This FOA invites applications for a Demography and Economics of Aging and AD/ADRD Coordinating Center (CC) whose purpose is to act as a hub, serving the needs of both traditional Centers on the Demography and Economics of Aging (D&E Centers) and Centers on the Demography and Economics of Alzheimer's Disease and Alzheimer's Related Dementias (D&E Centers on AD/ADRD), as well as the needs of NIA program staff. The goals of the overall D&E Center program are to seed new lines of research in a) the demography and economics of aging and b) demography, economics and health services research relevant to AD/ADRD, and to grow the number of researchers engaged in these fields through a variety of research and infrastructure activities that are built around specific research themes. The purpose of the CC is to work collaboratively with all participating Center sites to: maintain an active multi-center website; disseminate Center research advances, activities and resources to the research community, policymakers and other relevant stakeholders; maintain a centralized database to track and synthesize progress and outcomes of Center and CC activities for the purpose of annual reporting to individual Centers and to NIA Program Staff, and for future program evaluation by NIA; arrange an annual in-person meeting; foster communication and collaborative activities within and across both D&E Center programs and with other NIA research Centers; serve as the point-of-contact for the overall D&E Centers program by NIA staff, other NIA Centers and the broader scientific community.      

This FOA invites Research and Development Center (P30) grant applications in demography, economics and health services research relevant to Alzheimer's Disease and Alzheimer's Related Dementias (AD/ADRD). Areas of focus that are especially encouraged are: a) national and international population trends in cognitive aging and AD/ADRD; b) demography of dementia care and caregiving; c) economic burden of AD/ADRD; d) impact of health care systems and long-term supports and services on outcomes for persons with dementia and their care providers; e) impact of health care financing policies on outcomes for persons with dementia and their care providers; f) how regulatory and economic incentives affect access, quality and health outcomes in health and long-term care systems for persons with dementia; g) disparities in quality and access to dementia care; h) effects of population-level health delivery and care interventions on outcomes of persons with dementia; and i) national and international projections of dementia caseload, incidence and prevalence. Center grant applications must include two mandatory Cores and may choose among three optional Cores. Centers are required to work collaboratively with the Coordinating Center to be funded via RFA-AG-20-003.  

This competitive funding opportunity will be for one cooperative agreement to fund the National Center for Benefits Outreach and Enrollment (NCBOE) which will provide technical assistance to States, AAAs, and other community service providers to provide outreach and benefits enrollment assistance, particularly to older individuals with greatest economic need, for Federal and state programs. The NCBOE was establish in 2006 when Congress amended the Older Americans Act with language directing AoA (now part of ACL) to work with an experienced entity to: (i) maintain and update web-based decision support and enrollment tools and integrated, person-centered systems designed to inform older individuals about the full range of benefits for which the individuals are eligible; (ii) utilize cost-effective strategies to find older individuals with greatest economic need and enroll the individual in the programs for with they are qualified; (iii) create and support efforts for Aging and Disability Resource Centers (ADRCs), and other public and private state and community -based organizations, including faith-based organizations and coalitions, to serve as benefit enrollment centers for the programs; (iv) develop and maintain an information clearinghouse on best practices and cost-effective methods for finding and enrolling older individuals with greatest economic need; and (v) provide training and technical assistance on effective outreach, screening, enrollment and follow-up strategies. In addition, the NCBOE grantee is expected to coordinate efforts to inform older Americans and beneficiaries with disabilities about the benefits available under Federal and state programs, with an emphasis on providing information on the Low-Income Subsidy and Medicare Savings Program benefits, and to serve as a technical assistance resource center for the MIPPA state grantees involving SHIPs, AAAs, ADRCs, and Benefits Enrollment Centers.

