In recognition of International Overdose Awareness Day, the Charles Koch Foundation seeks to support research projects (e.g. papers, conferences, workshops, etc.) that explore innovative, community-based solutions that are targeted at destroying the root causes of substance abuse. To that end, we are actively soliciting proposals for projects to consider innovative solutions that seek to alleviate substance use disorders. We are especially interested in research that: - Addresses innovative ways to help individuals overcome substance use disorders, prevent drug overdoses, and increase the willingness of individuals to seek treatment for substance abuse. - Explores the root causes of addiction and substance use disorders as well as innovative means to prevent substance abuse by remedying these root causes. - Addresses the unintended consequences of current approaches to reduce drug overdoses and substance abuse. - Examines solutions that offer a proactive approach to fighting addiction rather than a reactive approach focusing on treatment and recovery. - Explores opportunities to reduce the stigma associated with substance use disorders and celebrate success in overcoming addiction and substance abuse.

The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) are accepting applications for Fiscal Year (FY) 2019 Drug-Free Communities (DFC) Support Program grants. By statute, the DFC Support Program has two goals: Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth*. Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

This Funding Opportunity Announcement (FOA) encourages Research Project Grant (R01) applications from institutions/organizations that propose to study the developing brain or brain areas that play significant roles in mediating emotional and motivated behavior and in substance use and dependence. All stages of brain development are of interest, but a new emphasis of the current reissue of this initiative is to support basic neuroscience research on fundamental mechanisms of brain development during prepuberty and the adolescent period in relation to the problems of substance abuse and co-morbidity with psychiatric disorders. Topics of interest pertaining to brain development of this initiative include, but are not limited to, the euphoric properties of abused substances, actions of psychotherapeutic agents, and their consequences on memory, cognitive and emotional processes. An additional major goal of this initiative is to understand how exposure to substances of abuse affects the cellular and molecular mechanisms underlying nervous system development and neural circuit functions implicated in substance use and addiction.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), is accepting applications for fiscal year (FY) 2018 Targeted Capacity Expansion Hispanic/Latino Center of Excellence for Substance Use Disorder Treatment and Recovery Program (Short Title: Hispanic/Latino COE). The purpose of this program is to provide support for a Hispanic/Latino Center of Excellence to develop and strengthen the specialized behavioral healthcare and primary healthcare workforce that provides substance use disorder (SUD) treatment and recovery support services to Hispanic/Latino populations. This is accomplished by accelerating the adoption and implementation of culturally appropriate, evidence-based and promising SUD treatment and recovery-oriented practices and services; heightening the awareness, knowledge, and skills of the workforce that addresses the needs of Hispanic/Latino communities with substance use or other co-occurring health disorders; and fostering regional and national alliances among culturally diverse practitioners, researchers, policy makers, funders, and the recovery community. The Hispanic/Latino COE recipient will work directly with SAMHSA and in collaboration with the FY 2017 Addiction Technology Transfer Center (ATTC) National Coordinating Center and the Regional ATTCs on activities aimed at improving the quality and effectiveness of treatment and recovery, as well as working directly with providers of clinical and recovery support services, and others that influence the delivery of services, to improve the quality of workforce training and service delivery to Hispanic/Latino communities.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2018 Enhancement and Expansion of Treatment and Recovery Services for Adolescents, Transitional Aged Youth, and their Families grant program (Short Title: Youth and Family TREE). The purpose of this program is to enhance and expand comprehensive treatment, early intervention, and recovery support services for adolescents (ages 12-18), transitional aged youth (ages 16-25), and their families/primary caregivers with substance use disorders (SUD) and/or co-occurring substance use and mental disorders.

 The National Institute on Drug Abuse supported a number of HIV/AIDS cohorts among substance abusing populations. These cohorts address emerging and high priority research on HIV/AIDS. These longitudinal cohorts serve as a strong resource platform for current and future collaborative efforts with other investigators to address emerging questions related to HIV infection, prevention, and treatment in the context of substance abuse, as well as to foster the creativity and efficiency of investigator-initiated research. Accomplishments by the NIDA-funded cohorts have been highly significant. Four of these cohorts (see below) will be terminated within a year if continued support is not provided. Therefore, the purpose of this Limited Competition Funding Opportunity Announcement (FOA) is to support the maintenance and expansion of these NIDA-funded cohorts to continue to address new emerging and/or high priority research on multidisciplinary aspects of HIV/AIDS and substance abuse.

