Kleptocracy Is on the Rise in America - The Atlantic - 0 views

  • In the dying days of the U.S.S.R., Palmer had watched as his old adversaries in Soviet intelligence shoveled billions from the state treasury into private accounts across Europe and the U.S. It was one of history’s greatest heists.

According to Global Witness, a London-based anti-corruption NGO founded in 1993, procuring a library card requires more identification in many states than does creating an anonymous shell company.

Underneath the Atacama salt flat lies most of the world’s lithium reserves; Chile currently supplies almost a quarter of the global market. But extracting lithium from this unique landscape comes at a grave environmental and social cost.

  • Despite the collapse of its so-called "caliphate" in the Middle East, and the killing of its leader Abu Bakr al-Baghdadi in Syria, however, ISIL remains a growing and evolving threat in other parts of the world, especially in Africa's restive Sahel region. The Islamic State in the Greater Sahara (ISGS), the prodigy of ISIL there, is going from strength to strength, bolstering its membership and carrying out attacks.
  • Most of the states that have territory in the Sahel are grappling with the destructive effects of climate change, poverty, food shortages, ethnic conflicts and lack of effective democratic governance. There is little opportunity for the people in the region to receive an education and find work that would allow them to sustain their families. Moreover, they live in fear of being attacked by one of the numerous local armed groups that are active there. This is causing many to embark on perilous journeys across the Mediterranean to reach Europe's shores and seek sanctuary there. All this creates an ample opportunity for terror groups like ISIL to expand their influence over the region.

  • the core issues are the capacity of political leaders and their inner team, and the capacity of the institutions of governance—agencies, departments, and ministries—to be able to process information in a timely way and to be able to harness expert advice and evidence in a timely way. We live in a complicated world. If you try to wing it, as Trump does, you end up with more than forty thousand deaths. If you want to solve a problem, you have to be systematic about it, and know whom to turn to and how to listen and amass evidence. For politicians, that doesn’t necessarily come naturally, and for our President it doesn’t come at all.

Specifically, it’s been designed to respond to powerful lobbies that want deregulation or tax cuts or some special privileges rather than to function in a normal way. And powerful people shrug their shoulders at that, because for the élites that’s been O.K., but it obviously hasn’t really been O.K. for a long time. We’ve had rising death rates. We’ve had the deaths of despair. We’ve had the failure to come to grips with climate change. We’ve had widening inequalities and massive suffering. But it hasn’t mattered in such a visible way.

At least to date, they have been able to keep the epidemic more under control through public-health means, which is identifying potentially sick people, helping them to isolate, tracing their contacts, helping those people to isolate, and so on.

  • Spreading peace and democracy has never been cartographically convincing, even to its promoters. And it could sometimes look downright sinister to those on the wrong side of the map. At the same time, maps are ideally suited to essentialist visions of the world that, accurately or not, divide people into discrete, ready-to-clash units, each with their own color and territory. Perhaps as a result, maps have served nicely as a metaphor for those who assumed conflict was more natural, or more interesting, all along.
  • After the Cold War ended, maps of peace and harmony proved far less visually engaging than their predecessors and were just as ideologically fraught. Perhaps the best modern-day cartographic depiction of what liberal internationalism’s triumph might look like is Freedom House’s map of freedom in the world, with all the countries gradually ticking green. Like maps of global risk or human development, the Freedom House map offers a ready metric for imagining Western politics and living standards spreading across the globe.
