    This single-source funding opportunity announcement (FOA) Enhancing Public Health Emergency Preparedness and Response Capacities in the Americas in Collaboration with the National Center for Prevention Programs and Disease Control (CENAPRECE) in Mexico invites an application for a five-year cooperative agreement between the Department of Health and Human Services(HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) and the U.S.-Mexico Foundation for Science (FUMEC) to support CENAPRECE (an agency within Mexico Secretariat of Health [SALUD]). The envisioned ASPR-FUMEC-CENAPRECE collaboration sustains and advances the long-standing relationship between the United States and Mexico aimed at safeguarding each country from public health threats and fulfilling the goals of multiple international frameworks and agreements, including the International Health Regulations (2005) (IHR) (http://www.who.int/ihr/publications/9789241580496/en/). The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. The NIEHS Superfund Research Program (SRP) (http://www.niehs.nih.gov/research/supported/srp/) was established under the Superfund Amendment Reauthorization Act (SARA) Section 311(a), which authorizes NIEHS to implement a university-based program of basic research for the development of: 1) advanced techniques for the detection, assessment, and evaluation of the effect of hazardous substances on human health; 2) methods to assess the risks to human health presented by hazardous substances; 3) methods and technologies to detect hazardous substances in the environment; and 4) basic biological, chemical, and physical methods to reduce the amount and/or toxicity of hazardous substances. SRP's broad scope, as dictated by the SARA mandates, allows NIEHS to support scientific research to address the wide array of scientific uncertainties facing the national Superfund program utilizing biomedical as well as environmental science and engineering approaches. Research supported by the SRP uses mechanistic science as a foundation and, in keeping with the broad research themes of the program mandates, the SRP promotes an interdisciplinary approach to develop solutions for the safe management of hazardous substances with the ultimate goal of improving public health.

    Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

Combating Opioid Overdose through Community-Level Intervention - 0 views

    Undertake research activities that would entail implementing and evaluating community-based efforts to fight the opioid overdose epidemic; and Support and promote the partnership of law enforcement and public health agencies, whose collaboration is critical to reducing overdose and other harms of opioid (mis)use. This ongoing opioid overdose epidemic presents new challenges to public health and public safety officials, medical professionals, local communities, and other stakeholders invested in curbing rates of accidental death. Preparing regional and community leaders to respond effectively to the public health emergency that is today's opioid overdose crisis (and be prepared to take on that crisis as it evolves tomorrow) is essential for achieving the shared goal of preventing fatal overdose and saving lives. ONDCP expects to award one Federal grant under the Combating Opioid Overdose through Community-Level Intervention Initiative for a 1-year period, beginning approximately September 2017. The successful non-Federal entity (NFE) will conduct research activities that entail implementing and evaluating community-based efforts to fight the opioid overdose epidemic. These activities will be focused on the regions of the United States with some of the highest rates of fatal and non-fatal opioid-related overdoses and will work to coordinate the often decentralized state and local efforts to assess and respond to opioid-related overdoses.

The 2013 Research!America Advocacy Academy is a unique opportunity for postdoctoral fellows in the health and biomedical sciences to learn about how to best incorporate advocacy and effective communications into their role as a scientist. The 2013 class of up to 12 Research!America advocates will participate in a two-day Washington, DC, program from September 11-12, 2013. Participants will learn about the federal budget and appropriations process, tools for effective science communication and outreach as well as how to engage with elected representatives on scientific and research issues. The program includes visiting Capitol Hill to meet with policy makers and congressional staff members, providing participants with a first-hand experience advocating for health research. Rounding out this unique Washington experience, participants will attend Research!America's National Health Research Forum where top leaders in government, industry, academia and patient organizations engage in moderated conversations on issues of importance to the research ecosystem. Upon completion of the program, participants will become Science Advocates for Research!America. Advocates will remain engaged with Research!America staff, receive ongoing action alerts and learn about ways to involve their home institution's research community in effective science advocacy. All travel expenses (transportation, lodging and meals) will be provided and arranged by Research!America through an educational grant provided by Pfizer. This year's program is limited to 12 exceptional postdoctoral researchers with a dedicated interest in becoming active advocates for science.

The recipient(s) will combine a facility and community-based strategy to support HIV/AIDS services. At the end of the 5-year project period, the recipient(s) should be able to collect and evaluate program data that demonstrates improved quality of HIV prevention, care, and treatment services in CI and to transition activities to MSHP and/or local organizations to sustain a basic HIV service package.

    This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

    The Chemistry of Life Processes (CLP) program supports the investigation of problems at the Chemistry-Biology interface in which the primary approach or tools employed are those of chemistry. The fundamental examination of mechanisms, dynamics, recognition and structure/function relationships at the molecular level is at the core of the CLP program. Projects that integrate experimental and theoretical chemical approaches into studies of biomolecules or biomolecular processes in the domain of proteins, nucleic acids, carbohydrates and lipids will be considered. The use of small molecules such as ligands, inhibitors, signal transducers or molecular beacons to interrogate biological systems is a characteristic mode of inquiry for CLP investigators. The program also welcomes the application of computational and spectroscopic methods to examine Nature's macromolecular machinery and processes. Appropriate areas of inquiry include, but are not limited to, peptide design, protein-protein and protein-nucleic acid interactions, post-translational modification alternative base pairs, epigenetics, signal and energy transduction pathways, and molecular definition of emerging "codes" such as those associated with glycomics and histones. Mechanisms of enzyme and metalloenzyme activity, ribozyme and/or riboswitch function and of DNA damage and covalent modification are also central themes in the program. Proposals that predominantly utilize biological tools or techniques may be more appropriate for the Division of Molecular and Cellular Biosciences (MCB). Proposals that address biomedical problems may be more appropriate for the National Institutes of Health or other health-directed funding agencies.
