Congress told that Internet data caps will discourage piracy - 0 views

  • While usage-based billing and data caps are often talked about in terms of their ability to curb congestion, it's rarely suggested that making Internet access more expensive is a positive move for the content industries. But Castro has a whole host of such suggestions, drawn largely verbatim from his 2009 report (PDF) on the subject.
  • Should the US government actually fund antipiracy research? Sure. Should the US government “enlist” Internet providers to block entire websites? Sure. Should copyright holders suggest to the government which sites should go on the blocklist? Sure. Should ad networks and payment processors be forced to cut ties to such sites, even if those sites are legal in the countries where they operate? Sure.
  • Castro's original 2009 paper goes further, suggesting that deep packet inspection (DPI) be routinely deployed by ISPs in order to scan subscriber traffic for potential copyright infringements. Sound like wiretapping? Yes, though Castro has a solution if courts do crack down on the practice: "the law should be changed." After all, "piracy mitigation with DPI deals with a set of issues virtually identical to the largely noncontroversial question of virus detection and mitigation."

  • If you think that some of these approaches to antipiracy enforcement have problems, Castro knows why; he told Congress yesterday that critics of such ideas "assume that piracy is the bedrock of the Internet economy" and don't want to disrupt it, a statement patently absurd on its face.

    Internet data caps aren't just good at stopping congestion; they can also be useful tools for curtailing piracy. That was one of the points made by Daniel Castro, an analyst at the Information Technology and Innovation Foundation (ITIF) think tank in Washington DC. Castro testified (PDF) yesterday before the House Judiciary Committee about the problem of "parasite" websites, saying that usage-based billing and monthly data caps were both good ways to discourage piracy, and that the government shouldn't do anything to stand in their way. The government should allow "pricing structures and usage caps that discourage online piracy," he wrote, which comes pretty close to suggesting that heavy data use implies piracy and should be limited.

  • Apparently, an Italian lab technician named Giampaolo Giuliani made a prediction about a month before the quake, based on elevated levels of radon gas. However, seismologists have known for a long time that radon levels, like any other “magic bullet” precursor, are unreliable because no two quakes are alike, and no two quakes give the same precursors. Nevertheless, his prediction caused a furor before the quake actually happened. The Director of the Civil Defence, Guido Bertolaso, forced him to remove his findings from the Internet (old versions are still on line). Giuliani was also reported to the police for “causing fear” with his predictions about a quake near Sulmona, which was far from where the quake actually struck. Enzo Boschi, the head of the Italian National Geophysics Institute declared: “Every time there is an earthquake there are people who claim to have predicted it. As far as I know nobody predicted this earthquake with precision. It is not possible to predict earthquakes.” Most of the geological and geophysical organizations around the world made similar statements in support of the proper scientific procedures adopted by the Italian geophysical community. They condemned Giuliani for scaring people using a method that has not shown to be reliable.

  • Even though he believes in his method, he ignores the huge body of evidence that shows radon gas is no more reliable than any other “predictor”.
  • If the victims insist on suing someone, they should leave the seismologists alone and look into the construction of some of those buildings. The stories out of L’Aquila suggest that the death toll was much higher because of official corruption and shoddy construction, as happens in many countries both before and after big quakes.

  • what does this imply for scientists who are working in a field that might have predictive power? In a litigious society like Italy or the U.S., this is a serious question. If a reputable seismologist does make a prediction and fails, he’s liable, because people will panic and make foolish decisions and then blame the seismologist for their losses. Now the Italian courts are saying that (despite world scientific consensus) seismologists are liable if they don’t predict quakes. They’re damned if they do, and damned if they don’t. In some societies where seismologists work hard at prediction and preparation (such as China and Japan), there is no precedent for suing scientists for doing their jobs properly, and the society and court system does not encourage people to file frivolous suits. But in litigious societies, the system is counterproductive, and stifles research that we would like to see developed. What seismologist would want to work on earthquake prediction if they can be sued? I know of many earth scientists with brilliant ideas not only about earthquake prediction but even ways to defuse earthquakes, slow down global warming, or many other incredible but risky brainstorms—but they dare not propose the idea seriously or begin to implement it for fear of being sued.

