Demonstration projects funded through this solicitation will support comprehensive approaches within state, tribal, and local adult and juvenile correctional facilities to prevent, detect, and respond to incidences of sexual victimization.

The proposed project will identify and retain the support of substantive and methodological experts as affiliates to assist in project tasks. The two priority areas are 1) demonstrating how the federal data, especially the linked data, can be used to address pressing substantive questions; and 2) assessing the primary shortcomings of the FJSP data for federal criminal justice statistical reporting purposes, and proposing and implementing methodological solutions to address these issues.

The Bureau of Justice Statistics (BJS) seeks to establish a cooperative agreement with a collection agent to field the 2014 Census of Publicly Funded Forensic Crime Laboratories (CPFFCL14). The key activities covered under this award include updating the national census roster of publicly funded crime labs, developing the data collection instrument (i.e., questionnaire), collecting and verifying the data submitted by labs, and delivering to BJS a final data file.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks to enhance the ability of the juvenile justice, child welfare, mental health, and education systems to share information that will facilitate the provision of services and ensure better outcomes for children, youth, and families. OJJDP will deliver training and technical assistance (TTA) services to build state, local, and tribal capacities to implement solutions to address this nationwide need. Through this program, OJJDP will build the capacity of juvenile justice, child welfare, mental health, and education systems and use existing information sharing standards, procedures, tools, and practices across agencies to improve services and outcomes for youth, families, and communities.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of an instructional guide and assessment tool(s) that will help jail practitioners improve their assessment of inmate needs and management of inmate behavior. Needs are defined as the physical or psychological requirement for well-being. Inmates have a variety of needs that should be identified and managed during their stay in jail. This project will be a collaborative venture with the NIC Jails Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a series of resources dedicated to addressing the corrections-specific frequently asked questions of its extended stakeholder audiences, including family and community-based constituency groups. Sample content may include original feature writing, creation of fact sheets, audio podcasts, videos, and/or photography. This project will be a collaborative venture with the NIC Research and Information Services Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve developing curriculum, based on the Instructional Theory Into Practice (ITIP) model, to train participants in the purpose, functions, and operational complexities surrounding the housing and treatment issues of inmates exhibiting signs and symptoms of mental illness. The awardee will produce a program description (overview), detailed narrative lesson plans, a participant manual that follows the lesson plans, and presentation slides for each lesson plan. A qualified awardee will have expertise in developing effective mental health treatment inside of jails and extensive experience in working with local jails on issues related to inmate mental health treatment.

The National Institute of Corrections (NIC) is seeking applications from organizations, groups, or individuals to enter into a cooperative agreement with NIC for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve convening a working group with the purpose of identifying key areas of gender-informed knowledge specific to women that will both inform a future research agenda and define a project that would further incorporate these keys areas into NIC initiatives and provide further guidance for policymakers and practitioners in their management of this population. The audience for this project is quite broad, representing all aspects of corrections (jails, prisons, and community corrections), the research and academic community, other Federal agencies, state and local entities and other related stakeholders that have an interest in this population. The deliverables from this solicitation will be based on research and theory and are meant to provide a medium to inform NIC initiatives as well as more generally the corrections field, with the goal of improved system and individual outcomes. The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 24-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the evaluation of the Employment Retention Inventory (ERI), which supports the case management efforts of workforce development practitioners. Specifically, the goal of this project is to determine whether the ERI effectively identifies the precursors, obstacles, and personality traits that influence an offender's separation from the workforce. In addition, this project will explore the relationship between offender employment retention and recidivism. The major deliverables of this project include (1) the use of a system to capture and evaluate data and (2) a written report that summarizes project findings, recommendations, and potential next steps. This project will be a collaborative venture with the NIC Community Services Division.

The Bureau of Justice Statistics (BJS) seeks an agent to execute the National Crime Victimization Survey (NCVS) Instrument Redesign and Testing Project. The project is designed to provide scientific and technical support for the redesign and testing of the NCVS roster control card, crime screener (NCVS-1), and crime incident (NCVS-2) instruments in support of BJS's efforts related to increasing the efficiency, reliability, and use of the NCVS. In addition, the project will evaluate the use and content of the NCVS supplements. Through this project, BJS seeks to evaluate and modernize the organization and content of the NCVS instruments; improve the efficiency of the instruments and the current core-supplement design; develop a procedure for introducing routine improvements to the NCVS in order to capture emerging crime types and time-relevant topics; develop a systematic process for testing item reliability, validity, and burden; conduct cognitive tests of current and proposed items on the survey instruments; and pre-test the modified NCVS. BJS intends to fund the project through a cooperative agreement for a 3 year period.

