The United States Embassy in Podgorica supports specific projects and initiatives that facilitate the engagement of Montenegrin citizens in criminal justice reform efforts through grant awards up to $100,000. The main goal of the program is to help Montenegro transition to a more effective and transparent criminal justice system by engaging citizens in the process through watchdog and monitoring activities, advocacy and policy-making, research, and public education. Grants are awarded to U.S. and local non-governmental organizations (NGOs), media, or other organizations that have a proven track record in the criminal justice field and good organizational capacities.

Measuring Success in the Criminal Justice System's Response to Domestic/Dating Violence, Sexual Assault, and Stalking: A Pilot Project will develop and pilot test a set of indicators for gauging success in the criminal justice system's response to VAWA crimes. OVW expects this project to produce outcome measures that OVW grantees engaged in law enforcement, prosecution, and/or court-based activities can use to track their progress in combating crimes addressed in the Violence Against Women Act (VAWA). The indicators established through this project do not have to be comprehensive in scope. They do not have to cover the justice process from initial report through final disposition, and they do not have to address each VAWA crime. However, the indicators must be: a) authentically linked to good practices in the criminal justice response to VAWA crimes; b) matched to the activities grantees can undertake with OVW funding; c) useful to grantees for data-driven decision-making; d) feasible to implement, and e) minimally burdensome for grantees to use.

The Justice Information Sharing (JIS) Training and Technical Assistance (TTA) solicitation has 2 categories listed; (1) Criminal Intelligence Online Training and Technical Assistance (28 CFR Part 23), and (2) RISS Technology Service Center (RTSC) and Administration Support. The Criminal Intelligence Systems Operating Polices 28 CFR Part 23 TTA Program provides an online training to help state and local law enforcement professionals understand the guidelines that govern the development and implementation of policies and systems that facilitate criminal intelligence sharing and in FY16 over 6,900 users took this online training. The program also provide technical assistance to agencies wanting to ensure their policy and procedures protect the privacies and civil liberties as identified in 28 CFR Part 23. The RISS Technology Service Center (RTSC) staff supports technical programs and projects that span the RISS enterprise and support the six RISS Centers nationwide. This includes the infrastructure and security of the RISS Secure Cloud (RISSNET) and database applications development. The tasks will be to continue to operate, maintain, and upgrade RISSNET, support RISS member connectivity and access to RISSNET, maintain and enhance the RISSNET Portal and RISSNET infrastructure, continue to operate and further enhance RISS applications, participate in national information sharing projects and working groups, work with other federal agencies and share technology, and ensure applicable databases adhere to 28 CFR Part 23 Guidelines.

The Unitarian Universalist Service Committee (UUSC) invites applications for its 2018 Innovation Fellowship on the subject "Resisting Criminalization." UUSC and the Unitarian Universalist Association (UUA) are engaged in a joint campaign that aims to "resist the harm created by criminalization" and to "create more safe, just, welcoming, and sustainable communities." The UUSC Human Rights Innovation Fellowship is a one-year $25,000 grant, awarded to an individual or non-governmental organization, designed to bring about systemic change by creating, nurturing, or spreading an innovation in human rights. For this year's theme, UUSC invites applications from individuals or organizations working on projects that seek to combat the systemic criminalization of immigrant communities, communities of color, Muslims, and LGBTQI communities in the United States - and individuals and communities at the intersections. These innovations may be legal strategies, methods of mobilization, methods of community outreach, technological or financial products or apps, path breaking applied research, advances in corporate accountability, or other new approaches. The successful proposal will be rights-based, align with UUSC's values and approach, positively impact and engage at-risk communities, and provide a new, different, and timely solution.

The purpose of this solicitation is to promote multidisciplinary research in the area of safety, health, and wellness for the criminal justice community in support of the NIJ Safety, Health, and Wellness Strategic Research Plan 2016-2021.2 Categories: 1) Causes and effects of stress and trauma on: (a) law enforcement and corrections officers or (b) individuals in violent communities; 2) Impact of parental jail incarceration on children; and 3) The efficacy of services, strategies, policies, and processes within the criminal or juvenile justice system that serve as responses to children exposed to violence

Through this competitive solicitation, the Bureau of Justice Statistics (BJS) is seeking a professional or scholarly society to administer a BJS-sponsored Faculty Research Fellowship Program. This fellowship program aims to increase the pool of researchers who use criminal justice statistical data generated by BJS, thereby contributing solutions that better prevent and control crime and help ensure the fair and impartial administration of criminal justice in the United States. The research fellowships envisioned will be relatively small-scale projects that can be completed within 6 months.

