The Support for Adam Walsh Act (AWA) Implementation Grant Program assists jurisdictions with developing and/or enhancing programs designed to implement requirements of SORNA. In summary, SORNA requires: (1) all States, the District of Columbia, the principal U.S. territories, and participating federally recognized Indian tribes to maintain a sex offender registry; and (2) sex offenders to register and maintain a current registration in each jurisdiction where the offender resides, is an employee, or is a student. SORNA also sets forth requirements for sex offender registries, to include: specified required information, duration of registration, and in-person verification of sex offender identity as well as participation in the National Sex Offender Public Website (NSOPW), and the utilization of the SORNA Exchange Portal. The intent of the BAA is to allow co-creation and co-design to the maximum extent to create high quality, effective partnerships with great efficiency in time and resources. USAID/Malawi will invite selected for-profit and non-profit, public and private organizations, as detailed below, to co-create research and development (R&D) solutions to the Problem and Challenge Statements stated in this BAA, including those organizations that have ideas, expertise, resources, and/or funding to add to potential solutions. Co-Investing: USAID/Malawi wants to align goals with the partners under this BAA, to facilitate shared responsibility, shared risk, and shared resourcing. Shared resourcing requires that cash and other resources, both tangible and intangible, such as in-kind contributions, expertise, intellectual property, brand value, high-value coordination, and access to key people, places, and information, are directed towards reaching the solution to the Problem/Challenge. Co-investing does not require equal shared resources (such as 1:1 leverage), but rather resource contributions that are appropriate to the specific project's objectives, considering the comparative advantages brought by the participation of each party. NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nation's highways through education, research, safety standards and enforcement activity. States are responsible for laws regulating individual conduct and behavior within their jurisdictions. This includes the regulation of impaired driving. The DOT has a long history of development and evaluation of prosecutor training for the prosecution of impaired driving cases. Beginning in 1991, the DOT committed to developing a comprehensive prosecutorial impaired driving program and other highway safety issues to support States and provide prosecutor training. Previous efforts have created five (5) training courses that State prosecutors may use and developed the delivery of the training to States. These training courses include courtroom preparation for law enforcement as law enforcement and prosecutors work closely to reduce drug impaired driving through enforcement and adjudication. NHTSA's support for prosecutor training development has continued and this Notice of Funding Opportunity (NOFO) provides the opportunity to further develop and evaluate training that will increase the knowledge and skills of State and local prosecutors involved in impaired driving cases.

Utilizing information and data specific to LaCrosse, County WI, develop a "model approach" to data analysis to determine arrest trends and provide tracking measures for criminal justice stakeholder review. Additionally, a corresponding curriculum framework will be developed allowing for teaching and learning around data accessibility, accuracy and consistency for the purposes of informing and monitoring data driven practices. The development of this model and framework will allow other localities to develop the capacity to understand and improve their current arrest data collection and analysis practices.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than August 31, 2013. Work under this cooperative agreement will involve the development and pilot of a training curriculum targeted toward teams of pretrial justice stakeholders who have the primary responsibility of developing and maintaining the pretrial justice system within their jurisdiction. This curriculum is intended to prepare these teams to plan, develop, and implement critical policy and systemwide pretrial decisions in a collaborative structure based on the most current legal and evidence-based pretrial knowledge. These teams must have the participation of the judge, prosecutor, defense attorney, sheriff or jail administrator, and pretrial director, who have primary oversight of pretrial justice in their jurisdiction. The curriculum will help teams explore their independent and collaborative roles in the development and daily operational functions of maintaining pretrial justice within their jurisdiction. This project will be a collaborative venture with the NIC Community Services Division.

