    The purpose of this document is to advise the public that NOAA/NOS/NCCOS/CSCOR is soliciting proposals under the Ecological Effects of Sea Level Rise (EESLR) Program to improve the management of regional and local ecosystem effects of sea level rise and coastal inundation through targeted research on key technologies, natural and nature-based infrastructure, physical and biological processes, and model evaluation. The overall goal of EESLR is to integrate dynamic physical and biological processes with sea level rise and coastal inundation to improve the prediction of coastal ecosystem effects to enable enhanced coastal resiliency.

    Description of Program and/or Project Background: The project is a long-term inventory, monitoring, and assessment program of human impacts resulting from recreation uses on the Arizona Strip District using a standardized quantitative recreation monitoring approach. Using baseline data compiled in a geo-referenced database of impacts available on an easily accessed website, existing recreation sites will be monitored on a regular schedule to determine recreation-created impacts and make management recommendations for future actions. Graduate and undergraduate students will be involved in the recreation monitoring and assessment program and conference presentations and publications in pertinent scientific literature will represent the results of these studies, not required as deliverables to the BLM. Regular reporting with recommendations to management and staff will be conducted in order to assist the BLM in protecting and maintaining recreation settings and opportunities. Recreation assessments would also be conducted under this agreement for National Landscape Conservation System (NLCS) areas, such as national monuments, wilderness areas and national trails. Data collected during the inventory and the BLM and recipient will jointly develop monitoring. Project data will be available to the BLM on an as needed basis. This project provides opportunities for students and/or entry-level professionals to work with experienced, professional land managers to obtain experience in complex public land management issues. This project will provide the background experience by which students may make long term career goals and decisions, and will enable continuing development between the recipient and the BLM in terms of student development, recruitment, and service opportunities between the two entities.     NOAA delivers funding and technical expertise to restore Great Lakes coastal habitats. These habitats support valuable fisheries and protected resources; improve the quality of our water; provide recreational opportunities for the public's use and enjoyment; and buffer our coastal communities from the impacts of changing lake levels. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern (http://www.epa.gov/glnpo/aoc/) under the Great Lakes Restoration Initiative as anticipated in the President's FY2015 Budget. Applications should be submitted for any project that is to be considered for this funding, even for those projects already submitted as applications to other NOAA competitions. Competition will ensure that the most beneficial restoration projects are selected to realize significant ecological gains. Applications selected for funding through this solicitation will be implemented through a grant or cooperative agreement. Funds will be administered by the NOAA Restoration Center (RC). Multi-year cooperative agreement awards will be considered, and additional releases of funds may be used to fund selected proposals through FY17 without further competition. Awards are dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency. NOAA anticipates approximately $15 million may be available over the next three years to maintain selected awards, dependent upon the level of funding made available by Congress. One, two, or three year proposals will be accepted. Nancy Foster Scholarship Program - 0 views

    The Dr. Nancy Foster Scholarship Program provides support for master's and doctoral degrees in oceanography, marine biology, maritime archaeology, and all other science, engineering, social science, and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. Individuals who are U.S. citizens or permanent residents, or citizens of U.S. territories, and are applying to or have been accepted to a graduate program at a U.S. accredited institution, may apply. Prospective scholars do not need to be enrolled in a graduate program at the time of application, but must be admitted to a graduate level program in order to be awarded this scholarship. Scholarship selections are based on academic excellence, letters of recommendations, research and career goals, and financial need. Applicants must have a cumulative 3.30 grade point average to be eligible to apply and maintain a minimum cumulative and term grade point average of 3.30 for every term and for the duration of their award. Dr. Nancy Foster Scholarships may provide, subject to appropriations, yearly support of up to $42,000 per student (a 12-month stipend of $30,000 in addition to an education allowance of up to $12,000) and up to $10,000 of support for a 4-6 week program collaboration at a NOAA facility. Based on available funding, completion of one (1) program collaboration may be required for every doctoral scholarship award, with a second recommended, but not required. For master's degree level scholars, completion of a program collaboration is strongly recommended but is not required. The Dr. Nancy Foster Scholarship funds cannot be used toward research costs.

