A. Noam Chomsky Global Connections Awards celebrate the power of human connections. The awards recognize distinguished service to the global mission of the STAR Scholars Network. Several individuals with a deep impact on advancing global, social mobility are recognized every year. We live in a time when innovation and creativity in support of humanity are of great importance. The Star Scholars Network recognizes the commitment of concerned people able and willing to make a difference in the lives of others. Nominations for this award are solicited from around the world. The nominee can be from any field. Beginning in 2020, the Star Scholars Network is committed to promoting transnational research, or collaborative research between scholars of two or more countries (e.g., joint publications, research partnerships, etc.). The Global Connections Awards recognize STAR Scholars for their achievements and distinctive contributions to translational research that demonstrates the very best of scholarly collaboration among scholars around the world. A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance. The Animal Welfare Institute (AWI) is now accepting applications for its 2016 Christine Stevens Wildlife Awards. This award program, named in honor of the organization's late founder and president for over 50 years, provides grants of up to $10,000 to award recipients to help spur innovative research on humane, nonlethal tools and techniques for wildlife conflict management and for studying wildlife.

The United States Agency for International Development (USAID) is seeking concept notes for a cooperative agreement from qualified U.S. organizations to fund a program entitled Feed the Future Innovation Lab for Food Security Policy Research, Capacity, and Influence. Eligibility for this award is restricted to Title XII institutions. See Section C of this RFA for eligibility requirements. Subject to the availability of funds, an award will be made to the responsible applicant(s) whose application(s) best meets the objectives of this funding opportunity and the selection criteria contained herein. Approximately$11.5 million in competitive grant funds in fiscal year (FY) 2019 is availablefor award through the Local Food Promotion Program (LFPP). LFPP is a component of the Farmers Market and Local Food PromotionProgram (FMLFPP), which is authorized by the 2018 Farm Bill under the LocalAgriculture Marketing Program (LAMP). The goal of LFPP grants are to develop, coordinateand expand local and regional food business enterprises that engage asintermediaries in indirect producer to consumer marketing to help increaseaccess to and availability of locally and regionally produced agricultural products.LFPP offers both Planning and Implementation projects. For LFPP Planning, theminimum award is 25,000 and a maximum of $100,000for up to 18 months (1.5 years). Applicantsare expected to begin on September 30, 2019 and be completed by March 31, 2021.For LFPP Implementation projects, the minimum award is $100,000 and a maximumof $500,500 for a period of 36 months (3 years). Applicants are expected tobegin September 30, 2019 and be completed by September 29, 2022. Matching funds of 25% of the Total Federalportion of the grant is required.

The Food and Nutrition Service (FNS) expects to fund a competitive cooperative agreement award of approximately $3 million in Fiscal Year 2017 to a qualified applicant to develop, design, promote, conduct, and evaluate a training initiative that will equip State agencies administering CACFP with the knowledge and skills necessary to then effectively train and provide technical assistance on key topics to CACFP operators (including CACFP institutions such as sponsoring organizations and/or independent centers as well as CACFP facilities including child care centers and day care homes). This award is contingent upon the availability of funds. FNS may fund this project, in whole or in part, without further competition, in this or subsequent fiscal years. The training tools, resources, or programs developed under this grant should support the activities of those who administer CACFP and/or improve service delivery that ultimately benefits program participants. Section 17 of the Richard B. Russell National School Lunch Act (42 U.S.C. 1766) provides authority to assure the effective and proper administration of the Child and Adult Care Food Program. Under this program, subject to the availability of funds, the Secretary of Agriculture may award competitive grants and cooperative agreements for the support of training programs.

The Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Training Education and Development (OTED) is announcing the availability of a cooperative agreement to be awarded under a Limited Competition. FDA can guarantee one year of funding with the possibility of up to four years of additional, noncompetitive support, dependent on performance and continued availability of federal funds.The national associations /organizations eligible to apply for funding under this cooperative agreement must be a national association/organization that represents State and local laboratories that conduct food and/or animal feed testing on behalf of State and local regulatory programs.The awardee will be required to sub award a minimum of 25% of the funds received under this award to at least two different associations to meet the goals of the cooperative agreement. One association must represent state manufactured food regulatory officials and the other association must represent state animal feed regulatory officials.

The U.S. Department of State Bureau of East Asia Pacific Affairs (EAP) announces an open competition for awards (from $15,000 up to $50,000) to support local and regional small-scale projects in eligible countries in Southeast Asia. Since fiscal year 2014, EAP has awarded and administered regional grants in the EAP region. These awards are funded through EAP Regional foreign assistance funds, and managed by the OES Regional Environment Officer (REO) posted in Bangkok.

