CDC plans to fund one organization to raise awareness about the risks of prenatal alcohol exposure and improve understanding about individuals affected by fetal alcohol spectrum disorders (FASDs) as well as to promote the prevention of FASDs and care of affected individuals. The work will focus on five major activities: (1) maintaining a national resource directory, (2) developing and disseminating information and resources to various audiences, (3) building capacity for state and local affiliates dedicated to services for FASD prevention as well as identification, care, and support for individuals with FASDs and their families, (4) conducting media outreach and media training, and (5) supporting a speakers bureau for enhanced FASD awareness and prevention efforts. The short-term outcomes to be achieved by the end of the project period focus on increased access to local and state-based resources across the country; increased access to accurate information on FASD prevention as well as identification, support, and care for individuals with FASDs and their families; improved linkages between healthcare champions and local affiliates; and increased awareness of the risks of prenatal alcohol use through use of presenters with lived experience.

The Organization for Autism Research is seeking pre-proposals for its 2018 Applied Research Competition. The annual program aims to promote innovative research that directly supports the autism community by expanding the body of knowledge related to autism intervention and treatment, producing practical and objective results, and providing outcomes that enhance the quality of life for persons with autism and their families. Preference will be given to the analysis, evaluation, or comparison of current models of assessment, intervention, or systems of service delivery, including policy analysis; applied aspects of educational, behavioral, or social/communicative intervention; effective intervention across the lifespan for individuals considered to be severely impacted by autism; adult issues such as continuing education, employment, residential supports, sexuality instruction, quality-of-life determinants, and "later intervention"; and issues related to family support, social and community integration, assessment and intervention with challenging behavior, and the use of technology in support of learners with ASD. In 2018, OAR will award grants of up to $30,000. Studies can range in duration from one to two years.

The Dollar General Literacy Foundation supports nonprofit organizations, educational institutions, and libraries that offer literacy programs in communities served by Dollar General in 44 states. The Foundation provides support through the following grant programs: Adult Literacy Grants support nonprofit organizations that provide direct services to adults in need of literacy assistance. Family Literacy Grants support family literacy service providers that combine parent and youth literacy instruction. Summer Reading Grants help nonprofit organizations and libraries with the implementation or expansion of summer reading programs for students who are new readers, below grade level readers, or readers with learning disabilities. Online applications for the three programs described above must be submitted by February 22, 2018. In addition, Youth Literacy Grants support schools, public libraries, and nonprofit organizations that work to help students who are below grade level or experiencing difficulty reading. The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces that it will award one cooperative agreement for the creation of a national one-stop source or hub for refugee technical assistance (TA), under the Refugee Technical Assistance Program. This national hub will provide coordinated, innovative TA and training to ORR-funded state refugee programs and ORR-funded refugee service providers, filling gaps where no other such TA exists. The TA provider is expected to foster and engage with a network of subject matter experts in the field, through consultancy or sub-contractual relationships. The overall goal is to equip ORR-funded state refugee programs and ORR-funded refugee service providers with the specialized TA, resources and training needed to appropriately address barriers that refugees may encounter while trying to access community-based services, education, employment, and specialized care. The TA provider will respond to refugees' unique challenges and needs, and leverage the strengths, talents and capabilities of refugees and their resettlement communities through a strengths-based approach to TA. The TA provider is also intended to help ORR-funded refugee service providers measure the effectiveness of their programs and services, and develop communication strategies that reflect the impact of the refugee program. The TA provider will conduct regular needs assessments of the field to determine the areas of TA focus, which may include refugee self-sufficiency through employment, trauma-informed refugee health, refugee child and family wellbeing, and program evaluation.

