This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. The Office of Energy Efficiency and Renewable Energy is issuing, on behalf of the Vehicle Technologies Office, a Funding Opportunity Announcement entitled, Fiscal Year 2020 Advanced Vehicle Technologies Research Funding Opportunity Announcement. The Department of Energy (DOE) and Bureau of Ocean Energy Management (BOEM) invite input from the public regarding a research campaign to inform our understanding of offshore wind energy development that could be conducted in the next two to five years during the construction and operation of the first generation of deployed facilities. We aim to quantify the impact-producing factors (i.e. the characteristics of a project that may cause an impact, such as the sound produced during construction) associated with a project and to evaluate the efficacy of monitoring technologies and techniques deployed at offshore wind farms selected at a future date. The NOAA Coral Reef Conservation Grant Program, 16 USC §§ 6401-6409, provides matching grants of financial assistance through the Domestic Coral Reef Conservation Grant program to institutions of higher education, non-profit organizations, for-profit organizations, and local (as defined at 2 CFR § 200.64, which includes counties, municipalities, and cities) and Indian tribal government agencies. These awards are intended to support coral reef conservation projects in shallow water coral reef ecosystems, including reefs at mesophotic depths, in American Samoa, the Commonwealth of the Northern Mariana Islands, Florida, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and coral-dominated banks in the U.S. portions of the Gulf of Mexico. Projects may be proposed in the Northwestern Hawaiian Islands and the U.S. Pacific Remote Island Areas, but these locations are not considered geographic priorities under this announcement. Proposals submitted to this competition must address at least one of the following four categories: 1) Fishing Impacts; 2) Land-Based Sources of Pollution; 3) Climate Change; and 4) Local and Emerging Management Issues. The Gulf of Mexico Research Initiative (GoMRI) announced today that it plans to award up to $105 million to support research consortia investigating the effect, and the potential associated impact, of hydrocarbon releases on the environment and public health, as well as to develop improved spill mitigation, oil detection, characterization, and remediation technologies.  The funding under this program, known as RFP-IV, will support research in the Gulf of Mexico conducted by consortia of four or more institutions between 2015 and 2017.  It is anticipated that each team will be funded at levels between $1 million and $7.5 million per year. 

A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations. This PA announces a new and innovative opportunity for cooperation between the US and the UK in the area of Distributed Analytics and Information Science (DAIS). This announcement is to provide public notice of the National Park Service, intention to fund the following project activities without competition. North Cascades Institute (NCI) is a nationally regarded nonprofit environmental organization maintained in the State of Washington, and is dedicated to increasing understanding and appreciation of the natural and cultural landscapes of the Pacific Northwest. The Institute's mission is to conserve and restore Northwest environments through education. The Institute was created for the specific purpose of providing programs of public education and involvement in conservation, natural science, history and related fields of study, in order to foster and enhance understanding and appreciation of the North Cascades bioregion. NCI has been a valued partner of North Cascades National Park Complex (NOCA) since 1986. The two agencies have a solid track record of cooperatively developing successful, cost-effective programs that meet both park and Institute educational and budgetary goals. NCI is considered to be the lead educational partner of NOCA, providing over $2.6 million in integrated education programming during the 29-year relationship. NCI operates the residential North Cascades Environmental Learning Center, an 11.6 million dollar facility which is imbedded within NOCA as required by a Federal Energy Regulatory Commission (FERC) agreement with Seattle City Light, operator of three hydroelectric dams within NOCA. The Learning Center is one of the required mitigation elements for Seattle City Light's federal FERC license for continued operation of three hydroelectric reservoirs on the Skagit River. NOAA announces the availability of Federal funding, authorized pursuant to Public Law 113-235 (Omnibus and Continuing Appropriations Resolution, 2015), for necessary expenses associated with the restoration of Pacific salmon populations. The Pacific Coastal Salmon Recovery Fund (PCSRF) program makes such funding available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, and federally recognized tribes of the Columbia River and Pacific Coast (including Alaska) for projects necessary for the conservation of salmon and steelhead populations that are listed as threatened or endangered, or identified by a State as at-risk to be so-listed, for maintaining populations necessary for exercise of tribal treaty fishing rights or native subsistence fishing, or for the conservation of Pacific coastal salmon and steelhead habitat. This announcement outlines the priorities and guidelines that will be used to award funding to eligible entities. Pre-applications are not mandatory, but highly encouraged. They must be received no later than February 24, 2015, if the applicant expects to receive any feedback from NMFS regarding completeness of its package and initial determination of compliance with minimum requirements. The Pacific Outer Continental Shelf (OCS) Region of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement for the study BOEM-MARINe (Multi-Agency Rocky Intertidal Network) to provide continued long-term monitoring of rocky intertidal habitats and species adjacent to OCS oil and gas operations in the Pacific Region. The purpose of this study is to provide the basis for evaluating cumulative impacts to the shoreline from OCS activities, especially accidental oil spills, and will be used to provide a base-line to assess dampening of waves from potential offshore wave facilities. Detecting impacts to a resource requires monitoring and the rocky intertidal areas established by the MARINe represent over 20 years of continuous monitoring adjacent to OCS facilities off southern California. This announcement is specifically to announce intent to undertake the project: BOEM-MARINe, that is open to the University of California, Santa Cruz, via the Californian Cooperative Ecosystem Studies Unit. The award will be a cooperative agreement. This involves substantial involvement by BOEM scientists in various aspects of study development and/or study conduct. The award is premised on receipt of an acceptable proposal. This is not an open solicitation for proposals.

