and which represent a new tribal-researcher investigator partnership. The following research topics are of particular interest to the U.S. Department of Justice: (1) The impact of concurrent criminal jurisdiction on the administration of justice in Indian country and Alaska; (2) The effectiveness of the criminal justice response to the use and abuse of alcohol and other drugs [e.g., methamphetamine, heroin and other opioids including fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues); (3) Crime prevention and intervention efforts; (4) Criminal offending; (5) Enhancing investigations and prosecutions; (6) Provision, role, and impact of forensic science services (including medico legal death investigation); (7) Murdered, missing, and trafficked women and girls; (8) Violent crime reduction; (9) Responding to and reducing victimization; (10) Strengthening tribal justice systems (e.g., evaluating tribal healing to wellness courts tribal-state collaborations, wellness court collaborations, technology-based court systems to improve court operations and outcomes, tribal-reentry programs); (11) Developing and testing tools and technologies to improve criminal justice policy and practice (e.g., unmanned aircraft systems, body-worn cameras, drug-detecting technology, location-based technology, digital devices or applications, victim technology-based services)

The purpose of this program is to improve the judicial system's handling of child abuse, neglect, and related cases including cases of children who are victims of commercial sexual exploitation and sex trafficking.
