The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. The U.S. Small Business Administration (SBA) issues Program Announcement No. OSBDC-2018-03 to invite applications from public or private institution of higher education; a land-grant college or university; a college or school of business, engineering, commerce, or agriculture; a community or junior college; a currently operating Women's Business Center under § 29 of the Small Business Act; or a combination of two or more of these entities and must conduct a majority of its operations within, and be physically headquartered in, the State of Louisiana.

The SBIR program, as established by law, is intended to meet the following goals: stimulate technological innovation in the private sector; strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs; increase the commercial application of Federally-supported research results; foster and encourage participation by socially and economically disadvantaged small business concerns and women-owned business concerns in the SBIR program; and improve the return on investment from Federally-funded research for economic and social benefits to the Nation.

The Office of Research Infrastructure Programs (ORIP) supports research-related resources that create, develop, preserve and supply a variety of high-quality animal models, and related biological materials. ORIP also supports the development and implementation of tools and devices that directly benefit the welfare of research animals, improve handling of laboratory animals, and ease the management of animal facilities. This Funding Opportunity Announcement (FOA) encourages small business concerns to submit Small Business Technology Transfer (STTR) grant applications that propose innovative approaches and technologies to further develop, improve and facilitate the use of animal models and related biological materials, to meet new biomedical challenges related to improvements in the health of humans and the welfare of animal models.

The Public Affairs Section of the U.S. Consulate in Kolkata (PAS Kolkata) seeks proposals for a project entitled "Food Diplomacy: A Recipe for Entrepreneurship." Under this project, PAS Kolkata will partner with a grantee to implement a two-day workshop with approximately 20-30 participants from Sri Lanka, Nepal, Bangladesh, and East India. Participants should be business professionals from the food industry who have a moderate to higher level of experience in the industry. The majority of the workshop will be led by 2-3 speakers/entrepreneurs from the United States who have significant expertise in food-based business and entrepreneurial ventures.

The Farm Business Management and Benchmarking (FBMB) Competitive Grants Program provides funds for improving the farm management knowledge and skills of agricultural producers by maintaining and expanding a national, publicly available farm financial management database to support improved farm management.

As a leading poultry meat producer and distributor, TFC, part of ADG, is dedicated to contributing to a circular society and are now looking for ideas which can be realized and technologies that help to find an 'environmentally positive' second life for their waste products. TFC are seeking new uses and processing technologies for the waste generated by their farms. Their goal is that the waste produced becomes useful raw materials that can be used in other processes or high added value products for their core business. In a nutshell, TFC would like the waste to become of value to the company and to the environment. This would allow TFC to offset all the costs of disposal and eventually, it should generate a 'clean & green' revenue from the waste. Fresh thinking about the uses and the value of the waste could lead to new business models or cost-effective solutions that will make TFC's waste valuable and promote environmentally friendly reuse or recycling of the generated waste streams. The focus of this challenge is to find a solution that will process chicken farm waste in a cost-effective, commercially viable manner to create a positive impact on TFC as a corporate entity, on the environment in the Kingdom of Saudi Arabia and ultimately global ecosystem.

FSMIP provides matching funds on a competitive basis to assist eligible entities explore new market opportunities and to encourage research and innovation aimed at improving the efficiency and performance of the U.S. agricultural marketing system. Proposals may focus on addressing barriers, overcoming challenges or realizing opportunities manifesting at any stage of the marketing chain including direct, wholesale, and retail. Proposals must have a strong marketing focus, must involve research, and the primary beneficiaries must be agricultural producers and agribusinesses. Proposals that involve training or education programs must include a research component that tests the effects of the program on the marketing goals. Proposals may involve small, medium or large scale agricultural entities but should benefit multiple producers or agribusinesses. Proposals that benefit one business or individual will not be considered. Proposals that address issues of importance at the State, multi-State, or national level are appropriate for FSMIP. Of particular interest are proposals that reflect a collaborative approach between the States, academia, the farm sector and other appropriate entities and stakeholders.

The purpose of the Aquaculture Research program is to support the development of an environmentally and economically sustainable aquaculture industry in the U.S. and generate new science-based information and innovation to address industry constraints. Over the long term, results of projects supported by this program may help improve the profitability of the U.S. aquaculture industry, reduce the U.S. trade deficit, increase domestic food security, provide markets for U.S.-produced grain products, increase domestic aquaculture business investment opportunities, and provide more jobs for rural and coastal America. The Aquaculture Research program will fund projects that directly address major constraints to the U.S. aquaculture industry and focus on one or more of the following program priorities: (1) Genetics of commercial aquaculture species. (2) Critical disease issues impacting aquaculture species. (3) Design of environmentally and economically sustainable aquaculture production systems. (4) Economic research for increasing aquaculture profitability.

