The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

The Supporting Small and Rural Law Enforcement Agency Body-Worn Camera Policy and Implementation Program (SRA-BWC) directly supports key priorities of the Department of Justice by promoting the safety of law enforcement officers and citizens by strengthening the means for evidence capture and by contributing to improved justice outcomes. Both formal research publications and testimonials by law enforcement executives have shown that BWCs, when properly implemented, contribute myriad benefits to law enforcement organizations, their personnel, and the communities they serve. BWC use can have a moderating effect on citizens' behavior; has been shown to reduce use-of-force incidents and citizen complaints; and can help strengthen mutual respect and civility in citizen police interactions. Digital footage from BWCs can provide critical visual and audio records of interactions. The benefits of BWCs can be optimized when properly implemented as part of a deliberate program of carefully thought-out policies and practices in coordination with broader agency missions, including officer safety, accountability, increased disparity, training, and efficiency.

The National Crime Statistics Exchange (NCS-X) Initiative is part of a national movement to expand the number of law enforcement (LE) agencies reporting crime data to the FBI’s National Incident-Based Reporting System (NIBRS). NCS-X seeks to transition a select sample of 400 LE agencies from across the country, including all of the largest agencies, to NIBRS, in order to use NIBRS data to generate national crime statistics. Under this funding announcement, BJS, in partnership with the FBI, seeks applications for funding to enable small and medium local LE agencies in the NCS-X sampleâ€Â"those agencies with fewer than 750 or more sworn officers that are currently not reporting incident-based data to the Uniform Crime Reporting (UCR) Programâ€Â"to report crime data to the FBI’s NIBRS, either through their state UCR Program or directly to the FBI. Enhancing the ability of LE agencies in the nation to submit incident-based data to their state UCR Program or to the FBI directly is an effort jointly supported by BJS and the FBI.

Through this competitive solicitation, the Bureau of Justice Statistics (BJS) is seeking a professional or scholarly society to administer a BJS-sponsored Faculty Research Fellowship Program. This fellowship program aims to increase the pool of researchers who use criminal justice statistical data generated by BJS, thereby contributing solutions that better prevent and control crime and help ensure the fair and impartial administration of criminal justice in the United States. The research fellowships envisioned will be relatively small-scale projects that can be completed within 6 months.

Healthy, vibrant communities are places that provide the opportunities, resources, and an environment that children and adults need to maximize their life outcomes, including high-quality schools and cradle-to-career educational programs; high-quality and affordable housing; thriving commercial establishments; access to quality health care and health services; art and cultural amenities; parks and other recreational spaces; and the safety to take advantage of these opportunities. Unfortunately, millions of Americans live in distressed communities2 where a combination of crime, poverty, unemployment, poor health, struggling schools, inadequate housing, and disinvestment keep many residents from reaching their full potential. Research suggests that crime clustered in small areas, or crime "hot spots," accounts for a disproportionate amount of crime and disorder in many communities. The complexity of these issues has led to the emergence of comprehensive place-based and community-oriented initiatives that involve service providers from multiple sectors, as well as community representatives from all types of organizations, to work together to reduce and prevent crime and to revitalize communities.In many ways, community safety and crime prevention are prerequisites to the transformation of distressed communities, including the revitalization of civic engagement. Addressing community safety is the role of criminal justice agencies, the community, and its partners as a whole. To improve and revitalize communities, all relevant stakeholders should be included: law enforcement and criminal justice, education, housing, health and human services, community and faith-based non-profits, local volunteers, residents, and businesses.Given the significant needs and limited resources of some of these communities, local and tribal leaders need tools and information about crime trends in their jurisdiction and assistance in assessing, planning, and implementing the most effective