The purpose of this program is to demonstrate how telehealth programs and networks can improve access to health care services, particularly substance abuse treatment services, in rural, frontier, and underserved communities. The range and use of telehealth services have expanded over the past decades, along with the role of technology in improving and coordinating care. Telehealth has proven capabilities to reduce travel time, increase access to specialty care, and improve patient safety, quality of care, and provider support. Traditional models of telehealth involve care delivered to the patient at a series of originating (or spoke) sites from a specialist working at a distant (or hub) site. Telehealth is a promising tool for providing substance abuse treatment services and support to rural populations. Communities that lack sufficient substance abuse treatment and other behavioral health professionals can utilize telehealth technologies to increase access to care.

The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications for fiscal year (FY) 2019 Mental and Substance Use Disorder (SUD) Practitioner Data grant. The purpose of this program is to provide comprehensive data and analysis on individuals who comprise the prevention and treatment fields to address mental and substance use disorders. The goal of the program is to provide valid data on the existing practitioners and usable information to SAMHSA on which to make policy and planning decisions.

The Collaborative Research on Addiction at the NIH (CRAN) - composed of the National Institute on Drug Abuse (NIDA), the National Institute on Alcohol Abuse and Alcoholism (NIAAA), the National Cancer Institute (NCI), and - along with the Eunice Kennedy Shriver Institute of Child Health and Human Development (NICHD), the National Institute of Mental Health (NIMH), the National Institute on Minority Health and Health Disparities (NIMHD), and the Office of Behavioral and Social Sciences Research (OBSSR) intend to jointly fund the Adolescent Brain Cognitive Development (ABCD) Study Consortium using the cooperative agreement award mechanism.  The objective of the consortium is to establish a national, multisite, longitudinal cohort study to prospectively examine the neurodevelopmental and behavioral effects of substance use from early adolescence (approximately age 9-10) through the period of risk for substance use and substance use disorders.

NIDA and the following NIH Institutes, Centers, and Programs, NIAAA, NICHD, NIMH, NIMHD, NINDS, and ECHO intend to publish a funding opportunity announcement to solicit applications to propose and test the feasibility of research study designs addressing the impact of pre- and postnatal substance exposure (including opioids, opioid treatment medications, cannabis, alcohol, tobacco, other prescription or illicit substances, alone or in combination) on brain, social, and behavioral development, mental illness, and substance use. In addition to planning and testing the feasibility of study designs, awardees will be expected to participate in several grantee meetings to share lessons learned and begin to develop the network of sites needed to conduct this study.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for the fiscal year (FY) 2018 Minority Fellowship Program (Short Title: MFP). The purpose of this program is to reduce behavioral health disparities and improve healthcare outcomes for racial and ethnic minority populations by: (1) increasing the knowledge of behavioral health professionals on issues related to treatment and recovery support for individuals who are from racial and ethnic minority populations and have a substance use disorder (SUD); (2) improving the quality of SUD treatment services delivered to racial and ethnic minority populations; and (3) increasing the number of culturally competent professionals in psychology focusing on services appropriate for those with SUDs, addiction psychiatry, and addiction medicine who teach, administer services, conduct research, and provide direct SUD services to racial and ethnic minority populations. The SUD treatment and recovery needs of racial and ethnic minority communities in the United States have been historically unmet due to the scarcity of practitioners equipped to address this population's needs. The MFP increases the number of behavioral health professionals with knowledge of issues related to treatment and recovery support for SUD among racial and ethnic minority populations. This program aims to specifically expand the training of professionals with a focus in psychology, addiction psychiatry, and addiction medicine.