The Administration for Children and Families (ACF) announces the availability of approximately $975,412 to be competitively awarded for the purpose of expanding access to high-quality, comprehensive services to low-income infants and toddlers and their families through Early Head Start-Child Care (EHS-CC) Partnerships, or through the expansion of Early Head Start services. ACF solicits applications from public entities, including states, or private non-profit organizations, including community-based or faith-based organizations, or for-profit agencies that meet eligibility for applying as stated in section 645A of the Head Start Act. The Administration for Children and Families has funding available for a cooperative agreement to support a grantee as a trusted source for research and policy related information for the child care and early education field. The grantee will establish and operate a website for the Child Care and Early Education Research Connections database (hereafter referred to as "Research Connections"). The interactive website (http://www.researchconnections.org) will house a comprehensive and up-to-date database of resources derived from rigorous research including scholarly peer-reviewed research and 'gray' literature (i.e., rigorous research published as policy briefs, state and federal government reports, foundation reports, etc.) and publicly available assessment instruments relevant to child care and early education policy and practice (i.e., community based child care serving children birth through 13-years, Early Care and Education (ECE) programs, home-based child care, family child care, Head Start, public Pre-kindergarten (Pre-K), and after-school programs).

The Youth with Sexual Behavior Problems (YSBP) Program provides support to agencies that use a comprehensive, multidisciplinary approach to provide intervention and supervision services for youth with sexual behavior problems and treatment services for their child victims and families. Award recipients will target services for youth with sexual behavior problems, their child victim(s), and parents/caregivers of the offending youth and child victims. Youth participating in this program must undergo a mental health evaluation to determine if they are amenable to community-based treatment and intervention. Youth targeted for program services should have no prior history of court involvement for sexual offenses. This program solicitation includes 2 categories. Category 1 (program sites) will provide funding to as many as three sites for the purposes described above. Category 2 (support, training, and technical assistance) will fund one awardee to provide support and technical assistance to the program sites selected under Category 1. The successful applicants under Category 1 will develop and implement a comprehensive program for the target population over a 24-month period. OJJDP expects program sites to work closely with the training and technical assistance provider and include their community partners in the collaborative learning process that the training and technical assistance provider will establish. The goals of Category 2 of this solicitation are to develop, design, and deliver training and technical assistance that supports and guides the program sites as they implement their community-based management strategies for youth with sexual behavior problems and their victims and families.

This notice announces the opportunity to apply for funding under the Maternal and Child Health Interdisciplinary Education in Pediatric Pulmonary Centers program (PPC program). The purpose of the PPC program is to improve the health status of infants, children, and adolescents1 with chronic respiratory conditions, sleep issues, and other related special health care needs. The specific objectives of the PPC program are to: (1) Provide interdisciplinary leadership training at the graduate and post-graduate levels in pediatric pulmonary medicine, nursing, nutrition, social work, and at least one additional discipline; (2) Engage with families as full partners to support family-centered practice, policies, and research; (3) Increase access to health services through innovative methods, such as telehealth, collaborative systems of care (i.e., medical homes), and distance-learning modalities; (4) Provide technical assistance, consultation, continuing education (CE), and subject matter expertise to facilitate academic-practice partnerships; and (5) Support diverse and underrepresented trainees and faculty, and increase the cultural competence and skills of trainees and faculty to address health disparities in underserved communities.

The Foundation is currently accepting proposals focused on evaluating programs that have the potential of helping to close the opportunity and resulting achievement gaps associated with race and family income. Aims: Primary aim: What works: The primary aim must concern evaluating the effectiveness of programs designed to promote positive cognitive and/or achievement outcomes for children (birth through 18 years) from underserved groups and/or low-resourced communities (specifically minoritized ethnic groups, low-income families) in order to inform ways to close the educational opportunity gaps associated with race and income. Secondary aims may also focus on one or more of the following: What works for whom, under what conditions: Investigate variations in program effects; that is, test for moderation effects that inform whether effects are stronger for certain groups and/or under certain conditions than other groups or conditions. Reasons for effects: Investigate mechanisms through which effects occur; that is, test for mediation effects that inform why the program is effective. Cost-benefit analyses: Compare the total costs of the program (start-up and ongoing operational costs) with its estimated monetary benefits to determine the net cost or benefit associated with the program.