    In the case of most natural disasters, people usually regard such events as "acts of God" and  try to get on with their lives as best they can. No human cause is responsible for great earthquakes, tsunamis, volcanic eruptions, tornadoes, hurricanes, or floods. But in the bizarre world of the Italian legal system, six seismologists and a public official have been charged with manslaughter for NOT predicting the quake! My colleagues in the earth science community were incredulous and staggered at this news. Seismologists and geologists have been saying for decades (at least since the 1970s) that short-term earthquake prediction (within minutes to hours of the event) is impossible, and anyone who claims otherwise is lying. As Charles Richter himself said, "Only fools, liars, and charlatans predict earthquakes." How could anyone then go to court and sue seismologists for following proper scientific procedures?

  • On it’s surface the story is pretty sensational and downright silly: Judge Giuseppe Romano Gargarella said that the seven defendants had supplied “imprecise, incomplete and contradictory information,” in a press conference following a meeting held by the committee 6 days before the quake, reported the Italian daily Corriere della Sera. That may have something to do with the fact that earthquake science is imprecise, incomplete, and often produces contradictory information. The scientists and their colleagues are calling this a witch hunt and warn that it will have a chilling effect on scientists, a very real concern.
  • how should experts be held accountable for their performance. We often call upon experts to give us their expert opinion, and sometimes the stakes are very high. This happens in medicine every day – in any applied science. We cannot fault experts for not being perfect, for not foreseeing the unforeseeable, and for not having crystal balls.   • Another relevant issue here is the balance between warning the public about credible risks, while not panicking them. In this case the Italian seismologists said, in effect, that the recent tremors were not necessarily sign of a big quake in the near future. There still might not be a big quake for years. But, they warned, a big quake is coming eventually. That sounds like a fair assessment of the science.

Ads Implant False Memories | Wired Science | Wired.com - 0 views

  • The experiment went like this: 100 undergraduates were introduced to a new popcorn product called “Orville Redenbacher’s Gourmet Fresh Microwave Popcorn.” (No such product exists, but that’s the point.) Then, the students were randomly assigned to various advertisement conditions. Some subjects viewed low-imagery text ads, which described the delicious taste of this new snack food. Others watched a high-imagery commercial, in which they watched all sorts of happy people enjoying this popcorn in their living room. After viewing the ads, the students were then assigned to one of two rooms. In one room, they were given an unrelated survey. In the other room, however, they were given a sample of this fictional new popcorn to taste. (A different Orville Redenbacher popcorn was actually used.) One week later, all the subjects were quizzed about their memory of the product. Here’s where things get disturbing: While students who saw the low-imagery ad were extremely unlikely to report having tried the popcorn, those who watched the slick commercial were just as likely to have said they tried the popcorn as those who actually did. Furthermore, their ratings of the product were as favorable as those who sampled the salty, buttery treat. Most troubling, perhaps, is that these subjects were extremely confident in these made-up memories. The delusion felt true. They didn’t like the popcorn because they’d seen a good ad. They liked the popcorn because it was delicious.

  • How could a stupid commercial trick me into believing that I loved a product I’d never actually tasted? Or that I drank Coke out of glass bottles? The answer returns us to a troubling recent theory known as memory reconsolidation. In essence, reconsolidation is rooted in the fact that every time we recall a memory we also remake it, subtly tweaking the neuronal details. Although we like to think of our memories as being immutable impressions, somehow separate from the act of remembering them, they aren’t. A memory is only as real as the last time you remembered it. What’s disturbing, of course, is that we can’t help but borrow many of our memories from elsewhere, so that the ad we watched on television becomes our own, part of that personal narrative we repeat and retell.
  • This idea, simple as it seems, requires us to completely re-imagine our assumptions about memory.  It reveals memory as a ceaseless process, not a repository of inert information. The recall is altered in the absence of the original stimulus, becoming less about what we actually remember and more about what we’d like to remember. It’s the difference between a “Save” and the “Save As” function. Our memories are a “Save As”: They are files that get rewritten every time we remember them, which is why the more we remember something, the less accurate the memory becomes. And so that pretty picture of popcorn becomes a taste we definitely remember, and that alluring soda commercial becomes a scene from my own life. We steal our stories from everywhere. Marketers, it turns out, are just really good at giving us stories we want to steal.