This funding opportunity announcement (FOA) encourages applications for institutional research career development (K12) programs that propose to support intensive supervised research training and career development experiences for clinician scientists (Scholars) leading to research independence in the area of substance use and substance use disorder research. This FOA allows appointment of scholars proposing to serve as the lead investigator of an independent clinical trial; or proposing a separate ancillary study to an existing trial; or proposing to gain research experience in a clinical trial led by another investigator, as part of their research and career development. For this FOA, clinician scientists may include (but are not limited to) physicians, clinical psychologists, epidemiologists, doctoral level social workers, pharmacists, and behavioral scientists. Scholars are expected to be supported for 3­5 years on consecutive 12­month appointments. Candidates selected for support as scholars must hold a doctorate and commit a minimum of 9 person­months (equivalent to 75% of full-time professional effort) to conducting clinical research and career development activities associated with the proposed program.

The purpose of this program is to (1) enhance services for all students at risk for suicide, depression, serious mental illness, and substance use disorders that can lead to school failure; (2) prevent mental and substance use disorders; (3) promote help-seeking behavior and reduce stigma; and (4) improve the identification and treatment of at-risk students so that students can successfully complete their studies. The goal is to assist campuses in developing a comprehensive, collaborative, and well-coordinated approach to support prevention efforts and early identification and intervention activities with students at risk for suicide, serious mental illness, and/or substance related overdose or injury.

Avenir means future in French, and this award looks toward the future by supporting early stage investigators proposing highly innovative studies. The award will support those in an early stage of their career who may lack the preliminary data required for an R01 grant, but who propose high impact research and who show promise of being tomorrow's leaders in the field. NIDA has developed two Avenir Award Programs, one for HIV/AIDS research and the other for genetics or epigenetics studies. The Genetics or Epigenetics of Substance Use Disorders Avenir Award program supports early stage investigators proposing highly innovative studies that open new areas of research for the genetics or epigenetics of addiction. These may be novel methods or approaches that can potentially be applied to the analysis of the genetics or epigenetics of addiction. Investigators outside the field of addiction interested in applying their novel approaches to the genetics or epigenetics of addiction are encouraged to apply. The award will support those in an early stage of their career who may lack the preliminary data required for an R01 grant, but who propose high impact research and who show promise of being tomorrow's leaders in the field of genetics or epigenetics of substance use disorders.

The goal of this FOA is to support doctoral candidates from a variety of academic disciplines for up to two years for the completion of the doctoral dissertation research project. Research projects should align with NIDA funding priorities detailed here (https://www.drugabuse.gov/funding/funding-priorities) or within the NIDA Strategic Plan (https://www.drugabuse.gov/about-nida/2016-2020-nida-strategic-plan). This award will facilitate the entry of promising new investigators into the field of substance use/substance use disorder (SU(D) research, enhancing the pool of highly talented SU(D) researchers. Applications are particularly encouraged from those who can contribute to diversifying the research workforce as described in the Notice of NIH's Interest in Diversity (NOT-OD-20-031).

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this NIAAA/NIDA R25 program is to support educational activities that foster a better understanding of biomedical, behavioral, and clinical research on alcohol and other substance use disorders and their implications. To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Outreach. Specifically, this FOA will support projects designed to engage practicing health care professionals in education about current and emerging knowledge derived from scientific research on the neurobiology, epidemiology, prevention, and/or treatment of alcohol and other substance use disorders and related health conditions.

This initiative will support projects that exploit Omics assays to address outstanding questions regarding molecular regulation of persistent HIV (e.g. latency or reservoirs) in the context of chronic substance use or substance use disorder (SUD).

The Drug-Free Communities Support Program provides grants to community coalitions working to prevent and reduce substance use among youth, which will ultimately reduce substance abuse among adults. The application deadline is March 29, 2018.

This Funding Opportunity Announcement (FOA) uses a R61/R33 Phased Innovation Award mechanism to support clinical research applications that are exploratory and developmental in nature and focus on understanding the neurobiological mechanisms underlying Substance Use Disorders (SUD), including fundamental brain function relevant to substance use.

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this NIDA R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nations biomedical, behavioral and clinical research needs. This FOA is intended to support research education activities that enhance the knowledge of substance use and substance use disorder research. The program is intended for those in clinically focused careers and/or those training for careers as clinicians/health service providers, clinical researchers, or optimally a combination of the two. This mechanism may not be used to support non-research-related clinical training.