The 2019 Buildings Energy Efficiency Frontiers and Innovation Technologies Funding Opportunity Announcement will invest up to 47 million dollars, to allow all interested parties (universities, corporations, non-profits, national labs) to research and develop innovative technologies that will improve energy productivity, improve flexibility, security and resiliency, as well as lower energy costs. With this Funding Opportunity Announcement, Building Technologies Office intends to fund high-impact, early-stage research in the following three topic areas: Topic Area 1 - Flexible Building Technologies; Topic Area 2 - Heating, Ventilation and Air Conditioning Technologies; and Topic Area 3 - Solid-State Lighting Technologies.

The National Park Service's (NPS) FY 2017 African American Civil Rights Grant Program (AACR) will document, interpret, and preserve the sites related to the African American struggle to gain equal rights as citizens in the 20th Century. The NPS 2008 report, "Civil Rights in America, A Framework for Identifying Significant Sites," will serve as the reference document in determining the appropriateness of proposed projects and properties. This purpose of this announcement is to select and award projects that focus on critical gaps in our understanding of reservoir behavior and optimal completion, stimulation and wastewater disposal strategies in order to increase and enable more cost-efficient and environmentally sound recovery from shale gas, tight oil, and tight gas resources. This can be achieved by developing technological solutions that enable effective resource recovery from fewer and less environmentally-impactful wells. This announcement is a critical component of the Depart of Energy portfolio to advance the environmentally-sound development of domestic unconventional oil and natural gas resources.

This is an announcement for issuing a single source financial assistance award to the Massachusetts Department of Fish and Game ¿ Division of Ecological Restoration (MADER). This announcement is for notification purposes only. The intent of the award to be implemented in Falmouth, Massachusetts is to remove two small dams, restore a former commercial cranberry bog to natural wetland and riverine habitats, and replace an undersized and failing stream crossing (culverts) on a heavily traveled road with a larger, safer structure. The proposed project complements the first dam removal on the Coonamessett River that was completed in 2017, and includes the removal of the second dam from the ocean, replacement of the failing John Parker Road/Coonamessett River crossing, and restoration of floodplain wetlands. The existing road crossing consists of three two-foot diameter culverts, two of which have collapsed and no longer function. When complete, the entire project will provide improved public safety and enhanced infrastructure resiliency, while concurrently providing flood protection for the road, improved water quality, and restored fish passage. The dam removal and the replaced stream crossing will provide full access for migratory (alewife, blueback herring, American eel) and resident fish to 2.2 miles of free-flowing river, provide fish access to 158 acres of pond habitat for spawning under a range of flow conditions, restore 4,600 feet of stream channel, and restore 56 acres of wetlands.

This is an announcement for issuing a single source financial assistance award to the Vermont Center for Ecostudies in Norwich VT. The U.S. Fish and Wildlife Service, Northeast Region, intends to make a sole source award of a grant agreement to the Vermont Center for Ecostudies (hereafter VCE). Funding for this project is provided under the Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742a-754, and the Fish and Wildlife Conservation Act, 16 U.S.C. 2901-2911.