  • Review sites depend on user trust, and that trust is eroded when businesses are able to manipulate their own reviews. Some, including Yelp, view themselves as passive conduits for their users' reviews. Others take a more active role in fighting against censorship of patients. We think the latter approach makes more sense.

Facebook tracks users' activities after they log out - 0 views

  • The data that is sent back to Facebook's servers include the IP address, or unique identifier of your computer, and a log of what you have been viewing. These information help Facebook make billions of dollars each year from advertising, as such information is highly valuable.
  • The tracking practices were exposed by Australian technology blogger Nik Cubrilovic, who found that when a user signs up to Facebook, monitoring files known as "cookies" get stored on the user's computer. Mr Cubrilovic wrote: "Even if you are logged out, Facebook still knows and can track every page you visit. The only solution is to delete every Facebook cookie in your browser, or to use a separate (web) browser for Facebook interactions."
  • A Dutch researcher revealed earlier this year that Facebook was gathering browser data from Internet users who had never even been to Facebook.com.

  • Pedophiles can exploit virus-infected PCs to remotely store and view their stash without fear they'll get caught. Pranksters or someone trying to frame you can tap viruses to make it appear that you surf illegal Web sites.
  • Whatever the motivation, you get child porn on your computer — and might not realize it until police knock at your door.
  • In 2007, Fiola's bosses became suspicious after the Internet bill for his state-issued laptop showed that he used 4 1/2 times more data than his colleagues. A technician found child porn in the PC folder that stores images viewed online. Fiola was fired and charged with possession of child pornography, which carries up to five years in prison. He endured death threats, his car tires were slashed and he was shunned by friends. Fiola and his wife fought the case, spending $250,000 on legal fees. They liquidated their savings, took a second mortgage and sold their car. An inspection for his defense revealed the laptop was severely infected. It was programmed to visit as many as 40 child porn sites per minute — an inhuman feat. While Fiola and his wife were out to dinner one night, someone logged on to the computer and porn flowed in for an hour and a half. Prosecutors performed another test and confirmed the defense findings. The charge was dropped — 11 months after it was filed.

Breakthrough Europe: "Coal Kills 4,000 Times More People Per Unit of Energy than Nuclear" - 0 views

  • Last year, for example, coal mining accidents killed 4,233 in China alone, while coal pollutants killed an estimated 13,200 Americans. And while you may remember a few of the 25 worst energy-related disasters of 2010, most went unnoticed by Western media and the public.
  • When you actually do the math, coal kills somewhere on the order of 4,000 times more people per unit of energy produced than nuclear power. Roger Pielke Jr.'s Blog: Global Warming: It's Worse Than You Think - 0 views

  • What happens if you weight the land surface record to account for this bias? Their preliminary result (which they emphasize is preliminary) is that land surface trends would actually increase if properly weighted. If this is the case then it potentially presents a headache for the climate modeling community because it would exacerbate the divergence between land surface and tropospheric trends that we documented in Klotzbach et al. 2009 (see this, this, and this).
  • My favorite climate scientist and several of his colleagues have a new paper out on global land surface temperature trends (Montandon et al. 2011).  They perform an interesting analysis in asking the degree to which the spatial distribution of land surface stations is representative of land surface types found on Earth. Freakonomics » What the Google Books Battle Really Means - 0 views

  • Google Books allows users to search a massive database of books — Google has digitized more than 15 million, and its ambition is to eventually reach all the books ever printed.  Google does not allow access to copyrighted books unless it has an agreement with a book’s publisher. Instead, users receive a list of books that include their search term.  Click on a book, and Google shows as much as its publisher has authorized, or, if there is no agreement with the publisher, Google shows only a few lines of text containing the relevant terms.
  • Google Books also provides — for the first time — access to millions of what are called  “orphan works.”  These are books that are out of print, but remain under copyright.  Google Books makes orphan works searchable too.  And that turns out to be extremely important.
  • The orphan problem arises because most books go out of print very quickly. A few copies may be available in used book stores or filed away in library stacks.  But for most purposes, these books might as well not exist.  Copyright, on the other hand, lasts a very long time — currently, the life of the author plus 70 years.  So for millions of books that are out of print and remain under copyright, would-be users — i.e., anyone who wishes to re-print the book, or to use it in a derivative work — must seek permission.