USDA anticipates issuing up to two awards to improve developing countries ability to meeting food and fiber needs as well as strengthen trade linkages between the United States and selected countries. Each award is expected to support up to nine (9) fellows. Programs for fellows are expected to last 8-9 months in concurrence with the host country's academic year. After selection, recipients will be expected to identify fellows, proposing selections to USDA for final concurrence. Although each fellow should be assigned a specific country and site, USDA envisions fellows will participate as a cohesive cohort, rather than at individual times, and applicants should prepare their approach accordingly. Award recipients will be required to work with relevant FAS Posts, as well as appropriate U.S. Embassy personnel, on all programmatic issues including providing periodic updates on program implementation.tional FFA Organization and the National 4-H

The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2017 Acer Access and Development Program (Acer). AMS will competitively award grants to eligible applicants for projects that support the efforts of States, tribal governments, and research institutions to promote the domestic maple syrup industry through activities associated with: promotion of research and education related to maple syrup production; promotion of natural resource sustainability in the maple syrup industry; market promotion for maple syrup and maple-sap products; encouragement of owners and operators of privately held land containing species of trees in the genus Acer-to initiate or expand maple-sugaring activities on the land; or to voluntarily make the land available, including by lease or other means, for access by the public for maple-sugaring activities. Eligible applicants include States, tribal governments, and research institutions.Approximately $1 million is available in total to fund applications under this solicitation. The maximum award is $350,000.This announcement provides information about the eligibility criteria for applicants and projects, and the application forms and associated instructions needed to apply for an award.

Through this EPA program, college students can benefit people, promote prosperity and protect the planet by designing environmental solutions that move us towards a sustainable future. EPA considers projects that address challenges from a wide range of categories including water, energy, agriculture, built environment, and materials and chemicals. These can be challenges found in the developed or developing world. The P3 Award competition is a two-phase team contest. For the first phase, interdisciplinary student teams compete for $15,000 grants. Recipients use the money to research and develop their design projects during the academic year. The final projects include a Phase I project report and a Phase II proposal. In the spring, all teams submit their reports and proposals. Scores from the reports, proposals and the design presentations are combined into a final overall score for each P3 team. Based on these scores, a panel of expert judges recommend to EPA which teams should receive the EPA P3 Award and the opportunity for Phase II funding. Given to the best student designs, this is an award and opportunity for grant funding up to $75,000 to further the project design, implement it in the field, and move it to the marketplace.

The NIH Director's Transformative Research Award supports individual scientists or groups of scientists proposing groundbreaking, exceptionally innovative, original, and/or unconventional research with the potential to create new scientific paradigms, establish entirely new and improved clinical approaches, or develop transformative technologies. Applications from individuals with diverse backgrounds and in any topic relevant to the broad mission of NIH are welcome. Little or no preliminary data are expected. Projects must clearly demonstrate the potential to produce a major impact in a broad area of biomedical or behavioral research. The NIH Directors Transformative Research Award is a component of the High-Risk, High-Reward Research program of the NIH Common Fund.

The INSPIRE awards program was established to address some of the most complicated and pressing scientific problems that lie at the intersection of traditional disciplines.  It is intended to encourage investigators to submit bold, exceptional proposals that some may consider to be at a disadvantage in a standard NSF review process; it is not intended for proposals that are more appropriate for existing award mechanisms.

The purpose of the NNF Grants Program is to provide funding to support students' training and completion of master's and/or doctoral degree programs in identified national need areas within the Food, Agricultural, Natural Resources, and Human Sciences. Awards made under NNF are specifically intended to support traineeship programs that engage outstanding students to pursue and complete their degrees in areas where there is a national need for the development of scientific and professional expertise in the food and agricultural sciences. NNF awards invest in graduate training and relevant international experiential learning for a cadre of diverse individuals who demonstrate their potential to successfully complete graduate degree programs in disciplines relevant to the mission of the USDA.

