China's shipping market supervision system under theRCEP: Influence, challenges and cou... - 0 views

    The entry into force of the Regional Comprehensive Economic Partnership (RCEP), the world's largest free trade agreement, has injected new vitality into multilateralism and free trade, against a background of global economic and political instability. Its core concept is to liberalize and facilitate trade. Regulation of the shipping market warrants attention. Under the RCEP, the international shipping industry is characterized by a digital development trend in shipping supervision, continuous upgrading of shipping management and supervision capabilities, and more open and transparent shipping market supervision. However, in the process of implementing new rules for shipping market supervision, there are still some challenges, such as logistics risks and loopholes in shipping supply chains, insufficient coordination of shipping supervision among RCEP member countries, and an imperfect legal and regulatory system. This paper therefore suggests that under the RCEP, China should strengthen the anti-risk ability of shipping supply chains, promote coordinated supervision among member countries, strengthen environmental protection, and promote the coordination of digital supervision.

    Antarctica is experiencing rapid and complex change, and it is critical to have a better understanding of these changes for the region's ocean ecosystems. The costs and logistical challenges to operate scientific research vessels prohibits the scaling of crucial science and discovery in the region. Yet, the tourism industry in Antarctica is growing rapidly, and collaboration between tourism companies and researchers provides important access to the region. While researchers gain from free or discounted ship time, it also provides the travel companies with enrichment opportunities for their guests. Scientists have been conducting research aboard platforms of opportunity (POMs) like tourism or cargo ships for decades, studying oceanographic conditions as well as organisms from phytoplankton to marine mammals, with some of the earliest published research using data collected aboard cruise ships headed to Antarctica. As the number of Antarctic tourism vessels has increased to over 70 boats, more research and citizen science projects are successfully expanding to take advantage of these POMs in Antarctica.

    In maritime logistics optimization, considerable research efforts are focused on the extraction of deep behavioral characteristics from comprehensive shipping data to discern patterns in maritime vessel behavior. The effective linkage of these characteristics with maritime infrastructure, such as berths, is critical for the enhancement of ship navigation systems. This endeavor is paramount not only as a research focus within maritime information science but also for the progression of intelligent maritime systems. Traditional methodologies have primarily emphasized the analysis of navigational paths of vessels without an extensive consideration of the geographical dynamics between ships and port infrastructure. However, the introduction of knowledge graphs has enabled the integration of disparate data sources, facilitating new insights that propel the development of intelligent maritime systems. This manuscript presents a novel framework using knowledge graph technology for profound analysis of maritime data. Utilizing automatic identification system (AIS) data alongside spatial information from port facilities, the framework forms semantic triplet connections among ships, anchorages, berths, and waterways. This enables the semantic modeling of maritime behaviors, offering precise identification of ships through their diverse semantic information. Moreover, by exploiting the semantic relations between ships and berths, a reverse semantic knowledge graph for berths is constructed, which is specifically tailored to ship type, size, and category. The manuscript critically evaluates a range of graph embedding techniques, dimensionality reduction methods, and classification strategies through experimental frameworks to determine the most efficacious methodologies. The findings reveal that the maritime knowledge graph significantly enhances the semantic understanding of unmanned maritime equipment, thereby improving decision-making capabilities.     The main target of DSP in respect of Contship Italia Group, is to address the IT strategies of the various companies to guarantee an harmonious development respecting the peculiarity and the autonomy of the single realities. In the last years DSP, using the acquired know-how in the IT problems of shipping, port management and intermodal transportation has enlarged is portfolio of activities offering to the market professional services in terminal operations processes and systems deployment and optimisiation. In 2007 DSP became partner of NAVIS (part of Cargotec Corporation) and certified its staff as SPARCS 3.7 and SPARCS N4 senior consultants, carrying out various international projects. DSP has recently developed for Contship Italia Group an innovative and flexible system for automatic invoicing (Fatteuro) for container and general cargo terminals interfaced with other systems in order to manage all the necessary information to calculate and register the invoices. It is currently is use at CICT (Cagliari), EGT(Tangier), LSCT(La Spezia) and at the General Cargo Terminal SPETER of La Spezia. DSP is also tightly linked with the new University of Applied Science of Southern Switzerland. In his team a professor of this university is leading analysis and design activities and most part of his personnel has a degree in Computer Science and where recruited there.
