The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications from a non-profit entity that is described in Section 501(c)(3) with expert knowledge and extensive experience in community mobilizing using the Seven Strategies for Community Change. Applicants must have served as an essential partner in assisting the Drug-Free Communities (DFC) Support Program with technical assistance to community coalitions in their substance use prevention efforts and have experience training youth to be substance abuse prevention leaders.

OVC will award one cooperative agreement to conceptualize, develop, and produce a comprehensive kit in English and Spanish that will serve as a resource for the victim services field to support efforts to heighten public awareness of crime victim issues nationwide during National Crime Victims' Rights Week in April 2019, and throughout the year. This year, the development of the NCVRW Theme Video will be included in the solicitation. The recipient will collaborate with OVC to develop a creative plan, identify key people and events to interview and videotape, explore additional resources for images and sound (such as news footage, radio reports, still photographs, victim impact statements, etc.) and produce a compelling NCVRW Theme video that succinctly captures the importance of victims' rights and services. Additionally, based on usage and download trends since 2012, the grantee will make a recommendation for translating components of the Resource Guide into Spanish. This award amount recommended in this program plan assumes the entire Resource Guide and Theme Video subtitles will be translated. Funding will also include the creation of the 2020 theme narrative.

The purpose of the Capital Case Litigation Initiative (CCLI) is to assist states with: (1) enhancing the ability of prosecutors to effectively represent the public in state capital cases; (2) developing and implementing appropriate standards of practice and qualifications for state and local prosecutors who litigate capital cases; (3) minimizing the potential for error in the trial of capital cases; and (4) improving the quality of legal representation provided to indigent defendants in state capital cases. BJA achieves this purpose by funding national training and technical assistance (TTA) providers that work with states, prosecutors, and defense counsel in capital cases.

This Funding Opportunity Announcement (FOA) encourages applications for Countermeasures against Chemical Threats (CounterACT) Research Centers of Excellence (U54s). The mission of the CounterACT program is to foster and support research and development of new and improved therapeutics for chemical threats. Chemical threats are toxic chemicals that could be used in a terrorist attack or accidentally released from industrial production, storage or shipping. They include traditional chemical warfare agents, toxic industrial chemicals, pharmaceutical-based agents, and pesticides. The scope of the research includes target and candidate identification and characterization, through candidate optimization and demonstration of in vivo efficacy consistent with the product's intended use in humans. For applicants submitting U54 renewal applications, research under this FOA should culminate in an optimized lead compound ready for advanced development. The Centers will contain at least three research projects supported by an administrative core, up to three optional scientific cores, and a research education core. Each research project must include milestones that create discrete go or no-go decision points in a progressive translational study plan.

Gangs and gang members are responsible for a large amount of crime and violence in many localities, and are responsible for a disproportionate share in those communities most afflicted by crime and violence. NIJ will support scientifically rigorous research and evaluation projects designed to produce findings with high practical utility for gang prevention, intervention, enforcement, or reentry strategies. This solicitation supports the U.S. Department of Justice priority to prevent and reduce crime.

The Public Affairs Section of the U.S. Embassy Kuala Lumpur announces an open competition for organizations to submit proposals to carry out a program in Malaysia to further research violent extremism in Southeast Asia and to create linkages between academic institutions in SE Asia and researchers in the United States.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

NIJ is seeking applications for research to apply advances in Artificial Intelligence (AI) technologies to support law enforcement in preventing, responding to, and investigating gang violence, human and drug trafficking, migrant smuggling, and/or child pornography.

NIJ seeks investigator-initiated proposals in two funding categories under the W.E.B. Du Bois Program of Research on Crime: (1) Scholars who are advanced in their careers; and (2) Fellows who are early in their careers. The Public Affairs Section of the U.S. Consulate General in Chennai (PAS Chennai) is soliciting proposals for a project entitled, "Countering Disinformation in South India: A Regional Media Literacy Initiative." In the South Indian context, regional language media (TV, radio, print, and digital media) serve as the primary source of information for the 170 million citizens of South India (Tamil Nadu, Karnataka, Kerala, the Union State of Puducherry, and the Andaman & Nicobar Islands). This project focuses on regional language media professionals due to both their substantive reach and the fact that existing English-language trainings and resources on countering misinformation and disinformation may not be accessible to them.

NIJ is seeking research and evaluation related to hate crime perpetration and victimization. The purpose of this solicitation is to support research and evaluation to: 1) understand the motivations and pathways to hate crime offending; 2) determine whether programs targeted at hate crime offenders are effective at reducing reoffending; 3) determine whether programs that work with victims of hate crimes and their communities are effective at reducing the harms caused by hate crimes; and 4) provide information that will improve investigative and prosecutorial outcomes. Other proposals that address research related to hate crimes will be considered.

The SMART Office seeks applications for the enhancement and advancement of the Sexual Violence Prevention Initiative (SVPI). The SMART Office assists states, the District of Columbia, territories and tribal jurisdictions with developing and/or enhancing programs designed to implement the requirements of the Sex Offender Registration and Notification Act (SORNA), Title I of the Adam Walsh Child Protection and Safety Act of 2006, and promotes innovation and best practices in protecting the public from sexual violence. This program furthers the work of SVPI, a project designed to utilize research and practice to prevent sexual violence and improve sex offender monitoring and to inform OJP's research and grant-making efforts in this area.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. The National Center for Injury Prevention and Control (NCIPC) is seeking applications from qualified organizations for Injury Control Research Center (ICRC) grants. These centers will conduct high quality research and help translate scientific discoveries into practice for the prevention and control of fatal and nonfatal injuries and violence that support NCIPC’s priorities and mission.ICRCs are expected to blend Outreach, Training and Education, and Research activities into a program to reduce the number, risk, and public health impact of injury and violence in the U.S.

The National Center will assist BJA to coordinate and build upon existing assets and resources to serve police agencies and their mental health and social service partners. Many of the resources that BJA offers, can be adapted and maximized with specific training and technical assistance for implementation. Without TTA, agencies must implement resources in the community without specific guidance, planning, assessment, contextualization and knowledge and guidance about best practices in implementation. To support police and law enforcement agencies and their MHD and IDD service delivery partners to build capacity to improve their collaborative responses, BJA will support a National Training and Technical Assistance Center to Improve Police-Based Response to People with MHD and IDD (National Center).
