    A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established Food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of Food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive Food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for Food safety training, education, and technical assistance.     The Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Partnerships and Operational Policy (OPOP), Office of Partnerships (OP), is announcing the availability of up to $2,100,000 in FY 2019 to be awarded under Limited Competition to State animal Food regulatory programs.  The intended outcome of this FOA is to advance efforts for a nationally integrated animal Food safety system through the implementation and advancement of the Animal Feed Regulatory Program Standards (AFRPS) by State animal Food regulatory programs. The AFRPS allows for the development of risk-based animal Food safety programs by establishing a uniform basis for measuring and improving the performance of State animal Food regulatory programs in the Unites States.  By achieving and sustaining implementation of these program Standards, Federal and State Food regulatory programs can better direct their regulatory activities toward reducing Foodborne illness attributed to animal Food safety hazards in animal Food material/supply facilities.  Consequently, the safety and security of the United States animal Food supply will improve.

    The intended outcome of this cooperative agreement is to advance the goal of a national food safety system by supporting and enhancing state food laboratory activities including: 1. Ensuring microbiological and chemical food analyses performed on behalf of the State manufactured food regulatory programs are conducted within the scope of an ISO/IEC 17025 accredited laboratory; 2. Strengthening the collaboration between the laboratories and State manufactured food regulatory programs; 3. Increasing the number of State samples collected and analyzed for surveillance purposes annually; 4. Developing a stronger international rapid surveillance system for pathogen traceback through the GenomeTrakr network using a minimum set of metadata fields for all food and environmental isolates; and 5. Providing additional support to the State food laboratories through an outside association to offer trainings, workshops, meetings and other educational resources to awardees under this cooperative agreement and to unfunded laboratories seeking ISO/IEC 17025 accreditation.

FSIS FERN Cooperative Agreement Program - 0 views

    The FSIS FERN Cooperative Agreement program provides FSIS food defense capacity and supports the agency's mission of food safety in the event of a national emergency. Any or all of the CAP initiatives may allow the selected laboratories to provide surge capacity testing for food defense events and special project testing for food defense and/or food safety topics. Laboratories will be involved in on-going testing of food matrices for food defense analytes, method development, method validation, and special directed projects that meet FSIS food safety needs. Long term planning is not always possible for these activities, so laboratories with the capability to respond quickly and with the greatest variety of capabilities will be necessary to support the needs of FSIS.

    This Request for Applications (RFA) encourages applications for developing and testing existing approaches in conjunction with computational and mathematical approaches to deepen our understanding of the complex relationship between the food system, health, and the environment. Projects funded in response to this RFA will examine multiple food-system interventions and environmental factors to address how components of a system function within the context of their environment and the collective behaviors that arise from individual elements or parts of the food system working together to alleviate food insecurity and increase health outcomes. Often, properties associated with certain interventions are actually properties of the relationships and interactions between interventions and their environment. The ultimate goal of this RFA is to encourage food system level transformations that lead to positive health outcomes and increases economic opportunities within a community.

    The Healthy, Hunger-Free Kids Act of 2010 (HHFKA) amended Section 18 of the Richard B. Russell National School Lunch Act (NSLA) to establish a Farm to School Program in order to assist eligible entities, through grants and technical assistance, in implementing farm to school programs that improve access to local foods in eligible schools. To fulfill the farm to school mandate in the HHFKA, $5 million is provided to the United States Department of Agriculture (USDA) on an annual basis to support grants, technical assistance, and the Federal administrative costs related to USDA's Farm to School Program. The USDA Farm to School Program is housed within the food and Nutrition Services' (FNS) Office of Community food Systems (OCFS). This request for applications (RFA) provides additional details regarding the grants component of the USDA Farm to School Program. The Secretary of Agriculture was also directed through the HHFKA to ensure geographical diversity and equitable treatment of urban, rural, and tribal communities, as well as give the highest priority to funding projects that, as determined by the Secretary - (a) Make local food products available on the menu of the eligible school; (b) Serve a high proportion of children who are eligible for free or reduced price lunches; (c) Incorporate experiential nutrition education activities in curriculum planning that encourage the participation of school children in farm and garden-based activities; (d) Demonstrate collaboration between eligible schools, nongovernmental and community-based organizations, agricultural producer groups, and other community partners; (e) Include adequate and participatory evaluation plans; (f) Demonstrate the potential for long-term program sustainability; and, (g) Meet any other criteria that the Secretary determines appropriate.