The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), is responsible for providing Federal grants to States for supplemental foods, health care referrals, and nutrition education (including breastfeeding promotion and support) for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The legislative authority for this grant announcement is contained in the Child Nutrition Act of 1966 Section 17 (g) (5)[1] as amended and Section 1472 of the National Agriculture Research, Extension, and Teaching Policy Act of 1977, 7 U.S.C. 3318, codified at 7 CFR 2.19(a)(3)(x) in January 2009. This is an announcement of the availability of funds for one new cooperative agreement for FY 2017-2019 with a public or private Academic or Research Institution. In this funding cycle, the USDA anticipates awarding up to $1,000,000 in grant funding to support the creation of a Participant Research Innovation Laboratory for administering and awarding sub-grants for researcher-initiated projects that develop and test strategies to encourage retention of children in WIC. Developed strategies should focus on WIC service delivery sites or retail environments. Further, strategies must acknowledge the social and cultural diversity of WIC participants and those eligible for the Program.

The Gulf of Maine Distinct Population Segment of Atlantic salmon is one of the eight critically endangered species included in the "Species in the Spotlight: Survive to Thrive" initiative. This new initiative involves targeted efforts vital for stabilizing these species and preventing their extinction. We are soliciting competitive proposals for grants and cooperative agreements that work to address any of the four key actions identified in the Priority Action plan for Atlantic salmon. Total funding available under this notice is not anticipated to exceed $300,000. Actual funding availability for this program is contingent upon FY 2016 Federal appropriations. Award amounts will be determined by the proposals and available funds; one or more awards may be granted.

AFAR provides up to $100,000 for a one- to two-year award to junior faculty (M.D.s and Ph.D.s) to conduct research that will serve as the basis for longer term research efforts. AFAR-supported investigators study a broad range of biomedical and clinical topics including the causes of cellular senescence, the role of estrogen in the development of osteoporosis, the genetic factors associated with Alzheimer's disease, the effects of nutrition and exercise on the aging process, and much more. Since 1981, over 680 AFAR Research Grants have been awarded.

The total BCAP program funding for FY 2016 is authorized at $25 million, which includes costs for BCAP matching payments which can be from 10% to 50% of the annual appropriated budget, IT, counsel, and technical assistance. Authorization and FULL appropriation would limit project area funding to $22.5 million. Awards, the selection of a project area, are provided in the form of direct annual rental payments and establishment payment reimbursements for up to 50% of the establishment costs for perennial crops, and capped at $500/acre or $750/acre if a socially disadvantaged farmer. Award ceiling and floor are only suggested amounts for selection priority. The BCAP was re-authorized by the 2014 Farm Bill. Authorization expires September 30, 2018. All contracts to producers, regardless the length of the approved application, are obligated from current year funds, i.e. from FY 2016 appropriations,and payments will be executed according to the terms of the producer applications. Approved producer applications maybe up to 5 years for herbaceous crops and may be up to 15 years for woody crops.

U.S. Department of Agriculture - Natural Resources Conservation Service (NRCS), is announcing the availability of CIG to stimulate the development and adoption of innovative conservation approaches and technologies. Applications are accepted from eligible entities for projects carried out in the state of Caribbean Area: Puerto Rico and US Virgin Islands. A total of up to $300,000.00 is available for Conservation Innovation Grants (CIG) in FY 2019. All non-federal entities (NFE) and individuals are invited to apply, with the sole exception of federal agencies. Projects may be between one and three years in duration. The maximum award amount for a single award in FY 2019 is $75,000.

The NRCS - Texas State Office, an agency under the United States Department of Agriculture (USDA), is seeking support from and opportunities to partner with like minded natural resource conservation partners. The overall intent of this solicitation is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document.Proposals will be accepted from eligible entities for projects located in Texas. NRCS anticipates that the total amount awarded under this announcement in Federal fiscal year 2018 will be approximately $150,000. Proposals are requested from eligible non- profit organizations, independent school districts, institutions of higher education, and federally recognized Native American tribal governments for competitive consideration of grant awards for one year in duration.The Texas NRCS Urban Conservation Project is an effort to challenge community organizations, educational institutions and Indian tribes to establish community and school gardens across Texas. The simple act of planting a garden can help unite neighbors in a common effort and inspire locally-led solutions to challenges facing our state. Challenges that can be addressed with locally-led solutions can be diverse in an urban setting. Addressing hunger with an urban garden can bring communities together and initiate other positive outcomes for people. Pollinator habitat planned with urban gardens can provide an increase in harvest potential while providing food and habitat for declining insect communities in Texas.As part of the USDA's Urban Agriculture toolkit, the Texas NRCS Urban Conservation Project will provide technical and financial assistance to eligible entities to establish gardens for food production and for attracting and maintaining monarch butterflies and the establishment of seasonal high tunnels to extend the growing season of fruits and vegetables.
