Ethiopia and Egypt Are Already at War Over the Nile Dam. It's Just Happening in Cybersp... - 0 views

  • the group calling themselves the Cyber_Horus Group in late June hacked more than a dozen Ethiopian government sites, replacing each page with their own creation: an image of a skeleton pharaoh, clutching a scythe in one hand and a scimitar in the other. “If the river’s level drops, let all the Pharaoh’s soldiers hurry,” warned a message underneath. “Prepare the Ethiopian people for the wrath of the Pharaohs.”
  • Rarely have young people been so passionate about an infrastructure project. But the Grand Ethiopian Renaissance Dam, which will be Africa’s largest, is more than just a piece of infrastructure. It has become a nationalistic rallying cry for both Ethiopia and Egypt—two countries scrambling to define their nationhood after years of domestic upheaval. New Islamist Bloc Declares Opposition to National Coalition and US Strategy - Syria Com... - 0 views

  • Abdelaziz Salame, the highest political leader of the Tawhid Brigade in Aleppo, has issued a statement online where he claims to speak for 13 different rebel factions. You can see the video or read it in Arabic here. The statement is titled “communiqué number one” – making it slightly ominous right off the bat – and what it purports to do is to gut Western strategy on Syria and put an end to the exiled opposition.
  • All military and civilian forces should unify their ranks in an “Islamic framwork” which is based on “the rule of sharia and making it the sole source of legislation”. The undersigned feel that they can only be represented by those who lived and sacrificed for the revolution. Therefore, they say, they are not represented by the exile groups. They go on to specify that this applies to the National Coalition and the planned exile government of Ahmed Touma, stressing that these groups “do not represent them” and they “do not recognize them”. In closing, the undersigned call on everyone to unite and avoid conflict, and so on, and so on.

It represents the rebellion of a large part of the “mainstream FSA” against its purported political leadership, and openly aligns these factions with more hardline Islamist forces.

Some of them are among the biggest armed groups in the country, and I’m thinking now mostly of numbers one through five. All together, they control at least a few tens of thousand fighters, and if you trust their own estimates (don’t) it must be way above 50,000 fighters.

They’ve allied with the West to the point of hosting John McCain for a photo op – and as we know, he waltzed out of that meeting firmly convinced that the rebels are all proponents of secular democracy. No: the reason that the Northern Storm Brigade has suddenly gone all Islamist is that they desperately seek protection from Tawhid, after being beaten up by the Islamic State in Iraq and Syria (ISIS). Perhaps they also figure that this alliance might be the only thing big and mean enough to actually crush the Islamic State. Size, money and momentum are the things to look for in Syrian insurgent politics – ideology comes fourth, if even that.
  • There’s always good reason to be cautious about Syria’s notoriously unstable opposition politics. Things like these will shift quicker than you can say يسقط بشار. The wind could easily turn again, signatory groups could drop out, foreign funders could put the squeeze on groups that have not grasped the magnitude of what they just said.

Liberal peace transitions: a rethink is urgent | openDemocracy - 1 views

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

  • What began as a humanitarian project has turned into an insidious form of conversion and riot control which has had many casualties. Non-liberal and non-western forms of politics, economics, society, and custom, are clamouring for discursive and material space in many post-conflict zones, with mixed implications for sustainability and for the purpose of achieving a normatively (to liberals at least) and contextually acceptable, locally sustainable peace.
  • In some cases, as in Kosovo and Timor Leste this has led to a modified form of state emerging, heavily influenced by both liberal norms and local customs, practices, identities, and national agendas. Very difficult issues arise here for 'international planners' of peace and world order, not least in how they respond to such confrontations between very different political systems, customs, and agendas. But, it is also the case that synergies may arise, where these are sensitively handled and properly understood.

Such strategies have attracted to this sector a dangerous fringe of arrogant bureaucrats, 'ambulance chasers' and 'cowboys' rather than imbuing peacebuilding with the dynamics of grounded reconciliation.

