The DOE Isotope Program (IP), managed by SC Nuclear Physics (NP), hereby announces its interest in receiving applications for Research and Development (R&D) on novel methods to produce or improve production radioactive or enriched stable isotopes needed for a wide variety of research and applications. This announcement is administered under the NP Isotope Development & Production for Research and Applications (IDPRA) Sub-Program. The proposed R&D should generate data relevant to isotope production or lead to new and innovative technologies, or improvements to existing technologies to foster enhanced production of isotopes. Successful proposals will clearly describe how the outcome of the proposed work would support and enhance the production of isotopes used for research and applications in medicine, homeland security, the physical sciences, biological and geological sciences, energy, industry, etc. Applications incorporating effective ways to train personnel with essential knowledge and skills related to the production, processing, purification, and distribution of enriched stable and radioactive isotopes are strongly encouraged. This FY 2014 grant announcement focuses on national programs strategically targeted to address community and law enforcement needs. Specifically, this grant announcement focuses on developing community partnerships to assist law enforcement in locating and working with missing persons with Alzheimer's disease and related dementias. This initiative is funded under the Missing Alzheimer's Disease Patient Assistance Program.

BJA and SAMHSA are accepting applications for fiscal year (FY) 2015 for grants to enhance court services, coordination, and evidence-based substance abuse treatment and recovery support services of adult drug courts. The purpose of this joint initiative is to allow applicants to submit a comprehensive strategy for enhancing drug court services and substance abuse treatment. Through this solicitation, applicants are competing for two grant awards (a grant from SAMHSA and a separate grant from BJA) for both criminal justice and substance abuse treatment funds with one application. In order to fulfill all of the requirements for this grant program, applicants should comply with the requirements outlined in this announcement as well as those incorporated by reference in the Requirements Resource Guide. These grants are authorized under 42 U.S.C. § 3797u, et seq., and section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-SA and SAMHSA's Strategic Initiative on Trauma and Justice. Drug courts funded through this grant may use federal funding and matched funding to serve only nonviolent offenders1 and must operate the adult drug court based on BJA's and the National Association of Drug Court Professionals' publication Defining Drug Courts: The Key Components, which addresses the statutory requirements. This opportunity provides drug court applicants the flexibility to identify the most appropriate evidence-based court (service/docket) model on which to base the drug court, in order to accommodate the needs and available resources of that jurisdiction, so long as the model conforms to the 10 key drug court components (see pages 9-11 of this solicitation), which describe the basic elements that define drug courts. (See page 8 for a definition of "evidence-based.")

There are a multiple states, counties, cities, and tribes that are interested in implementing "Swift, Certain, and Fair" (SCF) models of supervision with offenders in the community. This interest has grown out of the potential promise that these SCF models have shown in effectively reducing recidivism and preventing crime. In particular, Hawaii's Opportunity Probation with Enforcement (HOPE) program has been shown to have promise, and as a result there is significant interest and activity in implementing models of supervision and other versions of the HOPE model which rely on swift, certain, and fair sanctions to improve the outcomes of individuals under community supervision.SCF approaches are intended to: (a) improve supervision strategies that reduce recidivism; (b) promote and increase collaboration among agencies and officials who work in community corrections and related fields to enhance swift and certain sanctions; (c) enhance the offenders' perception that the supervision decisions are fair, consistently applied, and consequences are transparent; and (d) improve the outcomes of individuals participating in these initiatives. Through this FY 2015 grant announcement, BJA will select multiple applicants to implement or enhance a HOPE model using SCF. Applicants selected under this announcement will work with BJA and its SCF training and technical assistance (TTA) partner to implement the model with fidelity.BJA is supporting this effort to enhance public safety, foster collaboration, and improve the outcomes of individuals under the supervision of community corrections. This program is funded under the Project HOPE appropriation (P.L. 113-235).

The Administration for Children and Families, Children’s Bureau announces the availability of one grant to: (1) implement a multi-system approach among public and private agencies integrating community and faith-based to promote effective partnerships; (2) develop or enhance a navigator program to meet caregivers own needs and the needs of the children they are raising; (3) utilize intensive family-finding activities, including search technology, effective family engagement, collaboration with child support, and other means to identify biological family members for the target population to create a greater volume of relationships and connectedness within their families and establish permanent family placements when appropriate; and (4) implement family group decision-making (FGDM) meetings for children in the child welfare system. The project funded under this announcement will be implemented through strong collaboration between the grantee and the public child welfare agency. The successful applicant will facilitate cross collaboration and data sharing among relevant agencies, including the courts, child welfare, Temporary Assistance for Needy Families (TANF), aging and family caregiver support programs, child support, fatherhood programs, education, domestic violence, mental health and substance abuse in order to better identify, assess, and service kinship caregivers and at-risk families within the child welfare system.