CHADD (Children and Adults with Attention Deficit Disorder) is now taking applications for its Young Scientist Research Fund Awards, a program to recognize new researchers making contributions to the understanding of ADHD.  CHADD will support two ADHD researchers with: ~ an unrestricted cash award of $5,000 each; ~ recognition at CHADD's Annual International Conference on ADHD ~ an allowance to cover most Conference-related expenses ~ a one-year CHADD professional membership. Applicants must be in the process of completing a doctoral degree or have completed one within the last three years with the doctoral degree awarded no earlier than January 2010. They must be involved in conducting research addressing an area of ADHD that will further understanding of the disorder. The research may address any area relevant to ADHD, including, but not limited to: ~ biological/genetic underpinnings of the disorder ~ treatment efficacy ~ impact on the individual or family ~ school or workplace accommodations ~ social stigma and discrimination ~ public health ~ epidemiology

The Ohio Department of Job and Family Services (ODJFS) releases this Request for Proposals (RFP) for the purpose selecting one state-supported college or university to perform an independent evaluation to rate the success of a pilot program utilizing a Child Placement Level of Care Tool by comparing pilot program data to historical outcomes for children in substitute care.

The Office of Community Services (OCS) within the Administration for Children and Families (ACF) announces that competing applications will be accepted for grants to administer projects for the national Assets for Independence (AFI) demonstration of Individual Development Accounts (IDAs). The projects will provide IDAs and related services to low-income individuals. A primary feature of each AFI project is that participants save earned income in an IDA to purchase a home, capitalize or expand a business, or fund postsecondary education or training. As a condition of their federal AFI grant, grantees must provide non-federal funds to support their AFI project in an amount at least equal to the Federal AFI grant amount. The 10/27/2014 application due date for FY 2015 funding will be the last application due date for this FOA. After the 10/27/2014 due date, this FOA will be cancelled. This announcement solicits applications for the National Maternal and Child Health Data Resource Center Cooperative Agreement Program. The purpose of the National Maternal and Child Health Data Resource Center (DRC) Cooperative Agreement Program is to support a diverse population of stakeholders in the valid and standardized use of national, state, and community level data as it relates to the health of women, children and families.  This cooperative agreement program will support the maintenance and expansion of a DRC that highlights, describes, and facilitates access to publicly available data with a focus on increasing access to and timely utilization of maternal and child health (MCH) data among state and local governments and non-governmental organizations, including HRSA grantees. 

The Brookdale Foundation is accepting applications for its Relatives as Parents program. Established in 1996, the program aims to develop or expand services for grandparents or other relatives who have taken on the responsibility of surrogate parenting when the biological parents are unable to do so. Through the program, up to fifteen programs will receive seed grants of up to $15,000 to start a new program or expand current services in response to caregiver needs. Services and assistance to relative caregivers and the children in their care must include regular ongoing support, educational or social groups, and at least two of the following: benefits and legal guidance, educational seminars, individual and/or family counseling, health care services, childcare, housing assistance, children's services, group recreational activities, transportation assistance, services to special populations, services with local schools, or mental health services.

The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces funding under the Ethnic Community Self-Help (ECSH) Program. The goal of this program is to support Ethnic Community-Based Organizations (ECBOs) in providing refugee populations with critical services to assist them in becoming integrated members of American society. An ECBO is a non-profit organization that was founded and is led by a current or former refugee, or a group of current and former refugees and immigrants, primarily for the advancement of refugees. For the purposes of this Funding Opportunity Announcement (FOA), ORR considers an ECBO as a non-profit organization whose board of directors is comprised of at least 60 percent current and/or former refugees. Under the ECSH Program, the following three main objectives must be implemented: 1) to strengthen ECBOs' provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement; 2) to support ECBOs' organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and 3) to support ECBOs in promoting community building and civic participation by refugee individuals and refugee community members.

The United States Government, represented by the U.S. Agency for International Development (USAID) Mission in Mali, is seeking feedback for three planned activities: "Integrated Community Health, Nutrition and Governance" expected to cover Nutrition, Maternal, Newborn and Child Health, Malaria, Family Planning and Reproductive health interventions; "Health System Strengthening" to focus at strengthening systems at the national, regional, district and community levels; and "Quality Improvement" to focus on human resources for health and the quality of health services at all levels.
