The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

NIJ is seeking proposals for research and evaluation projects that support and inform federal, State, local and tribal criminal justice agencies and victim service providers in responding to the challenges that trafficking in persons (hereinafter "trafficking in persons," "human trafficking," or "trafficking") poses in their jurisdictions. NIJ is particularly interested in research responding to the following priority areas: * Fostering partnerships between researchers and trafficking survivors. * Evaluation of the Enhanced Collaborative Model Human Trafficking Task Forces. * Perception of human trafficking victimization in courts (judges, jurors, prosecutors). * The extent to which existing crime reporting and data systems capture the human trafficking victimization that occurs in a particular jurisdiction. * Trafficking and sex offender registries.

This solicitation seeks applications for funding for research and evaluation projects that will address the knowledge gaps related to trafficking in persons, with clear implications for criminal justice policy and practice in the United States. NIJ has funded research on trafficking in persons for over a decade, and is particularly interested in proposals that build upon and complement its earlier research investments. NIJ’s current portfolio of human trafficking research comprehensively addresses such topics as: scope, prevalence, and perpetration of the crime; effective criminal justice responses and challenges thereto; victimization experiences and meeting victim needs; and how best to reduce the demand for trafficking victims. Applicants should familiarize themselves with this prior NIJ-funded research and include relevant research in their literature review. The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State's efforts to strengthen citizen security and combat drug trafficking and transnational crime. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. The resources entrusted to us enable INL to deliver technical assistance and capacity to: enhance international drug control through interdiction and supply reduction; develop civilian law enforcement capacity, regional partnerships, and information sharing; and further the administration of justice and corrections under the rule of law with respect for human rights. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narcotic-trafficking and other transnational crimes such as money laundering, criminal gangs, and wildlife trafficking. It promotes governing transparently and democratically by strengthening justice sector institutions, good governance, and respect for human rights and gender equality.

The Unitarian Universalist Service Committee (UUSC) invites applications for its 2018 Innovation Fellowship on the subject "Resisting Criminalization." UUSC and the Unitarian Universalist Association (UUA) are engaged in a joint campaign that aims to "resist the harm created by criminalization" and to "create more safe, just, welcoming, and sustainable communities." The UUSC Human Rights Innovation Fellowship is a one-year $25,000 grant, awarded to an individual or non-governmental organization, designed to bring about systemic change by creating, nurturing, or spreading an innovation in human rights. For this year's theme, UUSC invites applications from individuals or organizations working on projects that seek to combat the systemic criminalization of immigrant communities, communities of color, Muslims, and LGBTQI communities in the United States - and individuals and communities at the intersections. These innovations may be legal strategies, methods of mobilization, methods of community outreach, technological or financial products or apps, path breaking applied research, advances in corporate accountability, or other new approaches. The successful proposal will be rights-based, align with UUSC's values and approach, positively impact and engage at-risk communities, and provide a new, different, and timely solution.

The goal of the Immigration Litigation Fund, administered by Borealis Philanthropy, is to ensure that the nation's immigration enforcement system is fair, humane, and prioritizes the civil and human rights of those vulnerable to deportation. The Fund supports impact litigation efforts that challenge discriminatory, unlawful, and overly punitive immigration enforcement policies and practices at any stage of the enforcement trajectory from identification and apprehension, to detention and removal, as well as efforts to exclude certain immigrants from entering the country. Project support is provided for impact litigation costs and strategic convenings meant to advance coordination on an issue related to enforcement and impact litigation efforts. The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The Administration for Children and Families (ACF), Office on Trafficking in Persons (OTIP) announces that funds will be available for the National Human Trafficking Hotline (NHTH) program. The NHTH program seeks to support the operation of a dedicated, toll-free, 24-hour, seven days a week, every day of the year U.S. national telephone and online communication system with trained and experienced human trafficking advocates that provide services and assistance to victims of severe forms of labor and sex trafficking in persons. Multi-lingual services and assistance for foreign and domestic victims must include crisis intervention, information and referrals to anti-trafficking and/or direct victim services programs, temporary lodging/housing resources, and access to other emergency assistance.

The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve the capacity of civilian law enforcement to provide citizen security; improve the capacity of the corrections system to provide safe, secure, and humane treatment of inmates; and improve the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform project is to enhance the performance and capacity of Tunisia's corrections institutions. This includes the development of a professional and sustainable corrections system that provides humane, safe, and secure imprisonment.
