With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

Through this solicitation, NIJ will provide small planning grants to develop proposals for new and innovative criminal justice research projects involving federally recognized tribes (or tribally based organizations) and which represent a new tribal-researcher investigator partnership. The following research topics are of particular interest to the U.S. Department of Justice: (1) The impact of concurrent criminal jurisdiction on the administration of justice in Indian country and Alaska; (2) The effectiveness of the criminal justice response to the use and abuse of alcohol and other drugs [e.g., methamphetamine, heroin and other opioids including fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues); (3) Crime prevention and intervention efforts; (4) Criminal offending; (5) Enhancing investigations and prosecutions; (6) Provision, role, and impact of forensic science services (including medico legal death investigation); (7) Murdered, missing, and trafficked women and girls; (8) Violent crime reduction; (9) Responding to and reducing victimization; (10) Strengthening tribal justice systems (e.g., evaluating tribal healing to wellness courts tribal-state collaborations, wellness court collaborations, technology-based court systems to improve court operations and outcomes, tribal-reentry programs); (11) Developing and testing tools and technologies to improve criminal justice policy and practice (e.g., unmanned aircraft systems, body-worn cameras, drug-detecting technology, location-based technology, digital devices or applications, victim technology-based services)

Raise awareness and understanding of science and technology and their potential to address a global challenge. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. In evaluating proposals, the Grants Committee will seek to determine the extent to which the proposed project: Provides technical information at a level that can be understood by the general public Reaches a broad cross-section of society Has a well-articulated communications plan, that includes social media, designed to increase awareness and engagement of the target audience Presents, in a neutral and balanced manner, an analysis of the social benefits and costs of deploying the subject technology Avoids advocating a particular action but encourages and enables participants to make an informed decision Directly involves IEEE members including, as appropriate, student members Encourages the active participation of the target audience Provides an effective means of determining the impact of the project Matches the IEEE Foundation's Grant criteria

This award will support the development and launch of a system that can be used to increase transparency around the disposition of assets returned by the United States to a recipient country. The system can either build upon an existing government platform or can stand alone. It should utilize technology, such as but not limited to Distributed Ledger Technology, to ensure transparency and security and allow vested stakeholders to track the movement and utilization of funds. The technology should provide real-time information regarding expenditures. This information can be public or shared with relevant stakeholders depending on the circumstances. The specific country will be determined in consultation with the Department of State and Department of Justice after the award is awarded.

NIJ is interested to fund a single evaluator that will have the capabilities to assess the effectiveness of a few promising technologies that can enhance safety within K-12 schools. Evaluations should consider the school environment and use cases as well as the kinds of data that might be collected or used as a result of the technology intervention. Applicants are encouraged to explore technologies that have worked for use cases in other ecosystems that may translate well to the K-12 school environment.

With this solicitation, NIJ seeks proposals to establish a Criminal Justice Testing and Evaluation Consortium. The consortium will inform NIJ’s R&D efforts, as well as, NIJ’s stakeholders - criminal justice practitioners, policymakers, researchers, federal partners, and private industry by (1) conducting technology foraging activities to identify technologies for potential use by criminal justice communities, (2) conducting characterization/comparative testing and evaluations on technologies and practices to disseminate information and/or promising practices for adoption, (3) administering the NIJ Compliance Testing Program (CTP) and (4) supporting the development, validation, and maintenance of criminal justice equipment standards.

The Justice Information Sharing (JIS) Training and Technical Assistance (TTA) solicitation has 2 categories listed; (1) Criminal Intelligence Online Training and Technical Assistance (28 CFR Part 23), and (2) RISS Technology Service Center (RTSC) and Administration Support. The Criminal Intelligence Systems Operating Polices 28 CFR Part 23 TTA Program provides an online training to help state and local law enforcement professionals understand the guidelines that govern the development and implementation of policies and systems that facilitate criminal intelligence sharing and in FY16 over 6,900 users took this online training. The program also provide technical assistance to agencies wanting to ensure their policy and procedures protect the privacies and civil liberties as identified in 28 CFR Part 23. The RISS Technology Service Center (RTSC) staff supports technical programs and projects that span the RISS enterprise and support the six RISS Centers nationwide. This includes the infrastructure and security of the RISS Secure Cloud (RISSNET) and database applications development. The tasks will be to continue to operate, maintain, and upgrade RISSNET, support RISS member connectivity and access to RISSNET, maintain and enhance the RISSNET Portal and RISSNET infrastructure, continue to operate and further enhance RISS applications, participate in national information sharing projects and working groups, work with other federal agencies and share technology, and ensure applicable databases adhere to 28 CFR Part 23 Guidelines.