This program supports research and extension projects that have robust collaborations to increase the participation of women and underrepresented minorities from rural areas in science, technology, engineering, and mathematics fields that are relevant to USDA priorities identified by the Secretary: (i) Promotion of a safe, sufficient, and nutritious food supply for all Americans and for people around the world; (ii) Sustainable agricultural policies that foster economic viability for small and mid-sized farms and rural businesses, protect natural resources, and promote value-added agriculture; (iii) national leadership in climate change mitigation and adaptation; (iv) Building a modern workplace with a modern workforce; and (v) Support for 21st century rural communities.

The objective of Powering Agriculture: An Energy Grand Challenge for Development (PAEGC) is to support new and sustainable approaches to accelerate the development and deployment of Clean Energy Solutions (CES)for increasing agriculture productivity and/or value in developing countries. Such solutions are those that integrate clean energy technologies and innovative business models to: (i) Enhance agricultural yields/productivity; (ii) Decrease post-harvest loss; (iii) Improve farmer and agribusiness income generating opportunities and revenues; and/or (iv) Increase energy efficiency and associated savings within the operations of farms and agribusinesses - while stimulating low carbon economic growth within the agriculture sector of developing countries.

Approximately$11.5 million in competitive grant funds in fiscal year (FY) 2019 is availablefor award through the Local Food Promotion Program (LFPP). LFPP is a component of the Farmers Market and Local Food PromotionProgram (FMLFPP), which is authorized by the 2018 Farm Bill under the LocalAgriculture Marketing Program (LAMP). The goal of LFPP grants are to develop, coordinateand expand local and regional food business enterprises that engage asintermediaries in indirect producer to consumer marketing to help increaseaccess to and availability of locally and regionally produced agricultural products.LFPP offers both Planning and Implementation projects. For LFPP Planning, theminimum award is 25,000 and a maximum of $100,000for up to 18 months (1.5 years). Applicantsare expected to begin on September 30, 2019 and be completed by March 31, 2021.For LFPP Implementation projects, the minimum award is $100,000 and a maximumof $500,500 for a period of 36 months (3 years). Applicants are expected tobegin September 30, 2019 and be completed by September 29, 2022. Matching funds of 25% of the Total Federalportion of the grant is required.

As authorized under the Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742A-754; Fish and Wildlife Coordination Act of 1958, 16 U.S.C. 661-667(e); Fish and Wildlife Conservation Act, 16 U.S.C. 2901-2911; and the Migratory Bird Treaty Act, 16 U.S.C. 709a, USFWS Region 3 Division of Migratory Birds solicits proposals for its Midwest Migratory Bird Conservation Program. This program provides grants for the conservation of birds that are protected under the Migratory Bird Treaty Act but not Federally-listed as Endangered or Threatened under the Endangered Species Act. Proposals should address projects in the geographic area that includes USFWS Region 3 (Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin); non-breeding season areas important for birds breeding in Region 3 states; or broad-scale actions that will have tangible benefits that include birds in these states. This grant program is listed in the Catalog of Federal Domestic Assistance under CFDA 15.647 Migratory Bird Conservation.This grant program was created in the late 1980s. Funding available for the program fluctuates annually because it is derived from discretionary funds within the USFWSâ¿¿s Midwest Migratory Bird Conservation Programâ¿¿s annual budget and those funds are subject to varying levels of Congressional appropriations and are affected by other program needs.To focus conservation on the highest priority issues with the greatest probability of making a difference for birds, the Midwest Migratory Bird Conservation Program operates under the USFWS business model known as Strategic Habitat Conservation (SHC). SHC integrates biological planning, landscape design, conservation delivery, and monitoring and evaluation in a way that generates adaptive feedback that enables sound decisions and constantly improves our efficiency and effectiveness in conserving birds.

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of up to $10 million in competitive grants to assist communities with extremely high energy costs. The grant funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities where the average annual residential expenditure for home energy exceeds 275% of the national average. Eligible projects also include on-grid and off-grid renewable energy projects and the implementation of energy efficiency and energy conservation projects for eligible communities. Projects cannot be for the primary benefit of a single household or business. Grant funds may not be used for the preparation of the grant application, operating costs, or for the purchase of any equipment, structures, or real estate not directly associated with the provision of community energy services.
