The purpose of the HHS OMH is to improve minority health and the quality of health care minorities receive and to work to eliminate racial and ethnic disparities, including through awarding grants and cooperative agreements with organizations in communities of color to develop specific efforts to improve the health status of racial and ethnic minorities. To support HHS Secretary Price’s three priorities, combating opioid abuse, childhood and adolescent obesity, and serious mental illness , OMH is supporting initiatives to reduce significant health disparities impacting minorities and/or disadvantaged populations through the implementation of evidence-based strategies with the greatest potential for impact. Opioid Abuse Deaths from drug overdoses, driven by prescription and illicit opioid overdoses, have been identified as a significant public health crisis in the United States.

This FOA will use an NIH Small Research Grant (R03) award mechanism and seeks to facilitate the entry of beginning investigators into the field of behavioral science research related to drug abuse. R03 projects will be supported for one year to allow gathering of pilot data with the intent that PDs/PIs become better positioned to seek additional support for independent research programs. To be appropriate for a B/Start award, research must be primarily focused on behavioral processes and research questions.

The purpose of this Funding Opportunity Announcement (FOA) is to support research that advances compounds towards FDA approval by leveraging NIDA funds with the strengths and resources of outside organizations, such as for-profit and not-for-profit entities, including academic institutions, pharmaceutical and biotechnology companies, private and public foundations, and small businesses. Applications from single entities that possess considerable resources for medications development will also be considered, provided the entity demonstrates a significant resource commitment to the proposed project. A resource commitment from a single entity could, for example, consist of salary support for key personnel or production and formulation of clinical trial material. It is anticipated that in comparison with traditional grant-funded research, strategic alliances will increase the pace at which medications to treat Substance Use Disorders (SUDs) move through the drug development process. Both the project period and budget of the grant are consistent with the objective of accelerating the pace of medications development compared to traditional research project grant funding. Project aims can range from the development of a new molecular entity to the expansion of an existing medication's clinical indication(s). Each project should have a defined entry and exit point in the medications development pathway, with the objective of advancement in the FDA approval process. It is hoped that support for these collaborations will accelerate the rate of medications development for SUDs.

The purpose of this Funding Opportunity Announcement (FOA) is to invite R01 applications to support biomedical and behavioral research that will provide scientific data to inform regulation of tobacco products to protect public health. Research Projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). The awards under this FOA will be administered by NIH using funds that have been made available through FDA CTP and the Family Smoking Prevention and Tobacco Control Act (P.L. 111-31). Research results from this FOA are expected to generate findings and data that are directly relevant in informing the FDA's regulation of the manufacture, distribution, and marketing of tobacco products to protect public health. The purpose of this Funding Opportunity Announcement (FOA) is to support New Investigators in the biomedical, behavioral, and social sciences who are in the early stages of establishing independent careers in tobacco regulatory research. The R03 grant mechanism supports different types of projects including pilot and feasibility studies; secondary analysis of existing data; small, self-contained research projects; development of research methodology; and development of new research technology. Applicants are encouraged to conduct projects that ultimately have potential to inform regulations on tobacco product manufacturing, distribution, and marketing. Research projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP) as mandated by the Family Smoking Prevention and Tobacco Control Act (FSPTCA), Public Law 111-31.

The purpose of this award is to support outstanding basic and/or clinical researchers with the vision and expertise to translate research discoveries into medications for the treatment of Substance Use Disorders (SUDs) stemming from tobacco, cannabis, cocaine, methamphetamine, heroin, or prescription opiate use. Eligible applicants must demonstrate the ability to develop molecules with the potential to treat SUDs and advance them in the drug development continuum. The ultimate goal of this FOA is to bring molecules closer to FDA approval. The UG3/UH3 Phased Innovation Awards Cooperative Agreement involves 2 phases. The UG3 will support a project with specific milestones to be accomplished at the end of the 2-year period. The UH3 will provide funding for 3 years to a project that successfully completed the milestones set in the UG3. UG3 projects that have met their milestones will be administratively considered by NIDA and prioritized for transition to the UH3 phase. Investigators responding to this FOA must address both UG3 and UH3 phases.