Programs funded under the Second Chance Act help ensure that the transition individuals make from prison and jail to the community is successful and promotes public safety. Section 101 of the Second Chance Act authorizes federal awards to state and local governments and federally recognized Indian tribes that may be used for demonstration projects to promote the safe and successful reintegration into the community of individuals who have been incarcerated or detained.

Work under this cooperative agreement will involve the development of a core competency model and a corresponding complement of competency assessment tools. The model will identify the core competencies both of learners in a corrections agency and corrections learning and performance staff. NIC will use the model and assessment tools to assess its current learning catalog and to conduct ongoing needs analysis regarding learning and performance in corrections via the data it collects from the assessment tool. Corrections professionals will use the model and assessment tools as a skills gap analysis, professional development tool, and human resource management tool that will assist them with staff selection and retention, performance management, and succession management.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than August 31, 2013. Work under this cooperative agreement will involve the development and pilot of a training curriculum targeted toward teams of pretrial justice stakeholders who have the primary responsibility of developing and maintaining the pretrial justice system within their jurisdiction. This curriculum is intended to prepare these teams to plan, develop, and implement critical policy and systemwide pretrial decisions in a collaborative structure based on the most current legal and evidence-based pretrial knowledge. These teams must have the participation of the judge, prosecutor, defense attorney, sheriff or jail administrator, and pretrial director, who have primary oversight of pretrial justice in their jurisdiction. The curriculum will help teams explore their independent and collaborative roles in the development and daily operational functions of maintaining pretrial justice within their jurisdiction. This project will be a collaborative venture with the NIC Community Services Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development and piloting of a blended-learning curriculum, which could include the use of virtual instructor-led training (VILT), to address the safety of women inmates within correctional institutions. The audience for this curriculum represents correctional staff, volunteers, contractors, community stakeholders who work within women's correctional institutions, and community residential facilities. This project will be a collaborative venture with the NIC Community Services Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the production of a 20- to 25- minute, high-end broadcast-quality DVD that introduces podular direct-supervision to a varied audience. The DVD will illustrate direct supervision through narration, interviews, graphics, and footage shot in jails. This project will be a collaborative venture with the NIC Jails Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a guiding framework document of promising practices regarding children of incarcerated parents. This project will examine the points of the criminal justice continuum from arrest and jail incarceration through the pre-adjudication phase; including: pretrial, release, diversion, guilty adjudication, and reentry from local jails and how each of the decisions made throughout the pre-adjudication phase in the criminal justice system impacts this population. The project will further identify and highlight innovations and promising practices that have shown to positively impact children of incarcerated parents. This project will be a collaborative venture with the NIC Community Services Division.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will provide support services to NIC Community Services Division sponsored networks. The networks are designed for NIC to assist in meeting the needs of the field of community corrections by serving defined groups of members. Each of the networks typically meets twice per fiscal year, for a total of up to ten meetings. The purpose of this cooperative agreement is for the awardee to provide specific support services to each of the network managers. Some of the potential tasks include attending network meetings to keep track of meeting minutes accurately, provide support to the network manager, prepare a summary report for the network participants, prepare a detailed report for the network manager, create a quarterly report on the "Hot Topics" from all the networks combined that may benefit the field at large, and other administrative duties relevant to each network meeting. This project will be a collaborative venture with the NIC Community Services Division.

The Graduate Research Fellowship in Science, Technology, Engineering, and Mathematics (GRF-STEM) provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in topic areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. Applicant academic institutions sponsoring doctoral students are eligible to apply only if the doctoral student's degree program is a Science, Technology, Engineering, or Mathematics (STEM) discipline; and the student's proposed dissertation research has demonstrable implications for addressing the challenges of crime and/or the fair and impartial administration of criminal justice in the United States.Awards are anticipated to be made to successful applicant institutions in the form of grants to cover fellowships for the sponsored doctoral students

To advance the priority of gender equality, The Office of Criminal Justice Assistance and Partnership (INL/CAP) strives to integrate women and women?s perspectives into its criminal justice system assistance programs. Mentors and advisors deployed to INL missions are in a unique position to help INL advance its objectives with respect to integrating women and women?s perspectives. In particular, they may have opportunities to offer suggestions concerning the participation of women to host country counterparts. To help prepare them for this aspect of their work, INL/CAP seeks to incorporate into pre-deployment training a module that informs training participants about the importance of integrating women and women?s perspectives, and how they might help with this effort.