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

Through this solicitation, NIJ will provide small planning grants to develop proposals for new and innovative criminal justice research projects involving federally recognized tribes (or tribally based organizations) and which represent a new tribal-researcher investigator partnership. The following research topics are of particular interest to the U.S. Department of Justice: (1) The impact of concurrent criminal jurisdiction on the administration of justice in Indian country and Alaska; (2) The effectiveness of the criminal justice response to the use and abuse of alcohol and other drugs [e.g., methamphetamine, heroin and other opioids including fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues); (3) Crime prevention and intervention efforts; (4) Criminal offending; (5) Enhancing investigations and prosecutions; (6) Provision, role, and impact of forensic science services (including medico legal death investigation); (7) Murdered, missing, and trafficked women and girls; (8) Violent crime reduction; (9) Responding to and reducing victimization; (10) Strengthening tribal justice systems (e.g., evaluating tribal healing to wellness courts tribal-state collaborations, wellness court collaborations, technology-based court systems to improve court operations and outcomes, tribal-reentry programs); (11) Developing and testing tools and technologies to improve criminal justice policy and practice (e.g., unmanned aircraft systems, body-worn cameras, drug-detecting technology, location-based technology, digital devices or applications, victim technology-based services)

The U.S. Embassy Seoul Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding.

In 2012, the Ministry of Public Security of Costa Rica designed a model of the police service implemented by quadrant, which aimed to improve the quality of service provided to citizens by assigning specific responsibilities to police officers who serve in a small geographical area, called a quadrant. However, seven years later the police service model is not being implemented in all police stations in the country and, where it is being implemented, there is no evidence that the model has achieved its main objective. For this reason, the Directorate of Public Force has expressed the need to optimize this police service model by incorporating the principles of the problem-oriented policing (POP) and evidence-based policing. This will enable evidence with targeting and scientific methods to improve the quality of police services, reducing crime rates and increasing the confidence and perception of security in Costa Rica. The specific problem is that the current management model for the police force is ambiguous, inadequate and has no scientific basis, which makes the model urgent to be optimized in order to improve the police force's response to the population's security needs.

Law Enforcement Mental Health and Wellness Act (LEMHWA) funds are used to improve the delivery of and access to mental health and wellness services for law enforcement through training and technical assistance, demonstration projects, and implementation of promising practices related to peer mentoring mental health and wellness programs. The 2020 LEMHWA program will fund projects that develop knowledge, increase awareness of effective mental health and wellness strategies, increase the skills and abilities of law enforcement, and increase the number of law enforcement agencies and relevant stakeholders using peer mentoring programs. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the LEMHWA solicitation to address law enforcement mental health and wellness. The 2020 LEMHWA program has been established to fund specific projects related to the following topic areas: (1) Peer Support Implementation Projects; (2) National Peer Support Program for Small and Rural Agencies; (3) LEMHWA Coordinator Assistance Provider, and (4) Invitational Applications. Detailed descriptions of each of these topics are available in the application guide.

PM/WRA is inviting eligible organizations to submit applications for open source data collection projects focused on identifying instances of small arms and light weapons and conventional ammunition being illicitly diverted from state-controlled stocks in Central and South America, North Africa/the Maghreb, West Africa, the Sahel, East Africa, the Balkans, Moldova, Georgia, Ukraine outside of contested areas, and the Philippines and producing weekly reports summarizing the cases. This project should focus on cases outside of active conflict zones and leverage both English and local language information sources.

Supporting civil society and creating a space for a diversity of people and ideas is a cornerstone of U.S. foreign policy abroad. To that end, the U.S. Mission to China (Embassy Beijing and Consulates General Chengdu, Guangzhou, Shanghai, Shenyang, and Wuhan) seeks to support activities that promote civic engagement, human rights, good governance, rule of law, environmental protection, education, and multilateral and economic engagement. Such programming will enhance and broaden the outreach of the U.S. Mission in China.

The National Center will assist BJA to coordinate and build upon existing assets and resources to serve police agencies and their mental health and social service partners. Many of the resources that BJA offers, can be adapted and maximized with specific training and technical assistance for implementation. Without TTA, agencies must implement resources in the community without specific guidance, planning, assessment, contextualization and knowledge and guidance about best practices in implementation. To support police and law enforcement agencies and their MHD and IDD service delivery partners to build capacity to improve their collaborative responses, BJA will support a National Training and Technical Assistance Center to Improve Police-Based Response to People with MHD and IDD (National Center).
