The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. The W.E.B. Du Bois Program furthers the Department's mission by advancing knowledge regarding the confluence of crime, justice, and culture in various societal contexts. It supports research on the intersections of race, offending, victimization, and the fair administration of justice for both juveniles and adults. This solicitation seeks investigator-initiated proposals to conduct research on topics linked to race and crime in violence and victimization, crime and prevention, and justice systems (policing, courts, community and institutional corrections). For FY2017, NIJ is particularly interested in research on homicide and other violence in minority communities, and criminal court topics. Funding categories include: 1) W.E.B. Du Bois Scholars who are advanced in their careers; and 2) W.E.B. Du Bois Fellows who are early in their careers.

The Bureau of Justice Statistics (BJS) is seeking applications under its Graduate Research Fellowship (GRF) Program. This program provides awards to accredited universities for doctoral research that uses criminal justice data or statistical series and focuses on crime, violence, and other criminal justice-related topics. BJS invests in doctoral education by supporting universities that sponsor students who demonstrate the potential to complete doctoral degree programs successfully in disciplines relevant to the mission of BJS, and who are in the final stages of graduate study. The ultimate goal of this solicitation is to increase the pool of researchers using criminal justice statistical data generated by BJS, thereby contributing solutions that better prevent and control crime and help ensure the fair and impartial administration of criminal justice in the United States. Applicant institutions sponsoring doctoral students are eligible to apply only if the doctoral research dissertation has direct implications for criminal justice policy and practice in the United States. BJS encourages institutions to consider doctoral students from social and behavioral sciences, mathematics, or statistics academic disciplines for their applications. Applicant institutions are strongly encouraged to sponsor minority and female student candidates. Awards are anticipated to be made to successful applicant institutions in the form of a cooperative agreement to cover a fellowship for the sponsored doctoral student. Each fellowship potentially provides up to 3 years of support, usable over a 5-year period. For each year of support, BJS provides the degree-granting institution a stipend of $35,000, usable toward the student's salary and related costs, and up to $15,000 to cover the student's tuition and fees, research expenses, and related costs (see B. The purpose of the program is to enhance and/or expand the capacity of substance use disorder treatment providers to serve youth and adults with substance use disorders or co-occurring substance use and mental disorders who have been underserved and/or have special needs (e.g., elderly, ethnic and racial minorities, criminal justice involved individuals, etc.). This is referred to as the "population of focus."

The Higher Judicial Council (HJC) is the main body charged with improving and reforming the judiciary. However, the HJC admittedly does not have the technical expertise to make these wide-ranging, systemic reforms in the two areas indicated above. The technical expertise from an implementer would provide expert advice and training on how to prosecute and adjudicate complex criminal cases that involve the use of technical evidence and/or evidence derived from modern forensic techniques, especially as they relate to cases involving money laundering, cybercrime, and terrorism. Training, advice, and mentorship are also needed on the development and use of a plea bargaining system and on alternatives to incarceration that are written in the law, but implemented on an ad hoc basis. There are alternatives to incarceration laws on the books, i.e. setting bail and parole for minor misdemeanor cases, however they are either not used or used on an inconsistent basis. There is no law on plea bargaining.

Violence against women continues to affect millions of women and girls each year. Racial and ethnic minority women have a higher documented risk of violence victimization. Recent statistics have identified other priority communities at elevated risk such as the incarcerated, the elderly, and adolescents. This Funding Opportunity Announcement (FOA) will encourage a focus on preventing and responding to violence against women in these and other priority communities. Harmful social norms, including social constructs around what it means to be a woman or a man, contribute to the risk of perpetrating violence against women. As such, this FOA encourages applications from organizations and coalitions working to prevent violence against women by transforming harmful gender norms through women's empowerment and male engagement efforts. Preliminary evaluation results of OWH's previous work to improve community responses to violence against women highlights the critical need to link women to services from multiple sectors including but not limited to legal assistance; law enforcement; mental health services; substance abuse treatments; and housing. This FOA also encourages applications from organizations and coalitions using multisectoral approaches to provide response services to affected women in their communities.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The Tribal Justice Corrections Capacity Building Training and Technical Assistance Program furthers the Department's mission by assisting federally recognized Indian tribes in strengthening their correctional system capacity to provide community supervision and implement reentry strategies to reduce crime, enhance public safety, and facilitate community reintegration efforts for justice-involved individuals.
