The Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Partnerships and Operational Policy (OPOP), Office of Partnerships (OP), is announcing the availability of up to $2,100,000 in FY 2019 to be awarded under Limited Competition to State animal food regulatory programs.  The intended outcome of this FOA is to advance efforts for a nationally integrated animal food safety system through the implementation and advancement of the Animal Feed Regulatory Program Standards (AFRPS) by State animal food regulatory programs. The AFRPS allows for the development of risk-based animal food safety programs by establishing a uniform basis for measuring and improving the performance of State animal food regulatory programs in the Unites States.  By achieving and sustaining implementation of these program Standards, Federal and State food regulatory programs can better direct their regulatory activities toward reducing foodborne illness attributed to animal food safety hazards in animal food material/supply facilities.  Consequently, the safety and security of the United States animal food supply will improve.

The Office of Research Infrastructure Programs (ORIP) supports research-related resources that create, develop, preserve and supply a variety of high-quality animal models, and related biological materials. ORIP also supports the development and implementation of tools and devices that directly benefit the welfare of research animals, improve handling of laboratory animals, and ease the management of animal facilities. This interagency Funding Opportunity Announcement (FOA) issued by the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) and the National Institute of Food and Agriculture (USDA-NIFA) is to invite the submission of grant applications that utilize agriculturally important domestic animal species to improve human health through the advancement of basic and translational research deemed highly relevant to both agricultural and biomedical research. This initiative is designed to facilitate and encourage comparative medicine research studies through the careful selection and refinement of farm animal models that mimic human developmental, physiological and etiological processes to better understand disease origins and improve assisted reproduction efficiencies. The anticipated outcomes include both the elucidation of fundamental information relevant for the improvement of human health and an increase in food animal production and improvement in animal health and product quality. It is envisioned that each application will address mission-relevant areas of both agencies.

The purpose of this Funding Opportunity Announcement (FOA) is to support enhanced human and animal food safety by strengthening the capacity, collaboration, and integration of food-safety laboratories and networks, thereby facilitating an effective and coordinated response to future human and animal food safety issues. The current FOA solicits applications from FDA's Veterinary Laboratory Investigation and Response Network laboratories for research related to emerging public food safety issues identified by the Vet-LIRN network office (VPO), for equipment and personnel necessary to expand laboratory capability and capacity, and for other related activities. This cooperative agreement program is intended to build domestic laboratory capacity as put forth in the Food Safety Modernization Act (FSMA), by developing the Vet-LIRN laboratory Network capabilities and capacity to investigate potential animal foodborne illness outbreaks.

This funding opportunity announcement (FOA) encourages highly innovative research to develop, characterize or improve animal models and related biological materials for human health and disease or to improve diagnosis and control of diseases that might interfere with animal use for biomedical research.

This Cooperative Agreement's purpose is to obtain information to assist States in improving their efforts to address animal food safety by aligning their requirements and enforcement mechanisms with those of FDA.  Better knowledge of State capabilities and intentions also will assist FDA in planning for implementation of its PCAF rule.  The information will assist FDA and States in making long term improvements to the national integrated food safety system by strengthening federal and State collaboration and enhancing State program capacity and capability relating to animal food safety.

FDA can guarantee one year of funding with the possibility of up to four years of additional, noncompetitive support, dependent on performance and continued availability of federal funds.The national associations /organizations eligible to apply for funding under this cooperative agreement must be a national association/organization that represents State and local laboratories that conduct food and/or animal feed testing on behalf of State and local regulatory programs.The awardee will be required to sub award a minimum of 25% of the funds received under this award to at least two different associations to meet the goals of the cooperative agreement. One association must represent state manufactured food regulatory officials and the other association must represent state animal feed regulatory officials.

