A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established Food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of Food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive Food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for Food safety training, education, and technical assistance. The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address Food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Contribute to the research, knowledge base and development of Food safety systems globally due to the increasingly diverse and complex Food supply. 3. Enhance and broaden FDA's ability to address global Food safety, nutrition, and public health issues associated with Food. 4. Provide opportunities to leverage additional resources of other countries. 5. Support the FDA Food Safety Modernization Act (FSMA) and FDA's International Food Safety Capacity Building Plan, which emphasizes the concept of preventing Food safety-related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide Food safety. 6. Support Food safety, nutrition and public health programs that align with FDA's mission.

The Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Partnerships and Operational Policy (OPOP), Office of Partnerships (OP), is announcing the availability of up to $2,100,000 in FY 2019 to be awarded under Limited Competition to State animal Food regulatory programs.  The intended outcome of this FOA is to advance efforts for a nationally integrated animal Food safety system through the implementation and advancement of the Animal Feed Regulatory Program Standards (AFRPS) by State animal Food regulatory programs. The AFRPS allows for the development of risk-based animal Food safety programs by establishing a uniform basis for measuring and improving the performance of State animal Food regulatory programs in the Unites States.  By achieving and sustaining implementation of these program Standards, Federal and State Food regulatory programs can better direct their regulatory activities toward reducing Foodborne illness attributed to animal Food safety hazards in animal Food material/supply facilities.  Consequently, the safety and security of the United States animal Food supply will improve.

The intended outcome of this cooperative agreement is to advance the goal of a national food safety system by supporting and enhancing state food laboratory activities including: 1. Ensuring microbiological and chemical food analyses performed on behalf of the State manufactured food regulatory programs are conducted within the scope of an ISO/IEC 17025 accredited laboratory; 2. Strengthening the collaboration between the laboratories and State manufactured food regulatory programs; 3. Increasing the number of State samples collected and analyzed for surveillance purposes annually; 4. Developing a stronger international rapid surveillance system for pathogen traceback through the GenomeTrakr network using a minimum set of metadata fields for all food and environmental isolates; and 5. Providing additional support to the State food laboratories through an outside association to offer trainings, workshops, meetings and other educational resources to awardees under this cooperative agreement and to unfunded laboratories seeking ISO/IEC 17025 accreditation.

FDA is announcing its intention to receive and consider a single source application for the award of a cooperative agreement in fiscal year 2018 to the University of California-Davis (UC Davis) to support the Western Center for Food Safety (WCFS). The purposes of this continued support are to 1. Carry out multidisciplinary applied research that addresses "real world" issues related to Food safety and Food defense, agricultural practices, and the impact of agricultural practices on subsequent Food processing associated with FDA-regulated products; 2. Develop and implement outreach and communication programs with stakeholders to identify research needs and to facilitate the utilization of the knowledge produced by the research program; 3. Provide opportunities to leverage additional resources among U.S. government agencies, non-governmental organizations, universities, industry, and consumers to achieve real-world solutions that address Food safety and Food defense issues. 4. Support the implementation of the Food Safety Modernization Act (FSMA) through research, education, and outreach with particular emphasis on the science behind the standards associated with the produce safety and preventive controls regulation.

The FSIS FERN Cooperative Agreement program provides FSIS food defense capacity and supports the agency's mission of food safety in the event of a national emergency. Any or all of the CAP initiatives may allow the selected laboratories to provide surge capacity testing for food defense events and special project testing for food defense and/or food safety topics. Laboratories will be involved in on-going testing of food matrices for food defense analytes, method development, method validation, and special directed projects that meet FSIS food safety needs. Long term planning is not always possible for these activities, so laboratories with the capability to respond quickly and with the greatest variety of capabilities will be necessary to support the needs of FSIS.

In FY 2019, NIFA's CFP intends to solicit applications and fund two types of grants. The types are entitled (1) Community Food Projects (CFP) and (2) Planning Projects (PP). The primary goals of the CFP are to: Meet the Food needs of low-income individuals through Food distribution, community outreach to assist in participation in Federally assisted nutrition programs, or improving access to Food as part of a comprehensive service; Increase the self-reliance of communities in providing for the Food needs of the communities; Promote comprehensive responses to local Food access, farm, and nutrition issues; and Meet specific state, local or neighborhood Food and agricultural needs including needs relating to: Equipment necessary for the efficient operation of a project; Planning for long-term solutions; or The creation of innovative marketing activities that mutually benefit agricultural producers and low-income consumers.

