The goal of this program is to assist facilities in implementing prevention, identification, and response mechanisms that will reduce the incidence of sexual abuse in confinement facilities. This program will provide federal assistance to implement comprehensive demonstration projects in local adult and juvenile correctional facilities to meet the PREA requirements of the standards.

NIJ seeks a research consortium focused on topical areas related to violence against women to include domestic and intimate partner violence, sexual violence, stalking, and teen dating violence. The research consortium is expected to be an interdisciplinary team of researchers representing expertise broadly across violence against women. The research consortium will support NIJ in a variety of research, evaluation, and planning tasks throughout the duration of the award. The project will be awarded in the form of a cooperative agreement, which allows NIJ to serve as a partner and collaborator.

Enhanced Training And Services To End Abuse In Later Life Program (Abuse in Later Life) provides or enhances training and services to address elder abuse, neglect, and exploitation, including domestic violence, dating violence, sexual assault, or stalking, involving victims who are 50 years of age or older. In FY 2017, OVW will fund projects that will focus on providing training to assist criminal justice and other professionals in recognizing and addressing instances of elder abuse; providing services for older victims of abuse in later life; and supporting multidisciplinary collaborative community responses to victims of abuse in later life.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

The primary purpose of the OVW Training and Technical Assistance Initiative (TA Initiative) is to provide direct technical assistance to existing and potential grantees and sub-grantees to enhance their efforts to successfully implement projects supported by OVW grant funds. OVW’s TA Initiative is designed to strengthen and build the capacity of civil and criminal justice system professionals and victim service providers across the nation to respond effectively to sexual assault, domestic violence, dating violence, and stalking and foster partnerships among organizations that have not traditionally worked together to address these crimes.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. NIJ is interested in supporting research on the criminal justice system's responses to intimate partner violence, teen dating violence, sexual violence, and stalking, generally, and related to violence against American Indian and Alaska Native women.

The mission of the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking (SMART) is to assist jurisdictions with implementation of the Sex Offender Registration and Notification Act (SORNA) and provide assistance to criminal justice professionals across the entire spectrum of sex offender management activities needed to ensure public safety. Statutory Authority: Funding for this project is authorized pursuant to the Adam Walsh Child Protection Act, 34 U.S.C. 20901 et seq. The SMART Office will fund one fellowship position focusing on enhancing SORNA jurisdictions' registration and notification programs by improving their responses to the victims of sexual violence and exploitation.

The Bureau for International Narcotics and Law Enforcement Affairs (INL) announces an open competition for assistance award in Armenia. Organizations may submit grant proposals for programs that encourage probation development and corrections reform and rehabilitation programs for women. The activities under this award shall take place in Armenia. The announcement is for the solicitation of one award totaling up to $150,000. INL is seeking proposals with an implementation period of 6 months. A full proposal and budget should be developed for the implementation period of 6 months. Activities under this cooperative agreement must be implemented in their entirety by the primary recipient and/or sub-grantees that are explicitly listed and described in the proposal.

The Campus Program encourages a comprehensive coordinated community approach that enhances victim safety, provides services for victims and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen trauma informed victim services and strategies to prevent, investigate, respond and prosecute sexual assault, domestic violence, dating violence and stalking. The development of campus-wide coordinated responses involving campus victim service providers, law enforcement/campus safety officers, health providers, housing officials, administrators, student leaders, faith-based leaders, representatives from student organizations, and disciplinary board members is critical. To be effective, campus responses must also link to local off-campus criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services organizations. Campuses are encouraged to create or revitalize large-scale efforts that treat sexual assault, domestic violence, dating violence, and stalking as serious offenses by adopting effective policies and protocols, developing victim services and programs that prioritize victim safety, ensuring offender accountability, and implementing effective prevention approaches. Colleges and universities should demonstrate to every student that these crimes will not be tolerated, that perpetrators will face serious consequences, and that holistic services are available for victims.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. The National Violence Against Women Law Enforcement Training and Technical Assistance Consortium (NLETC) to support the training and technical assistance (TTA) needs of state, tribal, territorial, and local law enforcement agencies, sworn officers, and civilian staff that will enhance and strengthen law enforcement responses to domestic violence, dating violence, sexual assault, and stalking. The NLETC will also provide targeted TTA to tribal law enforcement on sex trafficking. The NLETC reflects OVW's commitment to ensuring that law enforcement responses to and investigations of domestic violence, dating violence, sexual assault, and stalking are victim-centered, can aid in successful prosecution, and empower victims to heal and achieve safety and justice.