Currently, crime and forensics labs across the country are overwhelmed. This backup can often lead to delays in forensic lab testing and analysis, leading to a ripple effect of delayed prosecution and adjudication throughout the system. While some forensic analysis must be conducted in a laboratory environment, other methods are emerging, like rapid drug testing, that can be performed in the field. Currently, a lack of training and technical assistance related to the development and implementation of these technologies and techniques at the local level exists. This program seeks to fill that void. Under this program, BJA will select an applicant to establish a pilot program to develop a nationwide training model, led by an accredited institution of higher learning, pertaining to available rapid identification technology and scientifically sound field collection and testing methods which can be used when drugs are discovered in the field. The training should support evidence collection and testing technologies and methods that are reliable within State and Local court system.

The Law & Science Program considers proposals that address social scientific studies of law and law-like systems of rules, as well as studies of how science and technology are applied in legal contexts. The Program is inherently interdisciplinary and multi-methodological. Successful proposals describe research that advances scientific theory and understanding of the connections between human behavior and law, legal institutions, or legal processes; or the interactions of law and basic sciences, including biology, computer and information sciences, STEM education, engineering, geosciences, and math and physical sciences. Scientific studies of law often approach law as dynamic, interacting with multiple arenas, and with the participation of multiple actors. Fields of study include many disciplines, and often address problems including, though not limited, to: Crime, Violence, and Policing Cyberspace Economic Issues Environmental Science Evidentiary Issues Forensic Science Governance and Courts Human Rights and Comparative Law Information Technology Legal and Ethical Issues related to Science Legal Decision Making Legal Mobilization and Conceptions of Justice Litigation and the Legal Profession Punishment and Corrections Regulation and Facilitation of Biotechnology (e.g., Gene Editing, Gene Testing, Synthetic Biology) and Other Emerging Sciences and Technologies Use of Science in the Legal Processes

The Graduate Research Fellowship in Science, Technology, Engineering, and Mathematics (GRF-STEM) provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in topic areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. Applicant academic institutions sponsoring doctoral students are eligible to apply only if the doctoral student's degree program is a Science, Technology, Engineering, or Mathematics (STEM) discipline; and the student's proposed dissertation research has demonstrable implications for addressing the challenges of crime and/or the fair and impartial administration of criminal justice in the United States.Awards are anticipated to be made to successful applicant institutions in the form of grants to cover fellowships for the sponsored doctoral students

This program will provide project funding to eligible nonprofit organizations (see Eligibility) that propose to develop, use, and strategize around the use of technology in innovative ways to interact directly with crime victims and provide information, referral, crisis assistance, and longer term help. Through this solicitation, OVC seeks to support organizations which demonstrate innovative strategies to create, expand, or enhance use of technology initiatives on a national scale to improve response, services, and access for victims of crime

This program will increase technological investigative capacity and associated training for law enforcement and prosecutorial agencies. This solicitation will particularly focus on supporting the development, refinement, and advancement of widely used investigative tools, methods and technologies that address child pornography, exploitation and sex trafficking.

With this solicitation, NIJ seeks proposals for funding for research, development, and/or evaluation projects to explore the ability of mobile device technologies to help enable adult correctional systems more effectively supervise increased numbers of persons under community supervision. Related to this, NIJ is also interested in exploring the potential of mobile device-based solutions to provide an improved means to locate and track offenders under community supervision in areas with cellular coverage.

With this solicitation, NIJ seeks proposals for funding for research, development, and/or evaluation projects to explore the ability of mobile device technologies to help enable adult correctional systems more effectively supervise increased numbers of persons under community supervision. Related to this, NIJ is also interested in exploring the potential of mobile device-based solutions to provide an improved means to locate and track offenders under community supervision in areas with cellular coverage.