With this solicitation, NIJ seeks proposals from research organizations partnered with state, local, or tribal criminal justice agencies for funding for research to identify, implement, and evaluate those applications of video cameras and advanced video analysis software that provide optimum crime control and prevention outcomes. NIJ is most interested in receiving proposals involving the integration of video technology into policing strategies, most particularly those involving quantitative data analysis methods. NIJ will also consider proposals dealing with criminal courts and correctional environments.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

With this solicitation, NIJ seeks to build upon its research efforts to understand and aid in accelerating the process of desistance from crime. Applicants should propose research projects that have clear implications for criminal justice policy and practice in the United States. NIJ encourages applicants to submit proposals for innovative approaches to advance the field’s conceptualization of desistance, novel ways of understanding the processes underlying desistance from crime, and integrating desistance into criminal justice practice and policy. NIJ is particularly interested to receive applications for: > Research on the dynamic process of desistance that considers changes in individual offenders’ psychological states, developmental capacities, life events, and social context and how these changes relate to changes in offending over time. > Research to better understand the underlying mechanisms inherent in the process of desistance from crime, in particular whether and how these mechanisms may vary by race/ethnicity, gender, neighborhood context, and the like. > Research on desistance from crime for subgroups of offenders or those who specialize in specific crime types for example burglars, drug offenders or violent offenders. > Research that includes longer term follow-up periods for previously collected data or evaluations of programs that demonstrated promise for reducing offending. > Formative examinations of criminal justice programs or practices that fully incorporate desistance principles into their logic models and theories of change.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a guiding framework document of promising practices regarding children of incarcerated parents. This project will examine the points of the criminal justice continuum from arrest and jail incarceration through the pre-adjudication phase; including: pretrial, release, diversion, guilty adjudication, and reentry from local jails and how each of the decisions made throughout the pre-adjudication phase in the criminal justice system impacts this population. The project will further identify and highlight innovations and promising practices that have shown to positively impact children of incarcerated parents. This project will be a collaborative venture with the NIC Community Services Division.

The Graduate Research Fellowship in Science, Technology, Engineering, and Mathematics (GRF-STEM) provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in topic areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. Applicant academic institutions sponsoring doctoral students are eligible to apply only if the doctoral student's degree program is a Science, Technology, Engineering, or Mathematics (STEM) discipline; and the student's proposed dissertation research has demonstrable implications for addressing the challenges of crime and/or the fair and impartial administration of criminal justice in the United States.Awards are anticipated to be made to successful applicant institutions in the form of grants to cover fellowships for the sponsored doctoral students

To advance the priority of gender equality, The Office of Criminal Justice Assistance and Partnership (INL/CAP) strives to integrate women and women?s perspectives into its criminal justice system assistance programs. Mentors and advisors deployed to INL missions are in a unique position to help INL advance its objectives with respect to integrating women and women?s perspectives. In particular, they may have opportunities to offer suggestions concerning the participation of women to host country counterparts. To help prepare them for this aspect of their work, INL/CAP seeks to incorporate into pre-deployment training a module that informs training participants about the importance of integrating women and women?s perspectives, and how they might help with this effort.

NIJ, in partnership with the Bureau of Justice Statistics (BJS) and the Office of Juvenile Justice and Delinquency Prevention (OJJDP), is seeking proposals under the Data Resources Program (DRP) for original research using existing data available from the National Archive of Criminal Justice Data (NACJD) and other public sources. NACJD houses quantitative and qualitative data from research funded by these three agencies. The data are made available online at no cost as downloadable, machine-readable files. Copies of documentation, such as user guides and codebooks, are also available at no charge. NACJD is maintained by the Inter-University Consortium for Political and Social Research at the University of Michigan and is supported by NIJ, BJS, and OJJDP. Highest priority will be given to research that addresses compelling crime and criminal justice questions involving juvenile and adult populations, and that uses NIJ, BJS, or OJJDP data at NACJD.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ) is seeking applications for funding of innovative doctoral dissertation research in the social and behavioral sciences that is relevant to providing solutions to better ensure public safety, prevent and control crime, and ensure the fair and impartial administration of criminal justice in the United States. This program furthers the Department's mission by sponsoring research to provide objective, independent, evidence-based knowledge and tools to meet the challenges of crime and justice, particularly at the State and local levels   Eligible applicants are limited to degree-granting academic institutions in the United States and its territories. To be eligible, the institution must be fully accredited by one of the regional institutional accreditation agencies recognized by the U.S. Secretary of Education. Under this solicitation, the applicant institution must apply as the sponsoring institution for the doctoral candidate who will be conducting criminal-justice-related research in a discipline relevant to NIJ's mission. An eligible applicant may submit more than one application, as long as each application proposes a different project in response to the solicitation. (Applicants should also review and consider the "Duplicate Applications" note under How to Apply in Section D. Application and Submission Information.) NIJ may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.

The Intellectual Property Enforcement Program, administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address intellectual property criminal enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their intellectual property task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorneys' Offices (USAOs). This program is generally informed by section 401 of Public Law 110-403, which authorizes DOJ to provide funding to support state and local intellectual property theft enforcement efforts.

The purpose of the NIJ Research, Evaluation, and Development Project Grants program is to encourage and support research, development, and evaluation to improve criminal justice policy and practice in the United States.With this solicitation, NIJ seeks proposals to conduct research to identify the different interdiction modalities currently used by criminal justice agencies to keep contraband out of correctional facilities and what is known about their efficacy. An interdiction modality is considered to include both (1) the policies and practices that agencies use to prevent contraband from being brought into a facility as well as (2) those used to detect and remove contraband that may be in the facility. It also includes the statutes and regulations that govern how these modalities are applied.
