OVC will provide, in total, approximately $8.15 million in funding for legal services for three distinct projects that will enhance legal access for crime victims, foster technological innovation, and provide training and technical assistance to those involved in the initiatives. OVC anticipates that it will make awards under three distinct purpose areas. *Purpose Area 1 - Increase Capacity and Access to Civil Legal Help for Crime Victims Through Legal Fellows Program (Legal Fellows Program) - one award, up to $4,000,000, for a 2-year performance period. *Purpose Area 2 - Using Technology/Other Innovations to Increase Legal Access in Rural Areas - one award, up to $3,150,000, for a 3-year performance period. *Purpose Area 3 - Training and Technical Assistance - Legal Partnerships Increasing Medical Care Advocacy to Crime Victims - one award, up to $1,000,000, for a 2-year performance period.

This project will provide professional and technical development for defense legal professionals that provide criminal legal aid services in Bangladesh and help develop the organizational capacity of government legal aid committees to improve access to justice for indigent Bangladeshis. The project will provide legal training for defense lawyers to enhance the quality of legal aid services and engage with government legal aid committees to develop strategic initiatives to improve public outreach capabilities, planning, administrative capacity, and coordination among government facilities and NGOs. The project will support efforts to counter violent extremism in Bangladesh through improving access to justice and formal mechanisms to air grievances.

The Legal Assistance for Victims (LAV) Grant Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence, at minimum or no cost to the victims. LAV Grant Program funds may not be used provide criminal defense services. Grant funds may be used to provide direct legal services to victims of sexual assault, domestic violence, dating violence, and stalking in matters related to or arising out of that abuse or violence. The objective of the LAV Grant Program is to develop innovative, collaborative projects that provide quality representation to victims of sexual assault, domestic violence, dating violence, and stalking.

Countries in the East Asia and Pacific region (EAP) are increasingly focused on enhancing regional security. Transnational criminal organizations take advantage of porous borders and fragile rule of law to illegally traffic drugs, arms, people, and wildlife. While countries in EAP face a range of challenges in developing robust rule of law, commonalities provide the context for INL's regional rule of law programming. Interagency and international cooperation on cases remains limited. Corruption is pervasive in many countries in the region. Legal systems are overburdened, and professionals may not have the resources to address their caseloads fully. This project will pilot professional development opportunities for legal professionals in the first five years of their career. The project will focus on sustainable legal professional development for prosecutors, judges, and public defense attorneys involved in criminal cases in the proposed pilot country. In the second year of the project, the implementer will conduct an assessment of a proposed second country for expansion.

Since 1983, the AccessLex Institute has evolved to meet the ever-changing challenges and needs of the law students and institutions it serves by conducting and commissioning research that illuminates the latest data and evidence on the critical issues in legal education today. To that end, the institute is currently accepting applications for its Diversity Pipeline Research Grant Program from organizations working to enhance access to legal education for students from diverse backgrounds. With the ultimate goal of increasing knowledge that buttresses methods for increasing the enrollment and success of law students, the program supports current or proposed programs and initiatives aimed at helping college students and/or graduates from historically underrepresented racial and socioeconomic groups successfully matriculate into law school and the legal profession.

This initiative is intended to support or expand on federal, state, local, and tribal efforts to enforce crime victims’ rights. Applicants may apply under the following purpose areas: victims’ rights legal clinics that will provide legal representation to victims and train allied professionals in an effort to enforce victims’ rights in the criminal justice process (Purpose Area 1), and one training and technical assistance provider to provide support to the selected legal clinics (Purpose Area 2). OVC anticipates making up to eight awards under purpose area 1 and one award under purpose 2 of up to $1 million each. The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

This is a new solicitation undertaken this year to address the administration’s interest in better understanding the nexus of crime and immigration, both legal and illegal. This will involve research on the contributions of illegal immigrants to violent crime and other forms of crime as compared to legal immigrants and native populations – to include subcategories of illegal immigrants and crimes. It will also include research on how illegal immigrants are processed through the criminal justice system relative to other population; as well as research on enforcement activities and crime in 287(g) jurisdictions that have entered into agreements with ICE to delegate immigration authorities to local law enforcement.

With this solicitation, NIJ seeks proposals from qualified applicants to establish and operate a National Center on Forensics to: 1. Facilitate a partnership amongst: a. A full-service State department of forensic science with a medical examiner function; b. An accredited university of higher education with affiliate medical and law schools; and c. The goal of the Immigration Litigation Fund, administered by Borealis Philanthropy, is to ensure that the nation's immigration enforcement system is fair, humane, and prioritizes the civil and human rights of those vulnerable to deportation. The Fund supports impact litigation efforts that challenge discriminatory, unlawful, and overly punitive immigration enforcement policies and practices at any stage of the enforcement trajectory from identification and apprehension, to detention and removal, as well as efforts to exclude certain immigrants from entering the country. Project support is provided for impact litigation costs and strategic convenings meant to advance coordination on an issue related to enforcement and impact litigation efforts. NIJ is seeking applications for rigorous program evaluation of specific services for victims of crime including housing, legal assistance, and technology-based services. This solicitation is for a planning phase not to exceed a 24 month period of performance.

The purpose of this cooperative agreement is to establish fully functional legal clinics in criminal law at two law schools in the country - one being part of Ss. Cyril and Methodius University which is a non-profit state university and one being part of Southeast European University which is a private-public not for profit entity. This will be an opportunity for law school students to obtain trial and case practice before they graduate and take the bar exam.