The Practitioner-Researcher Partnership in Cognitive Behavioral Mentoring Program will support the development, implementation, and evaluation of innovative mentoring approaches for youth at high risk for delinquency/juvenile and criminal justice involvement or victimization and trauma. These mentoring approaches must incorporate practices that are informed by research on cognitive behavioral interventions and techniques. The program will fund a partnership between a practitioner/service provider and an evaluator/researcher. Practitioner/service provider applicants should develop and implement cognitive behavioral-informed practices within existing mentoring programs. These new or enhanced approaches should be piloted, manualized, and implemented with a diverse target population (defined as populations that differ demographically and/or in implementation setting). Researcher applicants should design a rigorous evaluation that examines the program design, implementation fidelity and process, and program impact. OJJDP expects the practitioner and researcher to work closely throughout the application and program development, implementation, and evaluation. OJJDP expects to make separate awards to support program development and service delivery (Category 1) and evaluation activities (Category 2). The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2014. Work under this cooperative agreement will involve review and revision of the current Inmate Behavior Management (IBM) curriculum based on the Instructional Theory Into Practice (ITIP) model, including relevant language and concepts from NIC's Direct Supervision training curriculum, incorporation of two established NIC e-courses ("Objective Jail Classification: Assessing Inmate Risk and Needs" and "Assigning Inmates to Housing")as part of the pre-work for participants, identification of benchmarks for implementation of IBM in local jurisdictions, and development of a 4- to 5-day pilot training based on the revised curriculum. The awardee will develop an updated program description, detailed narrative lesson plans, a participant manual that follows the lesson plans, and presentation slides for each lesson plan. A qualified awardee will demonstrate expertise and experience in the six elements of IBM developing curricula based on adult learning principles, specifically ITIP, the principles of Direct Supervision, and the purpose, functions, and operations of local jails. The awardee will work closely with NIC staff on all aspects of the project and collaborate with NIC-approved subject matter experts and a curriculum specialist as part of the curriculum revision/development team. This project will be a collaborative venture with the NIC Jails Division.

The field of corrections is constantly evolving, requiring continuous learning and professional development for its administrators. With responsibility for leading complex correctional systems, Correctional Executives are charged with managing human resources, developing and implementing agency policy and procedure, engaging with internal and external stakeholders, and administering significant fiscal resources - all while supporting strong business practices and delivering results. As such, it is imperative for Correctional Executives to stay current regarding critical issues facing the field and methods for effectively addressing areas of need. It is critically important for them to keep abreast of correctional best practices and emerging issues, as well as developing and maintaining a strong association participant's network of other correctional administrators. Further, other Correctional Executives provide vital assistance in gathering information, sharing perspectives, and providing possible solutions for their associate participants. . NIC has been committed for years to improving executive performance by providing excellent leadership and management training through previous Executive Excellence programs to corrections professionals. In an effort to expand on the resources NIC has provided the field with the document Correctional Leadership Competencies for the 21st Century, a portion of which specifically addresses the role of Correctional Executive. The next step is to continue to create an increasingly vital blended training curriculum for this position and the final phases for two program presentations

Countries in the East Asia and Pacific region (EAP) are increasingly focused on enhancing regional security. Transnational criminal organizations take advantage of porous borders and fragile rule of law to illegally traffic drugs, arms, people, and wildlife. While countries in EAP face a range of challenges in developing robust rule of law, commonalities provide the context for INL's regional rule of law programming. Interagency and international cooperation on cases remains limited. Corruption is pervasive in many countries in the region. Legal systems are overburdened, and professionals may not have the resources to address their caseloads fully. This project will pilot professional development opportunities for legal professionals in the first five years of their career. The project will focus on sustainable legal professional development for prosecutors, judges, and public defense attorneys involved in criminal cases in the proposed pilot country. In the second year of the project, the implementer will conduct an assessment of a proposed second country for expansion.

The purpose of this FOA is to invite: 1) descriptive studies to identify putative juvenile protective factors, 2) experimental studies to test hypotheses about their effects on aging and 3) translational studies to characterize potential beneficial and adverse effects of maintaining or modulating the level of juvenile protective factors in adult life. Juvenile protective factors (JPFs), intrinsic to an immature organism, help to maintain or enhance certain physiological functions across all or some stages of postnatal development (i.e., segment of the life span between birth and sexual maturity), but diminish or disappear as the organism transitions from one maturational stage to the next. The loss or diminution of JPFs after a given stage of postnatal development or at time of sexual maturity may contribute to the onset of deleterious aging changes (e.g., compromised stem cell function and reparative capacity) across adulthood. This FOA is uniquely focused on animal and clinical studies which involve comparisons between juvenile versus adult states or between stages of postnatal development to identify putative JPFs and their effects on aging. 

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than September 15, 2013. This project will be a cooperative agreement and will involve working under the direction of NIC's Deputy Director to develop modify and enhance a competency based, blended modality training curriculum that follows the framework outlined in "Correctional Leadership Competencies for the 21st Century." The framework has defined competencies at the executive level and is designed to meet a significant unfilled leadership development need for individuals the field of corrections who have demonstrated the potential to be the chief executive officer at the state, local or federal level. The curriculum that is currently in place is exceptional, but could always be improved upon. The content stresses leadership skill building, exposure to ethical and value based issues, self-awareness, strategic thinking, team oriented performance, effective decision making, executive visioning, mission and agenda setting, executive planning, politics of corrections both internally and externally as well the dynamics of creating collaborative partnerships in the external environment. Finally the program strives to develop strategic and critical thinking through a variety of experiential activities and group sessions.
