The National Institute of Justice (NIJ) seeks innovative research proposals to empirically assess pressing issues in institutional corrections. NIJ, in collaboration with other Federal agencies, is interested in funding a cooperative agreement to conduct a rigorous, multi-year demonstration project to prevent abuse, neglect, and/or financial exploitation among community-residing elderly individuals identified to be at risk. Ultimately, the demonstration project will include development and implementation of the intervention, and, pending funding, a rigorous scientific evaluation of its effectiveness. Successful proposals will develop an intervention that: 1) specifies a theory of change; 2) builds upon evidence-based violence prevention interventions in related areas; 3) identifies a rationale and strategy for selecting participants; and 4) is designed to be replicated, scaled up, and independently evaluated if the demonstration project indicates effectiveness in preventing elder abuse. Applicants may develop and test interventions to prevent either a single form or multiple forms of elder mistreatment. Initial funding under this solicitation will cover an 18-month planning phase. Upon successful completion of the planning phase, additional funding may become available to support the implementation of an 18-month pilot study.

With this solicitation, NIJ seeks applications for the W.E.B. Du Bois Program of Research on Race and Crime. The program seeks to advance knowledge regarding the confluence of crime, justice, and culture in various societal contexts. This year, NIJ seeks applicants for two funding categories: 1) W.E.B. Du Bois Scholars- those who are advanced in their careers and seek to conduct research that advances the study of race and crime and 2) W.E.B. Du Bois Fellows- those who are early in their careers and seek the opportunity to elevate their research ideas to the level of national discussion.

The ARI program addresses the security, prevention and protection per the PPD-8 by seeking novel cross-cutting research that will enhance national security's capability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear terrorism or radiological attacks.

NIJ seeks a research consortium focused on topical areas related to violence against women to include domestic and intimate partner violence, sexual violence, stalking, and teen dating violence. The research consortium is expected to be an interdisciplinary team of researchers representing expertise broadly across violence against women. The research consortium will support NIJ in a variety of research, evaluation, and planning tasks throughout the duration of the award. The project will be awarded in the form of a cooperative agreement, which allows NIJ to serve as a partner and collaborator.

The United States Department of Justice, Office on Violence Against Women (OVW) (www.ovw.usdoj.gov) is pleased to announce that it is seeking applications for the Fiscal Year 2016 Rural Sexual Assault, Domestic Violence, Dating Violence, and Stalking Assistance Program. The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

INL aims to improve access to justice for women in Pakistan by building an extensive network of police, prosecutors, judges, community leaders, and other service providers that can effectively respond to the needs of victims of gender-based violence.

Based upon the growing body of research about the effectiveness of treatment for adults and juveniles who commit sex offenses, and in accordance with SORNA requirements, this solicitation supports the development and implementation of standards for the treatment of adult and juvenile sex offenders.The primary mission of the SMART Office is to assist jurisdictions in the implementation of the Sex Offender Registration and Notification Act (SORNA); a secondary mission is to support innovation and best practices in the field of sex offender management. SORNA requires, among other things, that eligible sex offenders register for specific durations.

Rule of Law (ROL) Advocacy to Increase Citizen Security in Nicaragua

This solicitation seeks to build knowledge and evidence related to strategies, practices, and programs that serve victims of identity theft. The overall purpose of these services is to help victims minimize damage, restore the security of their accounts and personal information, and recover from the experience. This funding will support research and evaluation projects that build knowledge on the consequences of identity theft and improve the quality of services to victims of identity theft.

Citizen Security: Prevention and Drug Demand Reduction

OJJDP seeks to award funding for assessing the effectiveness and/or cost efficiency of juvenile justice system reforms defined as systemic policy or practice changes within a locality or state that impact one or more segments of the juvenile justice system.

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

The goal of the Immigration Litigation Fund, administered by Borealis Philanthropy, is to ensure that the nation's immigration enforcement system is fair, humane, and prioritizes the civil and human rights of those vulnerable to deportation. The Fund supports impact litigation efforts that challenge discriminatory, unlawful, and overly punitive immigration enforcement policies and practices at any stage of the enforcement trajectory from identification and apprehension, to detention and removal, as well as efforts to exclude certain immigrants from entering the country. Project support is provided for impact litigation costs and strategic convenings meant to advance coordination on an issue related to enforcement and impact litigation efforts. NIJ is seeking applications for the funding to maintain and enhance the National Juvenile Justice Data Analysis Program to ensure that vital statistical information is available to the field regarding juvenile risk behaviors, juvenile victimization and offending, and the juvenile justice system’s response to law-violating behavior. These important data inform juvenile justice policy and practice at the federal, state, and local levels. This solicitation will support efforts in assembling juvenile justice-related data sets, analyzing and reporting on complex data and issues, and developing publications and online resources to make juvenile justice data easily accessible to the general public. The successful applicant will also work closely with NIJ and OJJDP to further develop and implement innovative dissemination strategies and tools that facilitate the use of juvenile justice data. This solicitation supports the U.S. Department of Justice’s priority of promoting public safety and reducing crime by producing and disseminating vital statistical information on a range of topics related to juvenile crime, victimization, and justice involvement.

The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.

Nigeria has sought to tackle corruption through traditional legal, law enforcement, and governance-focused interventions. The United States seeks to support the Government of Nigeria (GON) to institutionalize a culture of accountability at the federal, state, and local levels of government through support for prevention and enforcement activities. The purpose of this program is to develop strategic national, state, and local level anti-corruption programming to complement traditional anti-corruption efforts led by the GON and donors. The project will work at the national, state, and local level, in each geopolitical zone, and in coordination with relevant civil society stakeholders thereby creating networks of change and collective action throughout Nigeria. Particular attention should be paid to anti-corruption efforts related to security and justice sectors.