FY 2018 - FY 2019 Pollution Prevention Grant Program - 0 views

    EPA is announcing a grant competition to fund two-year Pollution Prevention assistance agreements for projects expected to be performed in each EPA region that provide technical assistance and/or training to businesses/facilities to help them adopt source reduction approaches (also known as "pollution prevention" or "P2"). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise released into the environment prior to recycling, treatment, or disposal. In keeping with the Pollution Prevention Act of 1990, EPA is encouraging P2 because implementing these approaches can result in reductions in toxic pollutants, the use of water, energy and other raw materials, while also lowering business costs. For this current round of grants, EPA is putting additional emphasis on documenting and sharing the P2 best practices and innovations identified and developed through these grants so that others can replicate these approaches and outcomes. If Congress appropriates Fiscal Year (FY) 2018 and 2019 funds for the P2 Program at levels comparable to FY 2017 funding levels, the EPA may award a total of approximately $9.38 million in federal P2 grant funding for these two-year assistance agreements (approximately $4.69 million in FY 2018 and approximately $4.69 million in FY 2019 funds).

    The States of Colorado, Utah, Wyoming and New Mexico (Upper Division States), through UCRC, have been working in parallel with Arizona, California and Nevada (Lower Division States) and public entities within the Colorado River Basin, and in conjunction with the Department of the Interior, Bureau of Reclamation (Reclamation), to develop and implement drought contingency options, as appropriate, to avoid or reduce the likelihood of reaching critical reservoir elevations at either Lake Powell or Lake Mead. On July 16, 2013, Don Ostler, Executive Director of UCRC, testified before a Senate Subcommittee, "The Colorado River Basin remains in a very severe 14 year drought, the continuation of which could drive Lake Powell to levels that threaten the ability to generate electrical power and Lake Mead to levels that require implementation of shortages within a few years."

    EarthScope is an Earth science program to explore the 4-dimensional structure of the North American continent. The EarthScope Program provides a framework for broad, integrated studies across the Earth sciences, including research on fault properties and the earthquake process, strain transfer, magmatic and hydrous fluids in the crust and mantle, plate boundary processes, large-scale continental deformation, continental structure and evolution, and composition and structure of the deep Earth.     The Society welcomes applications on a biannual basis (closing dates 1st June and 1st December) for the Student Grant Scheme. The Scheme offers small grants, normally not exceeding £300 (approximately US $450), to current students, and is principally aimed at supporting fieldwork and other research costs. Undergraduate and masters-level postgraduate students are the intended focus of the Scheme, but PhD students will be eligible if the research is completed within one year. The Scheme is intended to promote an academic interest in herpetology through short, well-defined research projects with clear aims and demonstrable applications to our understanding of herpetology, and/or to herpetofauna conservation. The national resource is structured at three levels: a central coordinating organization, a series of thematic networks based on an important research theme, and the physical collections. The national resource builds upon a sizable existing national investment in curation of the physical objects in scientific collections and contributes vitally to scientific research and technology interests in the United States. It will become an invaluable tool in understanding contemporary biological issues and challenges.

    The new National Ocean Policy calls for actions to improve understanding of and capacity to respond to ocean acidification, recognizing the potential adverse impacts of an acidifying sea upon marine ecosystems. The effects of ocean acidification could significantly affect strategies for developing practices towards the sustainability of ocean resources. Basic research concerning the nature, extent and impact of ocean acidification on oceanic environments in the past, present and future is required. Research challenges include: Understanding the geochemistry and biogeochemistry of ocean acidification; Understanding how ocean acidification interacts with biological, chemical and physical processes at the organismal level, and how such interactions impact the structure and function of ecosystems, e.g. through life histories, adaptive evolution, food webs, biogeochemical cycling, and interactions with other changes in the ocean (e.g., temperature, stratification, circulation patterns); and Understanding how the earth system history informs our understanding of the effects of ocean acidification on the present day and future ocean. The Ocean Acidification program is in its fifth and anticipated last year of competition. We expect this to be the last solicitation specifically targeting Ocean Acidification.