The Ecology and Evolution of Infectious Diseases program supports research on the ecological, evolutionary, and socio-ecological principles and processes that influence the transmission dynamics of infectious diseases. The central theme of submitted projects must be quantitative or computational understanding of pathogen transmission dynamics. The intent is discovery of principles of infectious disease transmission and testing mathematical or computational models that elucidate infectious disease systems. Projects should be broad, interdisciplinary efforts that go beyond the scope of typical studies. They should focus on the determinants and interactions of transmission among humans, non-human animals, and/or plants. This includes, for example, the spread of pathogens; the influence of environmental factors such as climate; the population dynamics and genetics of reservoir species or hosts; the cultural, social, behavioral, and economic dimensions of disease transmission. Research may be on zoonotic, environmentally-borne, vector-borne, or enteric diseases of either terrestrial or freshwater systems and organisms, including diseases of animals and plants, at any scale from specific pathogens to inclusive environmental systems. Proposals for research on disease systems of public health concern to developing countries are strongly encouraged, as are disease systems of concern in agricultural systems. Investigators are encouraged to develop the appropriate multidisciplinary team, including for example, modelers, bioinformaticians, genomics researchers, social scientists, economists, epidemiologists, entomologists, parasitologists, microbiologists, bacteriologists, virologists, pathologists or veterinarians, with the goal of integrating knowledge across disciplines to enhance our ability to predict and control infectious diseases.

The U.S. Department of Agriculture (USDA) established the  Agriculture and Food Research Initiative (AFRI) under which the Secretary of Agriculture may make competitive grants for fundamental and applied research, education, and extension to address food and agricultural sciences (as defined under section 1404 of the National  Agricultural Research, Extension, and Teaching Policy Act of 1977 (NARETPA) (7 U.S.C. 3103)), as amended, in six priority areas. The six priority areas include: 1) plant health and production and plant products; 2) animal health and production and animal products; 3) food  safety, nutrition, and health; 4) renewable energy, natural resources, and environment; 5) agriculture systems and technology; and 6) agriculture economics and rural communities. 

The overall goal of the Organic Transitions Program (ORG) is to support the development and implementation of research, extension and higher education programs to improve the competitiveness of organic livestock and crop producers, as well as those who are adopting organic practices. In FY 2014, ORG will continue to prioritize environmental services provided by organic farming systems in the area of soil conservation and climate change mitigation, including greenhouse gases (GHG). Two new priorities have been added to support (1) the development of educational tools for Cooperative Extension personnel and other agricultural professionals who advise producers on organic practices and (2) the development of cultural practices and other allowable alternatives to substances recommended for removal from the National Organic Programs National List of Allowed and Prohibited Substances. Practices and systems to be addressed include those associated with organic crops, organic animal production, and organic systems integrating plant and animal production.

The Animal Welfare Institute (AWI) is now accepting applications for its 2016 Christine Stevens Wildlife Awards. This award program, named in honor of the organization's late founder and president for over 50 years, provides grants of up to $10,000 to award recipients to help spur innovative research on humane, nonlethal tools and techniques for wildlife conflict management and for studying wildlife.

BARD projects, conducted cooperatively by American and Israeli scientists, cover all phases of agricultural research and development, including integrated projects and strategic or applied research. Cooperative research entails active collaboration between Israeli and American scientists. The following research areas were identified by the Board of Directors as top priorities for the coming years: Increased Efficiency of Agricultural Production Protection of Plants and Animals Against Biotic and Abiotic Stress Food Quality, Safety and Security Water Quality & Quantity Functional Genomics and Proteomics Sensors and Robotics Sustainable Bio-Energy Systems

Initial grants of $100,000 are awarded twice a year. Successful projects are eligible to receive a follow-on grant of up to $1 million. Topics for Grand Challenges Explorations Round 12 are 1) inciting healthy behaviors; 2) new enabling tools and models supporting development of interventions for enteric dysfunction; 3) innovations in feedback and accountability systems for agricultural development; 4) One Health - bringing together human and animal health for new solutions; and 5) developing the next-generation condom.
