  • So far Biden’s foreign policy looks like being all things to all (Washington) people. What is lacking is an organising principle.
  • my fear about a Biden foreign policy is that it will comfortably settle back into a familiar pre-Trump groove. Indeed so much of what Trump did wrong, and so much of that is so easily undone (leaving the Paris climate accord and the World Health Organization, and being rude to allies) that a return to business-as-usual is the likeliest default path. That would be a missed opportunity. If you read Biden’s essay in Foreign Affairs, the words “undo”, “restore”, “repair” and “renew” keep recurring. I would like to see more “rethink”, “question assumptions” and “overhaul” in there.

  • The world now has to figure out how to deal with the permanency of the “one world, two systems” problem, meaning a world in which China is led by the state and the west is to a great or lesser extent led by markets. I suspect that one way things will evolve is that the US will start looking a bit more like China, with more public sector involvement in the economy and a proper industrial policy (China received this from us, in any case, so that’s not a bad thing).

  • while the UK outside the EU may well look to maintain equivalence with existing European trade agreements in Africa, it is unlikely that these will be extended or reformed and the UK will lose the significant influence it once had in shaping EU trade policy towards Africa
  • Upon leaving the EU, the UK will cease to be party to EU trade agreements and third countries will lose any preferential access to the UK market that those agreements currently confer. However, there are political reasons why the UK may seek to preserve the duty and quota free access to the British market that the large majority of African countries currently enjoy.  Although trade with the UK accounts for only a small proportion of total African goods exports (3.6 per cent), any loss of market access would have a significant negative effect on certain industries (for example Kenya’s cut flower producers).  There will therefore be pressure on the UK from African governments and UK-based development organisations to make sure that African countries do not face increased trade barriers.

To Address the Great Climate Migration, the World Needs a Reparations Approach - 0 views

  • Over the next 30 years, the climate crisis will displace more than 140 million people within their own countries—and many more beyond them. Global warming doesn’t respect lines on a map: It will drive massive waves of displacement across national borders, as it has in Guatemala and Africa’s Sahel region in recent years.

Reparations would use international resources to address inequalities caused or exacerbated by the climate crisis; it would allow for a way out of the climate catastrophe by tackling both mitigation and migration.   • Saudi and Iranian security officials have been holding secret talks since January without any U.S. involvement—a bit of news that has led some to bemoan a decline in American power as President Biden seeks to withdraw from the Middle East. But in fact, this is good news, both for the United States and for the prospects of calm in the region.

The British news site Amwad.media has since reported that five such meetings have been held, beginning as far back as January, and that some of these sessions have also included officials from the United Arab Emirates, Egypt, and Jordan, on topics ranging from the war in Yemen to security in Syria and Lebanon.

  • The coronavirus pandemic has opened up similar opportunities for a range of terrorists, insurgents, and criminal organizations. Across the world, they are already seeking to acquire political legitimacy through the provision of public health services, especially in countries and regions where the government has been either unwilling or unable to help.

In the favelas of Rio de Janeiro, drug trafficking organizations and criminal gangs have worked assiduously to enforce a curfew in the notoriously ungoverned slums where they operate.

Xi Just Radically Changed the Fight Against Climate Change - 0 views

  • in the world of climate politics it is hard to exaggerate China’s centrality. Thanks to the gigantic surge in economic growth since 2000 and its reliance on coal-fired electricity generation, China is now by far the largest emitter of carbon dioxide. At about 28 percent of the global total, the carbon dioxide produced in China (as opposed to that consumed in the form of Chinese exports) is about as much as that produced by the United States, European Union, and India combined. Per capita, its emissions are now greater than those of the EU if we count carbon dioxide emissions on a production rather than a consumption basis.
  • Allowing an equal ration for every person on the planet, it remains the case that the historic responsibility for excessive carbon accumulation lies overwhelmingly with the United States and Europe. Still today China’s emissions per capita are less than half those of the United States. But as far as future emissions are concerned, everything hinges on China

