Fiscal Year 2019 NMFS-Sea Grant Fellowships in Marine Resource Economics - 0 views

    The National Sea Grant College Program was enacted by U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to support leveraged federal and state partnership that harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities. The 2019 NMFS-Sea Grant Fellowship Program in Marine Resource Economics expects to award one new Ph.D. Fellowship each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. This fellowship can provide support for up to three years. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." The expected annual award per Fellow will be $48,000 (Federal plus matching funds), jointly funded by NOAA Fisheries and Sea Grant.

    This is part of the overall plan to support the development of environmentally and economically sustainable ocean, coastal, or Great Lakes aquaculture. Topical priorities for this FY 2016 competition are, briefly: a) Research to inform pending, regulatory decisions regarding aquaculture on the local, state, or federal level leading to an information product--such as a tool, technology, template, or model--needed to make final decisions on a specific question; b) Research that supports the introduction, and/or increase in production of new and emerging species of aquaculture interest; c) Research that supports continued seafood safety and product quality; and d) Social and/or economic research targeted to understand aquaculture issues in a larger context. Applicants must describe how their proposed work will rapidly and significantly advance U.S. aquaculture development in the short term (1-2 years after project completion).This Federal Funding Opportunity includes information on application and criteria for aquaculture research proposals requesting a maximum of $300,000 in total federal funding for up to a two-year period. Matching funds are required. Awards are anticipated to start no later than September 1, 2016.     Agency Overview: The Advanced Research Projects Agency - Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358) to: "(A) to enhance the economic and energy security of the United States through the development of energy technologies that result in- (i) reductions of imports of energy from foreign sources; (ii) reductions of energy-related emissions, including greenhouse gases; and (iii) improvement in the energy efficiency of all economic sectors; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies." ARPA-E issues this Funding Opportunity Announcement (FOA) under the programmatic authorizing statute codified at 42 U.S.C. § 16538. The FOA and any awards made under this FOA are subject to 2 C.F.R. Part 200 as amended by 2 C.F.R. Part 910. ARPA-E funds research on and the development of high-potential, high-impact energy technologies that are too early for private-sector investment. The agency focuses on technologies that can be meaningfully advanced with a modest investment over a defined period of time in order to catalyze the translation from scientific discovery to early-stage technology.

    Healthy and productive fisheries are an essential component of the U.S. economy. There is increasing concern about the impacts of climate variability and change on fish stocks, fisheries, and marine ecosystems in the U.S. Climate variability and change influences many parameters (e.g. extreme events, winds, ocean temperatures, stratification, currents, coastal precipitation, inundation, etc.) that directly and indirectly affect marine ecosystem conditions including the abundance, distribution, and productivity of fish stocks that support economically important fisheries. Sustainable fisheries management in a changing climate requires an improved understanding of how climate, fishing, and other stressors interact to affect fish stocks (including their habitats and prey), fisheries and fishing-dependent communities. To address these issues of growing concern, in 2014 the Office of Atmospheric Research (OAR) Climate Program Office and the National Marine Fisheries Service (NMFS) Office of Science and Technology launched a new partnership to advance understanding of climate-related impacts on fish or other species that support economically important fisheries and fishing communities. The goal is to inform sustainable fisheries management and promote resilience of the nation's fish stocks and fisheries in a changing climate. For FY17, this OAR/NMFS partnership, through the Coastal and Ocean Climate Applications (COCA) Program, will continue to take a regional approach to improving the resilience and adaptation of fisheries in a changing climate by soliciting proposals under two competitions. The first competition solicits proposals for projects in the California Current Large Marine Ecosystem (CCLME) and the second competition solicits proposals for projects in the Northeast US Continental Shelf Large Marine Ecosystem (NESLME).

Plant Genome Research Program - 0 views

    This program is a continuation of the Plant Genome Research Program (PGRP) that began in FY 1998 as part of the National Plant Genome Initiative (NPGI). Since the inception of the NPGI and the PGRP, there has been a tremendous increase in the availability of functional genomics tools and sequence resources for use in the study of key crop plants and their models. Proposals are welcomed that build on these resources to develop conceptually new and different ideas and strategies to address grand challenge questions in plants of economic importance on a genome-wide scale. There is also a critical need for the development of novel and creative tools to facilitate new experimental approaches or new ways of analyzing genomic data. Especially encouraged are proposals that provide strong and novel training opportunities integral to the research plan and particularly across disciplines that include, but are not limited to, plant physiology, quantitative genetics, biochemistry, bioinformatics and engineering.Activities in four focus areas will be supported in FY 2014: (1) Genomics-empowered plant research to tackle fundamental questions in plant sciences on a genome-wide scale; (2) Development of tools and resources for plant genome research including novel technologies and analysis tools to enable discovery; (3) Mid-Career Investigator Awards in Plant Genome Research (MCA-PGR) to increase participation of investigators trained primarily in fields other than plant genomics; and, (4) Advancing Basic Research in Economically Important Crop Plants (ABR-PG) to develop sequence resources that are critically needed to enable basic research resources in crop plants.

    The Plant Genome Research Program (PGRP) supports genome-scale research that addresses challenging questions of biological, societal and economic importance. PGRP encourages the development of innovative tools, technologies and resources that empower a broad plant research community to answer scientific questions on a genome-wide scale. Emphasis is placed on the scale and depth of the question being addressed and the creativity of the approach. Data produced by plant genomics should be usable, accessible, integrated across scales and of high impact across biology. Training, broadening participation, and career development are essential to scientific progress and should be integrated in all PGRP-funded projects. Two funding tracks are currently available: RESEARCH-PGR TRACK: Genome-scale plant research to address fundamental questions in biology, including processes of economic and/or societal importance. TRTech-PGR TRACK: Tools, resources and technology breakthroughs that further enable functional plant genomics.

    EPA's Office of Pollution Prevention and Toxics, Chemistry, Economic and Sustainable Strategies Division oversees the Pollution Prevention (P2) Grant Program to support State and Tribal P2 Programs administer P2 projects that will help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source.