OVC will provide, in total, approximately $8.15 million in funding for legal services for three distinct projects that will enhance legal access for crime victims, foster technological innovation, and provide training and technical assistance to those involved in the initiatives. OVC anticipates that it will make awards under three distinct purpose areas. *Purpose Area 1 - Increase Capacity and Access to Civil Legal Help for Crime Victims Through Legal Fellows Program (Legal Fellows Program) - one award, up to $4,000,000, for a 2-year performance period. *Purpose Area 2 - Using Technology/Other Innovations to Increase Legal Access in Rural Areas - one award, up to $3,150,000, for a 3-year performance period. *Purpose Area 3 - Training and Technical Assistance - Legal Partnerships Increasing Medical Care Advocacy to Crime Victims - one award, up to $1,000,000, for a 2-year performance period.

With this solicitation, NIJ seeks applications for funding of multidisciplinary research projects addressing three topics: 1) The impact of fatigue and stress on officer performance. 2) Enhancing strategies for officer interaction with mentally ill individuals. 3) Advancing Resiliency for the Forensic Workforce- Understanding the Impact and Management of Stress, Burnout, and Vicarious Trauma. This solicitation supports the U.S. Department of Justice’s priority of protecting officers and other public safety personnel. This solicitation also supports the following five objectives of the NIJ Safety, Health, and Wellness Strategic Research Plan 2016-2021 (August 2016): 1) Objective I.2: Support development, and promote strategies, policies, practices, and technologies that enhance the safety of criminal justice personnel. 2) Objective I.4: Develop policies, strategies, and technologies to promote safety in criminal justice interactions with the public. 3) Objective II.1: Promote research to improve the physical and mental health of individuals working in the criminal justice system. 4) Objective II.2: Study both trauma and suicide among criminal justice employees. 5) Objective II.4: Promote science-based tools and strategies to monitor physical and mental health.

The ICAC Task Force National Training Program supports a national network of 61 multiagency, multijurisdictional task forces engaged in investigation, forensics examinations, and prosecutions related to technology-facilitated child sexual exploitation. The funding will assist in development and delivery of content by SMEs, provide comprehensive array of trainings to the growing number of ICAC task forces in the areas of investigations, prosecutions, digital forensic, community outreach, and capacity building. This solicitation will include four categories as follows: Category 1: Entry Level and Core Training Category 2: Specialized Training on Issues, Tools and Technology Category 3: Officer Wellness

The DOE Isotope Program (IP), managed by SC Nuclear Physics (NP), hereby announces its interest in receiving applications for Research and Development (R&D) on novel methods to produce or improve production radioactive or enriched stable isotopes needed for a wide variety of research and applications. This announcement is administered under the NP Isotope Development & Production for Research and Applications (IDPRA) Sub-Program. The proposed R&D should generate data relevant to isotope production or lead to new and innovative technologies, or improvements to existing technologies to foster enhanced production of isotopes. Successful proposals will clearly describe how the outcome of the proposed work would support and enhance the production of isotopes used for research and applications in medicine, homeland security, the physical sciences, biological and geological sciences, energy, industry, etc. Applications incorporating effective ways to train personnel with essential knowledge and skills related to the production, processing, purification, and distribution of enriched stable and radioactive isotopes are strongly encouraged. Applications submitted to this FOA will be evaluated by peer review competitively with those submitted to the Laboratory companion announcement.

The ability to develop and maintain digital forensic expertise is essential for the viability of an ICAC task force. This solicitation supports the enhancement of task force capacity to effectively and efficiently conduct forensic examinations of evidence in cases of technology-facilitated child exploitation. OJJDP will provide support to select ICAC task forces to hire wounded, injured, or ill veterans to (1) serve as digital forensic analysts to enhance the forensic examination capacity of the task force; (2) improve ICAC task force effectiveness to prevent, interdict, investigate, and prosecute Internet crimes against children and technology-facilitated child exploitation; and (3) reduce forensic examination backlogs and/or increase the number of forensic exams completed by ICAC task forces during the project period.

With this solicitation, NIJ seeks proposals from research organizations partnered with state, local, or tribal criminal justice agencies for funding for research to identify, implement, and evaluate those applications of video cameras and advanced video analysis software that provide optimum crime control and prevention outcomes. NIJ is most interested in receiving proposals involving the integration of video technology into policing strategies, most particularly those involving quantitative data analysis methods. NIJ will also consider proposals dealing with criminal courts and correctional environments.
