Egypt's 'Lost Dream' of Linking The Congo and Nile Rivers - Al-Monitor: the Pulse of th... - 0 views

  • According to a new study conducted by Gamal el-Kalyouby, a professor of petroleum and energy at the American University of Cairo, linking the Nile with the Congo River would divert Congo River water that washes into the Atlantic Ocean into the Nile River Basin. It should be noted that the Congo River water that enters the Atlantic amounts to 1,000 billion cubic meters annually. This diversion could be done by establishing a 600-kilometer [373-mile] canal to transfer water to the Nile Basin from southern Sudan to northern Sudan and then to Lake Nasser, behind the Aswan High Dam in Egypt.

  • Thirty years ago Mariame, along with tens of thousands of Black Mauritanians, was violently expelled in what survivors have called a “genocide”. More than 14,000 people now live in a series of dusty refugee camps near the Senegal river that separates the two countries, a matter of kilometres away from their former homes. The country became independent in November 1960 under president Moktar Ould Daddah, an Arab-Berber, who quickly instituted one-party rule and made Arabic the country’s official language.
  • After a catastrophic drought through the 1970s and a costly war in the Western Sahara which ended with a humiliating defeat at the hands of the Polisario Front in 1979, the Mauritanian government took a keen interest in exploiting the Senegal river valley. With 90 percent of the country already desert, the riverine farmland was by then seen as an especially precious commodity. Who owned the farms controlled the food supply.
  • The land grabs only added to a sense of impending doom among the country’s Black population.   • As a result of these climatic conditions, there is little surface water. The lines of rivers threading across the map of the region are few and far between. The arid climate also means that where there are stores of water below the surface, those aquifers are not being replenished very quickly. In some cases, aquifers are not being replenished at all; these fossil aquifers date back hundreds of thousands of years to past epochs when the region’s climate was wetter.
  • When it comes to water, the Middle East is a region of superlatives: the highest proportion of a population exposed to water stress, the least sustainable water resource use, the most water scarce region in the world. This simplistic narrative contains some truth.
  • The Middle East and North Africa also contains mountain chains where vegetation is lush and winters wet. Morocco’s Rif mountains, for example, receive over a meter of rainfall a year (for comparison, that is more than the Adirondacks). For them both to be able to achieve true and lasting national self-determination, they must do so not in 2D, cartographically, but in 3D, holographically. Say hello to nonterritorial autonomy, a long-standing but little-discussed method of managing diversity within a state by granting dispersed groups self-government on the basis of identity rather than land, while also retaining a broader structure of power sharing.

It is progressive. It takes us from zero-sum to win-win.

Dams, of course, are the quintessential symbol of modernity in water infrastructure. Seeking to emulate the American civil engineers who made the Californian desert bloom, post-colonial states across the Middle East and Asia hurried to erect taller and taller dams to catch the water that would enable a green revolution in every river basin and churn out electricity to light every city street. Aside from the social dislocation caused by their construction, the dams’ sustainability is now greatly in doubt. For one thing, dams are subject to the law of unintended consequences. In Egypt, the dams around Aswan eliminated the annual flooding of the Nile, allowing for reliable year-round irrigation and greatly expanded agricultural productivity. But the yearly floods also had a cleansing effect; now rural areas are pocked with stagnant pools where the parasite that causes bilharzia flourishes. In Pakistan, the blockage of the Indus has led to high soil salinity and greater sedimentation upstream, robbing the delta of its richest soil, and in effect raising the riverbed and making swathes of previously dry land part of the floodplain.

It has also spawned some of the bloodiest conflicts in the former Soviet Union, including ethnic clashes, incursions of armed Islamists and the Uzbek government's merciless crackdown on a 2005 popular revolt.   The glaciers and snows of the Tian Shan mountains around the valley give birth to the Syr Darya, one of Central Asia's two major rivers, and turn the valley into a giant hothouse with nearly perfect conditions for farming. Border areas in nearby Xinjiang, China's troubled Muslim region, also depend on Tian Shan's glaciers for water. But between 1961 and 2012, the sky-scraping range whose name means "Heavenly Mountains" in Chinese, has lost 27 percent of its ice mass, the German Research Centre for Geosciences said last year. The annual loss amounts to up to 5.4 cubic kilometres of water a year, it said.

As farming communities limped from one debilitating crisis to another, the recruiters—all members of what soon became the Islamic State—began to see a return on their investment.

Can ISIS overcome the insurgency resource curse? - The Washington Post - 0 views

For decades, both the Syrian and Iraqi governments focused on hydrology in their bids for socioeconomic development, building a bevy of dams, canals and other infrastructure to control floods, improve agricultural irrigation and generate electricity for their populations. Denying or diverting water, though, was also tantamount to war. During the Iran-Iraq War (1980-1988) Saddam Hussein fretted that Iran would destroy dikes and dams on the upper Tigris River in order to cause flooding in Baghdad. In the early 1990s Syria and Iraq nearly went to war with Turkey over plans to divert part of the Euphrates River, and in 1992 Iraq famously cut off the water to the marshes of southern Mesopotamia in order to destroy the terrain where Shiite insurgents were hiding out. Punishing drought conditions in rural Syria may even have caused social unrest that helped precipitate the beginning of the March 2011 uprising.

  • In February 2013, IS took control of the Tabqa Hydroelectric Dam (Syria), once a showcase in Hafez al-Assad’s development plan and a major electricity source for Aleppo. Earlier this spring, IS opened up dikes around Fallujah to impede the Iraqi army as it tried to besiege the stronghold, causing flooding as far away as Najaf and Baghdad. With its recent advances, IS now controls the hydroelectric dam at Mosul, Iraq’s largest, and IS  is poised to take the dam at Haditha, the country’s second largest.   • Political outbidding aside, local and international experts claim that Egypt’s concerns regarding water and power shortages that may result from the construction of the Ethiopia dam are unfounded, and that the dam could in fact provide more resources for Egypt. Ethiopia, a Nile Basin country, diverted the flow of the river last week in preparation for the construction of the Grand Ethiopian Renaissance Dam, a $4.2 billion project on the Blue Nile, which started in 2011. Egypt has demanded a halt in construction but to no avail since Ethiopia is pressing ahead with the project even as it continues to hold official talks with Egypt, which fears the dam could cause water and power shortages. Ethiopia claims it has reported evidence to claim otherwise. Of the 84 billion cubic meters (BCM) of the Nile water, which reaches the Aswan High Dam annually, 68 percent comes from the Blue Nile. A 10-man tripartite commission, composed of four international experts, two Egyptians, two Sudanese and two Ethiopians, has claimed that although “inconclusive”, the results from its year-long analysis of the project and inspection of the site show  that it will not significantly impact Egypt or Sudan.
  • A Nile Basin Initiative (NBI) was created in 1999 to begin cooperation among Nile riparian countries, but its participants have failed to reach an agreement to date.   • The Jerusalem Declaration on Antisemitism responds to “the IHRA Definition,” the document that was adopted by the International Holocaust Remembrance Alliance (IHRA) in 2016. Because the IHRA Definition is unclear in key respects and widely open to different interpretations, it has caused confusion and generated controversy, hence weakening the fight against antisemitism. Noting that it calls itself “a working definition,” we have sought to improve on it by offering (a) a clearer core definition and (b) a coherent set of guidelines. We hope this will be helpful for monitoring and combating antisemitism, as well as for educational purposes. We propose our non-legally binding Declaration as an alternative to the IHRA Definition. Institutions that have already adopted the IHRA Definition can use our text as a tool for interpreting it.
