  • Mass state violence against civilians is not a glitch in the international system; it is baked into statehood itself. The natural right of self-defense plays a foundational role in the self-conception of Western states in particular, the formation of which is inseparable from imperial expansion. Since the Spanish conquest of the Americas starting in the sixteenth century, settlers justified their reprisals against indigenous resistance as defensive “self-preservation.” If they felt their survival was imperiled, colonizers engaged in massive retaliation against “native” peoples, including noncombatants. The “doctrine of double effect” assured them that killing innocents was permissible as a side effect of carrying out a moral end, like self-defense.
  • By the nineteenth century, the Christianizing mission had been augmented by a civilizing one of the “savage” natives. More recently, this colonial ideology has manifested itself in the project of “bringing democracy to the Arab world,” with Israel designated as the “the only democracy in the Middle East,” the proverbial “villa in the jungle.”

During, between, and after both twentieth-century world wars, large-scale population transfers and exchanges took place across the Eurasian continent to radically homogenize empires and nations. Millions of people fled or were expelled or transferred from Turkey, Greece, Austria, Italy, India, Palestine, Central and Eastern Europe. Progressive Europeans reasoned then that long-term peace would be secured if troublesome minorities were removed. This ideology—which the governments of Russia, China, Turkey, India, and Sri Lanka share today—maintains that indigenous and minority populations must submit to their subordination and, if they resist, face subjugation, deportation, or destruction. Antiterrorism operations that kill thousands of civilians are taken to be acceptable responses to terrorist operations that kill far fewer civilians
  • Indigenous and occupied peoples, then, are placed in an impossible position. If they resist with violence, they are violently put down. If they do not, states will overlook the lower-intensity but unrelenting violence to which they are subject

So-called blood antiquities function as cash-cows, fetching high prices from unscrupulous collectors and netting a handsome cut for ISIS. As devastating as this news is, Syria and Iraq are simply additional chapters in the long-running story wherein conflict is characterised by a two-fold assault on humanity: human bodies themselves as well as the objects and sites that people create and infuse with cultural meaning.

  • The destruction of human communities is incomplete without cultural violence. This was the conclusion of lawyer and human rights advocate Raphael Lemkin, the Polish-born jurist who coined the term “genocide” and fought successfully for its recognition by international legal bodies as a crime. In Axis Rule in Occupied Europe (1944), he argued: By ‘genocide’ we mean the destruction of a nation or of an ethnic group…[It signifies] a coordinated plan of different actions aiming at the destruction of essential foundations of the life of national groups, with the aim of annihilating the groups themselves. (Lemkin 1944: 80) Among the “essential foundations” of the life of human societies, Lemkin argued, were cultural sites, objects, and practices. The Holocaust galvanised his human rights work, but it was the tragic case of Turkish Armenians during the beginning decades of the twentieth century that served as the basis for Lemkin’s theory of genocide.

Actors who are willing to abandon mass atrocity campaigns voluntarily may be easily deterred — but actors committed to a mass atrocity campaign could find themselves diplomatically isolated, operating under economic sanction, or threatened by prosecution, and still continue to wage campaigns of death. “Stop this or else” undergirds threats when a powerful actor makes them. The toolbox’s logic is ultimately escalatory as a result: force is a tool of last resort, but no other tool works without the latent presence of American military force.

And this is the case with the Jews and the Arabs—each of us sees the other in the image of the former oppressor. The Arabs look at Jewish Israel and do not see it as it really is—a half-hysterical refugee camp. Instead, they see it as the long, arrogant, oppressive, and exploitative arm of European colonialism. We Jews look at the Arabs and instead of seeing them as our fellow sufferers, we see the persecutors of our past—the Cossacks, the antisemites. Nazis who grew moustaches and got suntanned, but who are still eager to slaughter us.

Toward the end of Olmert's term the two sides were on the verge of resuming direct negotiations. At the last meeting between Olmert and Erdogan, the Turkish leader called Syrian President Bashar Assad and relayed messages to and from Olmert. But after Operation Cast Lead earlier this year and the freeze in negotiations with Syria, Erdogan said Olmert had stabbed him in the back.