The National Science Foundation is announcing its intentions to build upon the success of previous Early Concept Grants for Exploratory Research (EAGERs) in the area supported by the Secure and Trustworthy Cyberspace (SaTC) program (see solicitation 13-578: http://www.nsf.gov/pubs/2013/nsf13578/nsf13578.htm) and to accept additional EAGER proposals that encourage novel interdisciplinary research resulting from new collaborations between one or more Computer and Information Science and Engineering (CISE) researchers and one or more Social, Behavioral and Economic Science (SBE) researchers. (Research teams with a history of collaborating together should instead submit directly to the SaTC solicitation.) The proposed research should fit both the Trustworthy Computing (TWC) and the Social, Behavioral and Economic (SBE) Sciences perspectives within the SaTC solicitation.

The goal of this FOA is to support short courses geared to behavioral and social scientists who have existing expertise in aging research and can make research contributions in Alzheimer's disease and Alzheimer's disease-related dementias (AD/ADRD) with additional knowledge about the disease and related research resources. Fields of behavioral and social science research relevant for this FOA are health economics, labor economics, health services research, healthcare policy, public policy, demography, sociology, social epidemiology, psychology, and social neuroscience. Priority areas of focus include, but are not limited to, the following: dementia care; dementia caregiver research; cognitive and dementia epidemiology; behavioral and social pathways of AD/ADRD; role of social, contextual, environmental, and institutional factors in AD/ADRD; early psychological changes preceding AD/ADRD onset; prevention of AD/ADRD; disparities in AD/ADRD or dementia-related outcomes; and research resources and methods for studying the determinants and impact of AD/ADRD.

The SBIR program, as established by law, is intended to meet the following goals: stimulate technological innovation in the private sector; strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs; increase the commercial application of Federally-supported research results; foster and encourage participation by socially and economically disadvantaged small business concerns and women-owned business concerns in the SBIR program; and improve the return on investment from Federally-funded research for economic and social benefits to the Nation.

Center will define the needs and develop strategies that can help seniors, especially women, and their families identify and prevent fraud or elder financial exploitation and enhance the potential for maintaining independence. In partnership with AoA, the Center will design and execute objectives to support the incorporation of the concepts of basic financial and retirement planning into the fabric of Older Americans Act Programs. Center activities will incorporate the latest technology to generate and disseminate knowledge in appropriately packaged forms that can assist women, especially low-income women, women of color, and women with limited English-speaking proficiency to build their capacity to plan for, and to exercise, the most prudent options for their economic security in later life. The Center will serve as a national clearinghouse of tools and information on retirement planning and related financial materials, such as consumer protection and fraud prevention. It will tailor its activities and work products to meet the special needs of disadvantaged women and their families, including limited English-speaking individuals. The award will be made in the form of a cooperative agreement because AoA will be substantially involved in the development and execution of the activities conducted by the Center.

Areas of focus that are especially encouraged are: a) socioeconomic status (SES) disparities at older ages, including geographic disparities; b) the reasons for poor U.S. performance in health and mortality in international comparisons; c) trends and dynamics in old-age disability; d) cohort trends in obesity and its sequelae; e) family demography including the demography of care and caregiving for chronic disease, disability and Alzheimer's Disease and Alzheimer's-Related Dementias (AD/ADRD); and f) long-term supports and services for the disabled elderly population. The National Center for Injury Prevention and Control (NCIPC) is seeking applications from qualified organizations for Injury Control Research Center (ICRC) grants. These centers will conduct high quality research and help translate scientific discoveries into practice for the prevention and control of fatal and nonfatal injuries and violence that support NCIPC’s priorities and mission. ICRCs are expected to blend Outreach, Training and Education, and Research activities into a program to reduce the number, risk, and public health impact of injury and violence in the U.S. The over-arching goals for the NCIPC ICRC program are to: Build the scientific base for the prevention and control of fatal and nonfatal injuries and violence. Integrate, in the context of a national program, professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, criminal justice, and engineering to perform research and provided technical expertise in order to prevent and control injuries and/or violence more effectively. Encourage investigators to propose research that involves intervention development or translation of effective programs among individuals, organizations, or communities. Provide technical assistance to injury and/or violence prevention and control programs in their geographic region, including other researchers; universities; medical institutions; community groups; state and local government agencies, public health agencies; and policy makers. Act as sources of injury and/or violence prevention and control information for their constituents and stakeholders at the local, state, tribal, national, and global levels.