The Bureau for International Narcotics and Law Enforcement Affairs (INL) announces an open competition for assistance award in Armenia. Organizations may submit grant proposals for programs that encourage probation development and corrections reform and rehabilitation programs for women. The activities under this award shall take place in Armenia. The announcement is for the solicitation of one award totaling up to $150,000. INL is seeking proposals with an implementation period of 6 months. A full proposal and budget should be developed for the implementation period of 6 months. Activities under this cooperative agreement must be implemented in their entirety by the primary recipient and/or sub-grantees that are explicitly listed and described in the proposal.

This FY 2013 competitive grant announcement focuses on provision of training and technical assistance (TTA) to state and local law enforcement and crime prevention efforts targeting emerging crime. Successful applicants will develop and deliver TTA in three categories to improve the functioning of the criminal justice system. Through this Addendum to the 2014 Global Development Alliance (GDA) Annual Program Statement (APS) Number APS-OAA-14-000001, USAID/Rwanda is issuing a call for submission of concept papers focusing on nutrition, youth workforce development, education, and legal capacity development. The addendum is USAID's invitation to the private sector to jointly identify and define key challenges and collaborate with USAID in areas where our goals and interests align. It also defines broad areas in which we see the greatest potential for collaboration in alignment with USAID's strategic interests in Rwanda. The areas of greatest interest to USAID/Rwanda include increasing availability of and access to nutritious foods; increasing employment opportunities for youth, especially in rural areas; providing education and skills training to youth, specifically in the areas of English language and computing; and increasing the clarity and consistency in the interpretation and enforcement of laws and contracts. More details on each of these areas can be found in the addendum attached to this announcement.

The Smart Defense Initiative, administered by BJA, is part of BJA's "Smart Suite" of criminal justice programs including Smart Pretrial, Smart Policing, Smart Supervision, and Smart Prosecution. BJA established the Smart Suite over 5 years ago with the creation of the Smart Policing Initiative. The Smart Suite supports criminal justice professionals in building evidencebased, data-driven criminal justice strategies that are effective, efficient, and economical. BJA's smart programs represent a strategic approach that brings more "science" into criminal justice operations by leveraging innovative applications of analysis, technology, and evidence-based practices. In many states, the public defense delivery system is in crisis, with too many defendants lacking access to quality advice and representation. In addition to being a matter of constitutional concern, this void can contribute to over-incarceration, reduced confidence in the justice system, and other inequities. Without quality effective representation, a defendant may not be treated fairly, may not understand the process, and may not get the benefit of available alternatives to incarceration for first-time or low-level offenses. Additionally, ifthese issues are not addressed, victims are ill-served and the criminal justice system's shared goals of justice and public safety go unmet. To help jurisdictions strengthen state and local public defense delivery systems, BJA is releasing this competitive grant announcement. Under Smart Defense, BJA is seeking applicants who are interested in developing innovative, data-driven approaches to improve their public defense delivery systems guided by the Ten Principles of a Public Defense Delivery System. This program is funded under the Consolidated Appropriations Act, 2014 (Pub. L. No. 113-76).

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Grants to Expand Substance Abuse Treatment Capacity in Adult and Family Treatment Drug Courts. The purpose of this program is to expand and/or enhance substance abuse treatment services in existing adult and family "problem solving" courts, which use the treatment drug court model in order to provide alcohol and drug treatment (including recovery support services supporting substance abuse treatment, screening, assessment, case management, and program coordination as well as family-focused services in the case of Family Treatment Drug Courts) to defendants/offenders. Grantees will be expected to provide a coordinated, multi-system approach designed to combine the sanctioning power of treatment drug courts with effective treatment services to break the cycle of criminal behavior, child abuse and neglect, alcohol and/or drug use, and incarceration or other penalties. Grants funds must be used to serve people diagnosed with a substance use disorder as their primary condition, particularly high risk/high need populations diagnosed with substance dependence or addiction to alcohol/other drugs and identified as needing immediate treatment. Grant funds must be used to address gaps in the continuum of treatment for those individuals in these drug courts who have substance abuse and/or co-occurring disorders treatment needs. Grant funds may be used to provide services for co-morbid conditions, such as mental health problems, as long as expenditures remain consistent with the drug court model which is designed to serve individuals needing treatment for substance dependence or addiction to alcohol/other drugs. The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.