The National Domestic Violence Homicide Prevention Training and Technical Assistance Resource Center (NDVHP TARC) will provide customized and intensive training and technical assistance to jurisdictions interested in implementing a domestic violence homicide prevention (DVHP) intervention. This project may develop and/or enhance a community assessment tool that will be used to assess a jurisdiction's capacity to implement a DVHP intervention, maintain a resource center about existing and new DVHP interventions, and provide training, technical assistance, and resources for each of the professions, to include law enforcement, domestic violence victim service providers, prosecutors, judges and other court staff, involved in implementing a DVHP intervention.

With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $1.5 million total costs for one or more cooperative agreements to fund a project to integrate the issues of child labor alleviation and acceptable conditions of work into women's economic empowerment initiatives. The project intends to support service providers and policy makers when working with women entrepreneurs to ensure women-led enterprises can improve livelihoods responsibly without resorting to child labor or harmful labor practices. The project's outcomes include: Outcome 1: Increased understanding of child labor and acceptable conditions of work in the context of women's economic empowerment initiatives. Outcome 2: Increased availability of tools to integrate child labor awareness and acceptable conditions of work into women's economic empowerment initiatives. Outcome 3: Demonstrated effectiveness of tools in mitigating child labor and unacceptable conditions of work in women's economic empowerment initiatives. Outcome 4: Increased awareness and adoption of tools to integrate child labor awareness and acceptable conditions of work into women's economic empowerment initiatives by a broad range of stakeholders.The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award.

The Unitarian Universalist Service Committee (UUSC) invites applications for its 2018 Innovation Fellowship on the subject "Resisting Criminalization." UUSC and the Unitarian Universalist Association (UUA) are engaged in a joint campaign that aims to "resist the harm created by criminalization" and to "create more safe, just, welcoming, and sustainable communities." The UUSC Human Rights Innovation Fellowship is a one-year $25,000 grant, awarded to an individual or non-governmental organization, designed to bring about systemic change by creating, nurturing, or spreading an innovation in human rights. For this year's theme, UUSC invites applications from individuals or organizations working on projects that seek to combat the systemic criminalization of immigrant communities, communities of color, Muslims, and LGBTQI communities in the United States - and individuals and communities at the intersections. These innovations may be legal strategies, methods of mobilization, methods of community outreach, technological or financial products or apps, path breaking applied research, advances in corporate accountability, or other new approaches. The successful proposal will be rights-based, align with UUSC's values and approach, positively impact and engage at-risk communities, and provide a new, different, and timely solution.

Authorized by the Family Violence and Prevention Services Act (FVPSA), CDC has funded the Domestic Violence Prevention Enhancements and Leadership Through Alliances (DELTA) Program since 2002. The DELTA program funds State Domestic Violence Coalitions (SDVCs) to implement statewide IPV prevention efforts, while also providing assistance and funding for local communities to implement IPV prevention activities. Different iterations of DELTA have focused funding on increasing organizational capacity, implementation and evaluation of IPV primary prevention activities.The purpose of this NOFO is to bring about decreases in IPV risk factors and increases in IPV protective factors by increasing strategic data-driven planning and sustainable use of community and societal level primary prevention activities that address the social determinants of health (SDOH) and are based on the best available evidence. In addition, the NOFO will help to further develop the evidence-base for community and societal-level programs and policy efforts to prevent IPV by increasing the use of evaluation and existing surveillance data at the state and local level. Another goal of the NOFO is for SDVCs to support the integration of primary prevention goals and action steps throughout the state and local level IPV planning and capacity building activities.