That is equivalent to 25 percent of America’s entire installed capacity and more than China has projected in the previous two years put together. Due to the decentralization of decision-making, Beijing has only partial control over the expansion of coal-burning capacity
  • Chinese officials laugh when they earnestly seek advice from Europeans on problems of the “just transition” and realize that the entire fossil fuel workforce that has to be taken care of in Germany is smaller than that of a single province in China. But in light of America’s cavalier dismissal of the Paris agreement, even if a new administration were to make a new and more ambitious round of commitments, what would that amount to? So long as the basics of the American way of life remain nonnegotiable and climate skepticism has a strong grip on public opinion, so long as the rearguard of the fossil fuel industries is allowed the influence that it is, so long as one of the two main governing parties and the media that supports it are rogue, America’s democracy is not in a position to make credible commitments.
  • Trump’s inversion of U.S. policy is possible because Obama never put the Paris agreement to Congress. Indeed, after the abortive cap and trade legislation of 2009, the cornerstone of the original Green New Deal, the Obama administration abandoned major legislative initiatives on climate change. Instead, it relied on regulatory interventions and the force of cheap fracked gas to deliver a modest decarbonization agenda, anchored on ending coal.
  • If there are affordable and high-quality technological options, the switch to green will happen. Due to the advances in solar and wind power, we are rapidly approaching that point. Whatever Trump’s bluster, coal is on its way out in the United States, too.
  • There are no doubt positive synergies to be had between market-driven energy choices in the United States and the industrial policy options that the European and Chinese bids for neutrality will open up. Solar and wind have already given examples of that. But amid the shambles of U.S. policy both on climate and the coronavirus, it is time to recognize a qualitative difference between the United States and Europe and China. Whereas Europe and China can sustain an emphatic public commitment to meeting the challenges of the Anthropocene with international commitments and public investment, the structure of the U.S. political system and the depth and politicization of the culture wars make that impossible. Perversely, the only way to build bipartisan political support for a green transition in the United States may be to pitch it as a national security issue in a cold war competition with China.
  • For the United States, everything hangs in the balance. For the rest of the world, that is not the case. As Xi made clear on Sept. 22, as far as the most important collective issue facing humanity is concerned, the major players are no longer waiting. If the United States joins the decarbonization train, that will be all well and good. A constructive U.S. contribution to U.N. climate diplomacy will be most welcome. But the era in which the United States was the decisive voice has passed. China and Europe are decoupling.

  • Rather than usher in a new era of Chinese influence, Beijing's missteps have shown why it is unlikely to become the world's leading power. Even if it overtakes the United States to have the biggest economy in the world, which many economists believe could happen over the next decade, China will not dislodge Washington from its central position in global affairs for decades to come.

Even Japan, after two decades of stagnation, still has one of the most formidable navies in the world, as well as the world's third largest economy. China's strategic misfortune is to be bordered by robust and proud nation-states which expect their own stake in the modern world.

China is putting in place an ambitious long-term plan to turn the renminbi into one of the main international currencies. Hillary Clinton asked at a private lunch with then Australian Prime Minister Kevin Rudd in March 2009) China has been fretting about how little leverage its U.S. bond holdings give it. The desire to dethrone the dollar is partly rooted in China's frustration that it has absolutely no influence over the Federal Reserve. And yet it has few options other than buying American debt, because the U.S. Treasury bond market is the largest and most liquid in the world.

  • The key to Chinese state capitalism is control over a relatively closed financial system, which allows the Communist Party to funnel huge volumes of cheap credit to select projects, industries, and companies. But to have a truly international currency, one that the world's central banks want to hold, China would have to let investors from around the world buy and sell large volumes of Chinese financial assets. As a result, Beijing would have to dismantle that system of controls. It would need to permit capital to flow freely in and out of the country, let the market set interest rates and allow the currency to float. An independent legal system and transparent economic policymaking would also be useful. China has a choice. It can have an international currency that might challenge the U.S. dollar or it can keep its brand of state capitalism that has driven the economy and kept the Communist Party in power. But it cannot have both.
