"French anti-nuclear campaigners claim a new power plant being built in Normandy carries an accident risk of "Chernobyl proportions". "State-controlled nuclear reactor maker Areva is considering producing cheaper nuclear reactors after its flagship EPR reactor lost out to a lower-cost South-Korean rival in a $20 billion tender in Abu Dhabi last month, the Financial Times reported on Friday. Top Areva management last week launched a review of its product range "to determine whether Areva should reintroduce the simpler second-generation CPR 1,000 reactors, which it stoppped building 20 years ago, for client countries that are new to nuclear power", the paper said."

MUMBAI: Another mega power project has got embroiled in land acquisition row. Local villagers have decided to oppose the acquisition of 938 hectares of land for the proposed 9,600-MW Jaitapur nuclear power project in Ratnagiri district. The government started the process of acquiring land on Thursday. The project involves setting up of six European pressurised water reactors (EPRs), each with 1,600 MW capacity, and is expected to be completed by 2020, Nuclear Power Corporation of India (NPCIL) CMD SK Jain said. The NPCIL has tied up with French state-owned nuclear energy giant Areva for the project.

There were several other additional financial stipulations. In September, the US Nuclear Regulatory Commission approved the investment structure and license transfer related to EDF's investment in Constellation Energy Nuclear Group. The New York State Public Service Commission approved the deal in April.

"French nuclear giant AREVA were force to issue a profit warning yesterday. It has had to find an extra 400 million euros to cover the additional costs of building its so-called flagship European Pressurised Reactor at Olkiluoto in Finland. This is on top of 2.3 billion euro provisions put aside in previous years and brings the current estimated overrun to an eye-watering 2.7 billion euros. The initial cost of the project was 3.2 billion euros. While the rocketing costs of the OL3 EPR have dragged down AREVA's results for years, this is the first time that they have sent the company into the red. The company's financial health has already been suffering thanks to the Olkiluoto project, as it struggles to build up its reserves for planned future investments. But that's not the end of it. This announcement of another enormous cost overrun will not be the last. This newly announced 400 million is based on the assumption that OL3 will be operational by end of 2012 and not the middle of 2012. However, it became clear last week that the end of 2012 milestone will - at best - be completion date for construction. It will then take at least another six months before the newly finished power plant can go into commercial operation. That would mean roughly another extra 400 million euros being added to the project's budget."

"The latest progress report from UK nuclear safety regulators has made the best-case completion of the Generic Design Assessment process seem unlikely. The Health and Safety Executive (HSE) said detailed examination of the Areva EPR and Westinghouse AP1000 was well underway and making reasonable progress with a rapidly increasing workrate. However, it is facing a deadline of June 2011 when it is meant to issue the most meaningful design acceptance certificates that it can for the reactors. While most plant systems and features have posed no substantial problem, there remain some that could potentially have to be dealt with under separate processes which extend the overall GDA effort beyond June 2011. As well as acceptance certificates, the HSE said it is planning to publish "a suite of progress reports" in June 2011 "together with the requesting parties' resolution plans for any outstanding issues relating to GDA." Considering Anne's 'CO2-free strategy' (and it's proper that the term is in quotation marks because AREVA's 'CO2-free strategy' is anything but) is currently eating the company's profits thanks to the botched construction of the Olkiluoto-3 EPR reactor in Finland, we're not sure we'd describe it as the 'smartest' business idea. Union Electric Company d/b/a Amerenue; Acceptance for Docketing of an Application for Combined License for Callaway Plant Unit 2 Nuclear Power Plant By letter dated July 28, 2008, as supplemented by letters dated September 24, 2008, November 14, 2008, and November 25, 2008, Union Electric Company d/b/a AmerenUE (AmerenUE), submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for a combined license (COL) for a single unit of the U.S. Evolutionary Power Reactor (U.S. EPR) in accordance with the requirements contained in 10 CFR Part 52, ``Licenses, Certifications and Approvals for Nuclear Power Plants.'' Billions of euros are involved in the arbitration between TVO and the Areva-Siemens consortium. TVO considers itself entitled to €2.4 billion in damages, while the consortium wants €1 billion for compensation and late payments. The official mention of the figures by Siemens as part of its first-quarter results for 2009 confirms reports that big money would be involved in the dispute. Teollisuuden Voima Oyj (TVO) contracted the Areva-Siemens consortium to construct a 1600 MWe EPR reactor at Olkiluoto at the end of 2003. For €3 billion ($3.9 billion), the consortium was meant to complete the plant and hand it over to TVO this year. However, mid-2012 is now seen as the likely start-up date and neither party is happy. Areva has said that TVO is much too slow in processing documents and passing them on to the Radiation and Nuclear Safety Authority, Stuk, while TVO denies this.

In a blow to South Africa's efforts to reduce reliance on cheap, polluting coal, the state electricity company said Friday it could not afford to build a planned new nuclear power plant. Eskom said it had ended the bidding process between the EPR consortium led by Areva of France and the N-Powerment consortium led by Westinghouse of the United States because of the "magnitude of the investment."

US defense group Northrop Grumman and French nuclear giant Areva said Thursday they have teamed up to manufacture nuclear reactor components in the United States to supply rising demand. The joint venture, Areva Newport News, with Areva as the majority owner, was forged to build a manufacturing and engineering facility that will make heavy components for Areva's third-generation US Evolutionary Power Reactor (EPR), the two companies said in a statement. They said the new facility, to be built in Newport News, Virginia, would "supply the growing American nuclear energy sector."

Finland, August 2008 - Confidential documents obtained by Greenpeace reveal that basic safety procedures have not been followed in the construction of the European Pressurised Reactor (EPR) Olkiluoto 3 (0L3) in Finland. Greenpeace is calling for an immediate end to construction work on the reactor. Independent nuclear safety expert Dr. Helmut Hirsh [1] has reviewed the documents and concluded that the safety violations are "a clear case of bad practice and an indicator of bad safety culture", and give "reason for serious concern regarding the resistance of the reactor building of OL3", increasing the risk associated with external events like earthquakes, blast waves from explosions or missile impact.

Areva's troublesome EPR reactor project in Finland on Wednesday received a clean bill of health after welding work overseen by Bouygues, the French nuclear group's subcontractor, was last week called into question.

French President Nicolas Sarkozy has said France will build a second new-generation nuclear reactor. France has been constructing its first European Pressurised Reactor (EPR) on the Normandy coast.