Emotional well-being has been defined as an overall positive state of one's emotions, life satisfaction, sense of meaning and purpose, and ability to pursue self-defined goals (Feller SC, Castillo EG, Greenberg JM, et al. Emotional well-being and public health: proposal for a model national initiative. Public Health Reports. 2018;133(2):136-141). Elements of emotional well-being include a sense of balance in emotion, thoughts, social relationships, and pursuits, or lack thereof. The relative importance of each construct will vary across subpopulations and developmental stages. Currently, fundamental consensus concerning the definition and components of emotional well-being, as well as what interventions promote emotional well-being, either as a mediator of health outcomes or as an end in itself, is lacking. In April 2018, the National Center for Complementary and Integrative Health (NCCIH) and the Office of Behavioral and Social Sciences Research (OBSSR), in collaboration with other NIH Institutes, Centers, and Offices (National Institute on Aging (NIA), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institute on Drug Abuse (NIDA), National Institute of Mental Health (NIMH)), sponsored a roundtable discussion with the following goals: (1) to gain a deeper insight into the existing research on the role of emotional well-being in health; (2) to create a trans-NIH research program focused on developing, testing, and implementing intervention strategies to promote emotional well-being.

Research program focus areas identified by the foundation include: Pediatric Health - Projects that promote health and prevent or treat disease. Of particular interest are applied research projects focused on reducing the incidence of neonatal and early childhood illnesses, or those aimed at improving cognitive, social, and emotional aspects of development. Pediatric Nutrition - Projects that assure adequate nutrition to infants and young children, including applied research that evaluates the provision of specific nutrients and their related outcomes. Environmental Hazards (Nutrient Competitors) - Projects that document the impact of, or ameliorate the effects of, environmental hazards on the growth and development of infants and young children. Major target areas for research include new diagnostic tools that might be more rapid, more specific, more sensitive, or less invasive; treatment regimens that are novel, less stressful or painful, more targeted, have fewer side effects, and/or provide optimal dosing; symptom relief; preventative measures; assessment of deficiencies or excesses (vitamins, minerals, drugs, etc.); and risk assessment tools or measures for environmental hazards, trauma, etc. The foundation is interested in supporting projects that will result in "new" information, treatments, or tools that result in a change in practice; it rarely funds projects that are focused on sharing current information with parents or caregivers.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2018 Enhancement and Expansion of Treatment and Recovery Services for Adolescents, Transitional Aged Youth, and their Families grant program (Short Title: Youth and Family TREE). The purpose of this program is to enhance and expand comprehensive treatment, early intervention, and recovery support services for adolescents (ages 12-18), transitional aged youth (ages 16-25), and their families/primary caregivers with substance use disorders (SUD) and/or co-occurring substance use and mental disorders.

One of the most important barriers to the provision and utilization of HIV prevention and care services is stigma, which is defined as an identity marked by disgrace, disapproval or shame, which often leads to discriminatory treatment by others. This RFA supports formative research to support development of stigma reduction interventions, as well as pilot or feasibility studies of new or adapted interventions to reduce stigma that impedes the provision and utilization of HIV care and prevention services.

Prevention Education for Youth Best Practices in Pain Medication Use and Patient Engagement: Community-Level Response to the Opioid Crisis: The Cardinal Health Foundation has engaged content specialists to provide technical assistance to grantees and to create learning communities. We also anticipate convening grantees within the next 12 months for further learning.

The award will support those in an early stage of their career who may lack the preliminary data required for an R01 grant, but who propose high impact research and who show promise of being tomorrow's leaders in the field. NIDA has developed two Avenir Award Programs, one for HIV/AIDS research and the other for genetics or epigenetics studies. The Genetics or Epigenetics of Substance Use Disorders Avenir Award program supports early stage investigators proposing highly innovative studies that open new areas of research for the genetics or epigenetics of addiction. These may be novel methods or approaches that can potentially be applied to the analysis of the genetics or epigenetics of addiction. Investigators outside the field of addiction interested in applying their novel approaches to the genetics or epigenetics of addiction are encouraged to apply. The award will support those in an early stage of their career who may lack the preliminary data required for an R01 grant, but who propose high impact research and who show promise of being tomorrow's leaders in the field of genetics or epigenetics of substance use disorders.