This Request for Applications (RFA) encourages applications for developing and testing existing approaches in conjunction with computational and mathematical approaches to deepen our understanding of the complex relationship between the food system, health, and the environment. Projects funded in response to this RFA will examine multiple food-system interventions and environmental factors to address how components of a system function within the context of their environment and the collective behaviors that arise from individual elements or parts of the food system working together to alleviate food insecurity and increase health outcomes. Often, properties associated with certain interventions are actually properties of the relationships and interactions between interventions and their environment. The ultimate goal of this RFA is to encourage food system level transformations that lead to positive health outcomes and increases economic opportunities within a community.

The Healthy, Hunger-Free Kids Act of 2010 (HHFKA) amended Section 18 of the Richard B. Russell National School Lunch Act (NSLA) to establish a Farm to School Program in order to assist eligible entities, through grants and technical assistance, in implementing farm to school programs that improve access to local foods in eligible schools. To fulfill the farm to school mandate in the HHFKA, $5 million is provided to the United States Department of Agriculture (USDA) on an annual basis to support grants, technical assistance, and the Federal administrative costs related to USDA's Farm to School Program. The USDA Farm to School Program is housed within the food and Nutrition Services' (FNS) Office of Community food Systems (OCFS). This request for applications (RFA) provides additional details regarding the grants component of the USDA Farm to School Program. The Secretary of Agriculture was also directed through the HHFKA to ensure geographical diversity and equitable treatment of urban, rural, and tribal communities, as well as give the highest priority to funding projects that, as determined by the Secretary - (a) Make local food products available on the menu of the eligible school; (b) Serve a high proportion of children who are eligible for free or reduced price lunches; (c) Incorporate experiential nutrition education activities in curriculum planning that encourage the participation of school children in farm and garden-based activities; (d) Demonstrate collaboration between eligible schools, nongovernmental and community-based organizations, agricultural producer groups, and other community partners; (e) Include adequate and participatory evaluation plans; (f) Demonstrate the potential for long-term program sustainability; and, (g) Meet any other criteria that the Secretary determines appropriate.

This cooperative agreement funding opportunity is a continuation towards the development of the Integrated Food Safety System (IFSS) National Curriculum Standard (NCS) for the various jobs within the human Food, animal Food, and laboratory regulatory programs (retail Food, human manufactured Food, animal Food, produce, milk, lab, and shellfish) with the ability to expand into other program areas as directed (pharmaceuticals, medical devices, radiological health, imports, bioresearch monitoring, tobacco, leadership and management or other training programs OTED, is or becomes responsible for); continuation of conducting course deliveries, researching and assessing stakeholder training needs; researching the effectiveness of current training models; development of a curriculum tracking database; and the design, development and/or evaluation of new or existing web and classroom courses, materials, and job aids for classroom or field training as directed.

Projects will also facilitate the integration of Food safety standards and guidance with a variety of agricultural production systems, encompassing conventional, sustainable, organic, and conservation and environmental practices.

NIFA requests applications for the Food and Agriculture Education Information System (FAEIS) for fiscal year (FY) 2018 to maintain a national Food and agricultural education information system that contains information on enrollment, degrees awarded, faculty, employment placement, and other similar information in the Food and agricultural sciences. The Food and Agriculture Education Information System (FAEIS) is a comprehensive database that gathers information, on a voluntary basis, from degree granting institutions of higher education on student enrollment in Food, Agriculture, Natural Resources, and Human Sciences (FANH) sciences, degrees awarded, and graduate placement at all degree levels and by gender, race, and other relevant categories. In addition, data is collected on faculty salaries by rank and discipline.

The purpose of this Funding Opportunity Announcement (FOA) is to support enhanced human and animal food safety by strengthening the capacity, collaboration, and integration of food-safety laboratories and networks, thereby facilitating an effective and coordinated response to future human and animal food safety issues. The current FOA solicits applications from FDA's Veterinary Laboratory Investigation and Response Network laboratories for research related to emerging public food safety issues identified by the Vet-LIRN network office (VPO), for equipment and personnel necessary to expand laboratory capability and capacity, and for other related activities. This cooperative agreement program is intended to build domestic laboratory capacity as put forth in the food Safety Modernization Act (FSMA), by developing the Vet-LIRN laboratory Network capabilities and capacity to investigate potential animal foodborne illness outbreaks.

The Borlaug International Agricultural Science and Technology Fellowship Program (Borlaug Fellowship Program) advances USDA's agricultural research goals of promoting collaborative programs among agricultural professionals of eligible countries, agricultural professionals of the United States, the international agricultural research system, and United States entities conducting research by providing fellowships to individuals from eligible countries who specialize or have experience in agricultural education, research, extension, or other related fields.
