  • When armed forces uproot people, the act tends to be characterized by journalists, politicians, and policymakers as ethnic cleansing. This suggests that the primary purpose is to expel or eliminate the targeted population. Strategic displacement takes different forms and can serve multiple purposes, from interdicting enemy supply lines to facilitating territorial annexation. What my research suggests, however, is that combatants, particularly state forces, often displace civilians to sort the targeted population—not to get rid of it.
  • This strategy mimics the use of strategic hamlets, regroupment centers, and so-called protected villages during civil wars in Burundi, Indonesia, the Philippines, Peru, Rwanda, Uganda, and Vietnam, where government forces ordered people living in conflict areas to relocate to particular locations. In addition to denying rebels access to the population, these methods were used to help counterinsurgents distinguish friend from foe while fighting shadowy guerrillas who hid among civilians.   • A similar dynamic can be seen in Syria. Throughout the conflict, the government of Bashar al-Assad and its allies have engaged in a ferocious campaign to expel civilians from cities and towns controlled by Syrian rebels. These displacement tactics have undermined rebels’ ability to govern and deprived them of civilian support. But they have also been used to weed out those considered disloyal to the Assad regime. The government has sought to lure the displaced to its territories and employed civil registration, property claims, and other administrative procedures to screen returning refugees and IDPs. As part of evacuation and reconciliation agreements in areas retaken from opposition groups, the Assad regime has given residents a choice of moving to government areas or to other rebel-held parts of Syria. Electing the latter is seen as signaling allegiance to the opposition. Many of those who moved are now being relentlessly targeted by regime forces in Idlib province, the only remaining opposition stronghold. When I spoke to a defector from the Syrian army, he conveyed the logic through a chilling metaphor: “Think of a dumpster where you gather garbage to finally burn it.”
  • Viewing displacement as a sorting mechanism is essential to understanding the drivers and consequences of wartime migrations, and for improving efforts to manage them. The United Nations and international NGOs typically set up and manage displacement camps; provide food, shelter, health care, education, and other services; advocate on behalf of the displaced; and help governments adopt domestic policies on displacement-related issues. Since the Spanish conquest of the Americas starting in the sixteenth century, settlers justified their reprisals against indigenous resistance as defensive “self-preservation.” If they felt their survival was imperiled, colonizers engaged in massive retaliation against “native” peoples, including noncombatants. The “doctrine of double effect” assured them that killing innocents was permissible as a side effect of carrying out a moral end, like self-defense.
  • By the nineteenth century, the Christianizing mission had been augmented by a civilizing one of the “savage” natives.     I just think it is an interesting concept. "The Narrative" curbs their ideas on American initiatives in the middle east. How its ideals managed to make it to the U.S. and actually be followed is another question. The Narrative can succeed because it begins to spread ideas to children at a young age, which obviously poses an issue. Children legitimately believe the claims and learn that the only way to stop such American evil is by violence. Do I think that this man who killed 13 people at Fort Hood is mentally unbalanced? If you consider following Jihadist beliefs unbalanced then sure. I agree with Friedman, this man was just another case of a child influenced by these ridiculous concepts

    I think the most interesting part of this whole story is the fact that Maj. Nidal Malik Hasan did not grow up being indoctrinated with this concept of "The Narrative." As Friedman points out early on in the article, he was born and raised in America, which makes his acceptance of this Arab/Islamic narrative of blaming America for all their problems all the more surprising. It is clearly a powerful force even beyond the Arab world. This links back perfectly to the other Friedman op-ed we read last week about America's role in Israeli-Palestinian peace. If the United States could somehow extricate itself from the region and just get out of the way (significantly easier said than done, unfortunately, but backing out of the peace process would be a start), it would eventually become clear that America is not the source of every problem in the Middle East. Arab governments might have to start answering to their people for some of the problems in their own countries, instead of just pointing a finger at the US. It will only be when this happens that "The Narrative" will begin to lose some of its power.

    What struck me the most is what Morgan commented on, that this was someone who was born and raised in the US. If this "Narrative" has the ability to reach that far and with that much force, then we need to take a look at what we're doing in the Middle East. Even if, as Friedman says, we were doing a kindness to the Arabs when we deposed the Taliban the Baathist regime, I think any good will or positive effect that may have had on the region has expired. I think we need to pull out as much as is possible for us. I don't agree with President Obama on a lot of issues, but I do like the quote that he included at the end. I think it's now the responsibility of the Muslims in the Middle East to take charge of what they can, and to not fall in with the more negative aspects of Islam, and show what good comes from Islam.

    With the way the media is, I don't think you have to live in a certain area to be indoctrinated with concepts from different regions. What is the whole purpose of us blogging? Our blogs can be seen as a historical account for people in the future. With technology we can read blogs from the Middle East, watch videos showing peoples' experiences with different aspects of their daily lives in their respective country, and watch/ read the news. It is pretty apparent that Hasan was mentally unbalanced. I read/ or saw something that he had been harassed for being a Muslim. Last week in my religion class my professor showed us a clip that mentioned he was working to join al-Qaeda. With the internet he was able to get in contact with people in the Middle East. When a person feels like a minority they will want to latch on to another group to have the feeling of belonging. This is a possibility for how Hasan was thinking when he if he got in contact with a member of al-Qaeda or why he shot all those people.

When rescue at sea becomes a crime: who the Tunisian fishermen arrested in Italy really... - 0 views

  • On the night of Wednesday, August 29, 2018, six Tunisian fishermen were arrested in Italy. Earlier that day, they had set off from their hometown of Zarzis, the last important Tunisian port before Libya, to cast their nets in the open sea between North Africa and Sicily. The fishermen then sighted a small vessel whose engine had broken, and that had started taking in water. After giving the fourteen passengers water, milk and bread – which the fishermen carry in abundance, knowing they might encounter refugee boats in distress – they called the Italian coastguard, who told them they’d be coming soon. After hours of waiting, though, the men decided to tow the smaller boat in the direction of Lampedusa – Italy’s southernmost island – to help Italian authorities in their rescue operations. At around 24 miles from Lampedusa, the Guardia di Finanza (customs police) took the fourteen people on board, and then proceeded to violently arrest the six fishermen. According to the precautionary custody order issued by the judge in Agrigento (Sicily), the men stand accused of smuggling, a crime that could get them up to fifteen years of jail if the case goes to trial. The fishermen have since been held in Agrigento prison, and their boat has been seized.

Their fishing grounds lying between Libya – the place from which most people making their way undocumented to Europe leave – and Sicily, they were often the first to come to the aid of refugee boats in distress. “The fishermen have never really had a choice: they work here, they encounter refugee boats regularly, so over the years they learnt to do rescue at sea”, explained Gammoudi. For years, fishermen from both sides of the Mediterranean were virtually alone in this endeavour.

You know, they look at the film and then they immediately start projecting themselves and projecting their prejudices against it

  • The subject came out of something I lived through, growing up in a war. Something that my co-screenwriter Joelle also lived through. It’s not like we read a book or based it on a TV interview on CNN. It’s something that we lived through, all the dynamics that you saw in the film, we are very familiar with it. You know, the Palestinian point of view, the Christian point of view. These are things that are so familiar to us. You know it’s this thing that we grew up eating and drinking and living. We were stopped at checkpoints, we hid under the bombs, we lived in shelters in Beirut in the 70s and the 80s and the 90s
  • We could have been such a lighthouse in the midst of all these other places around because we’re so interesting. Lebanon so interesting. But it’s sad that it does not fully use its potential. You know Christians, Muslims, Shiites, Sunni, liberal, it has all the potential of making a very, very interesting place
