My preference is the have a public groups that allows posting to the group however I do have reservations when it comes to anyone posting the group.
The problem with "public" postings is that they can HIT and RUN after posting to the group whereas a group member only setup would allow only group members to post in group thereby creating a form of self discipline when posting to the group.
What are your preferences ?