  • The problem is that owners are often hard to find.  This is especially true as the decades pass.  Owners die, and copyright passes to heirs.  But there is no reliable record of copyright ownership.  As a result, it is often impossible to find anyone to ask for permission. By opening up this treasure trove of orphan works, Google Books may make a truly major contribution to nearly every field of writing imaginable.
  • The Authors Guild and the Association of American Publishers sued Google, arguing that by scanning copyrighted books into their database, and by distributing snippets from them, Google violated their copyrights.  Google disagreed, arguing that its copying was fair use.  But before the issues could be determined by a court, the parties settled. The settlement was, characteristically for Google, a masterstroke of creativity.  In return for modest payments to Guild and AAP members, Google obtained copyright immunity for its Google Books project.  But the settlement sought to do more — Google would be free to include orphan works in its database — even though the authors of these works, by definition, were not represented in the settlement negotiations.  Royalties would be directed to the owners of orphan works if they later surfaced.
  • The federal judge overseeing the dispute, however, rejected this settlement, in part because he didn’t like that it required authors to “opt-out” of it rather than “opt-in.”
  • A better option is for Congress to step in.  Legislation has been pending in Congress for several years that would ease the orphan works problem.  If passed, it would allow those who have made a reasonable search to use that work. And if the owner later surfaces, the user need only pay a reasonable license fee.  So under these revised rules, Google Books could include orphan works, and be assured that it would be liable only for the fair value of a license — exactly the type of compensation that they envisioned in the settlement.   And, importantly, firms other than Google –perhaps public libraries — could do so as well.

Income inequality: Rich and poor, growing apart | The Economist - 0 views

  • THINK income inequality growth is primarily an American phenomenon?  Think again:American society is more unequal than those in most other OECD countries, and growth in inequality there has been relatively large. But with very few exceptions, the rich have done better over the past 30 years, even in highly egalitarian places like Scandinavia.
  • Over the past decades, OECD countries have undergone significant structural changes resulting from their closer integration into a global economy and rapid technological progress. These changes have brought higher rewards for high-skilled workers and thus affected the way earnings from work are distributed. The skills gap in earnings reflects several factors. First, a rapid rise in trade and financial markets integration has generated a relative shift in labour demand in favour of high-skilled workers at the expense of low-skilled labour. Second, technical progress has shifted production technologies in both industries and services in favour of skilled labour...Finally, during the past two decades most OECD countries carried out regulatory reforms to strengthen competition in the markets for goods and services and associated reforms that aimed at making labour markets more adaptable. For instance, anti-competitive product-market regulations were reduced significantly in all countries. Employment protection legislation for workers with temporary contracts also became more lenient in many countries. Minimum wages, relative to average wages, have also declined in a number of countries since the 1980s. Wage-setting mechanisms have also changed; the share of union members among workers has fallen across most countries, although the coverage of collective bargaining has generally remained rather stable over time.   • It's tempting to look at this list of regulatory changes and argue that it was these rule changes which facilitated growth in inequality. That may be true to some extent, but the unverisality of the reform experience makes me think it's at least as likely that underlying trends (like globalisation and technological change) made the prevailing rules unsustainable.

As recent accounts of life in these words-are-money mills make clear, some content-farm writers have deadlines as frequently as every 25 minutes. Many with decades of experience in journalism work 70-hour weeks for salaries of $40,000 with no vacation time. The content farms have taken journalism hackwork to a whole new level.

  • So who produces all this bulk jive? Business Insider, the business-news site, has provided a forum to a half dozen low-paid content farmers, especially several who work at AOL’s enormous Seed and Patch ventures. They describe exhausting and sometimes exploitative writing conditions. Oliver Miller, a journalist with an MFA in fiction from Sarah Lawrence who once believed he’d write the Great American Novel, told me AOL paid him about $28,000 for writing 300,000 words about television, all based on fragments of shows he’d never seen, filed in half-hour intervals, on a graveyard shift that ran from 11 p.m. to 7 or 8 in the morning.