  • “Awesomeness” doesn’t necessarily have to mean “life-changing wisdom from the fountain of genius.” Sometimes it just means holding yourself to a higher standard in your day-to-day content and avoiding getting into a rut just for the sake of consistency. And wherever you produce content — videos, podcasts, blogs, ads, Facebook — it’s more important than ever that you focus on what you have to offer instead of searching for widgets and plug-ins and toolbars to help you offer it slightly better. The days when people would idly surf the Web, grazing on what they could find, are largely over. Today, we've largely surrendered the discovery process to our social networks, feeding off the great links our friends have found and liked enough to share. Which means that consistency and audience loyalty aren't going to be enough anymore. You're going to need to make sure that everything you create is erupting with potential to be shared. Then you'll find the process is all around a heck of a lot easier.

Addressing these challenges could take a generation — and it will require patience, creativity, and a clearer sense of priorities.

MERIP Water in the middle East 2020 - 1 views

  • As a result of these climatic conditions, there is little surface water. The lines of rivers threading across the map of the region are few and far between. The arid climate also means that where there are stores of water below the surface, those aquifers are not being replenished very quickly. In some cases, aquifers are not being replenished at all; these fossil aquifers date back hundreds of thousands of years to past epochs when the region’s climate was wetter.
  • When it comes to water, the Middle East is a region of superlatives: the highest proportion of a population exposed to water stress, the least sustainable water resource use, the most water scarce region in the world. This simplistic narrative contains some truth.
  • The Middle East and North Africa also contains mountain chains where vegetation is lush and winters wet. Morocco’s Rif mountains, for example, receive over a meter of rainfall a year (for comparison, that is more than the Adirondacks). Around the Mediterranean Sea, too, climates are milder and rainfall higher. It sometimes snows in Damascus. Furthermore, even some dry parts of the region have significant water resources flowing through them, originating in wetter climes. Egypt’s southern city of Aswan, for instance, only receives 1mm of rainfall a year, but sits on the banks of the Nile, the longest river in the world. Depictions of the Middle East as water scarce, therefore, must be nuanced by an appreciation of the region’s varied geographies.

Now protesters are calling for them all to be removed, from Hezbollah’s Hassan Nasrallah to Prime Minister Saad Hariri, with nervous responses from the leaders themselves.   • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.

  • the kind of role that China can be expected to play in Middle East security issues. It is not realistic to think of China as an alternative to US regional security commitments. Furthermore, the fact that China has a long-standing non-alliance policy means that any Chinese approach to regional security affairs would operate under a very different framework. Rather than alliances, China uses strategic partnership diplomacy, with a set of hierarchical designations for partner states depending on their perceived importance to Beijing. These partnerships differ from alliances in that they are interest-based rather than threat-based and do not focus on third parties. Typically, China and the partner country builds trust on the foundation of economic interests, and gradually introduces political and strategic concerns.2 Iran, Saudi Arabia and the United Arab Emirates (UAE) each have comprehensive strategic partnerships, putting them at the highest level of China’s diplomatic hierarchy. Those partnerships suggest that Beijing believes it can be a different type of great power in the region, achieving balanced relationships with competing or rival regional actors. In practice, this interpretation indicates that Beijing would be more willing to support a Persian Gulf security framework that does not actively counter any regional countries. An inclusive cooperative security dialogue involving all Gulf states would be consistent with China’s interests and preferences.
  • For the US, the China challenge means more resources should be directed to the Indo-Pacific and away from the MENA region, a process that has been delayed by ongoing tensions between the US and Iran.

Say hello to nonterritorial autonomy, a long-standing but little-discussed method of managing diversity within a state by granting dispersed groups self-government on the basis of identity rather than land, while also retaining a broader structure of power sharing.
  • Overlaying two nations on one country sounds like science fiction, but that is testament to the corrosive power of the nationalist thinking that drives the two-state solution.   • President Obama’s inability to break this pattern must be an enormous personal disappointment to him. He came into office committed to crafting a new relationship with the Arab and Muslim worlds. His first interview with the international media was with Arab satellite television. He reached out publicly and privately to Iran. He addressed the Turkish parliament with persuasive empathy. He traveled to a great center of Islamic learning in Cairo to deliver a remarkably eloquent message of conciliation to Muslims everywhere. He made it clear that he understood the centrality of injustices in the Holy Land to Muslim estrangement from the West. He promised a responsible withdrawal from Iraq and a judicious recrafting of strategy in Afghanistan.  Few doubt Mr. Obama’s sincerity. Yet none of his initiatives has led to policy change anyone can detect, let alone believe in.
