The Qatar Blockade Is Over, but the Gulf Crisis Lives On - 0 views

Qatar Crisis: A Cautionary Tale - 0 views

  • As ties with the Obama White House deteriorated, ruling circles in Gulf capitals became increasingly muscular in pursuing their own regional interests. This was, in part, a reaction by Saudi and Emirati officials to Qatar’s assertive approach to the uprisings in North Africa and Syria between 2011 and 2013
  • The second phase of the Gulf states’ regional assertiveness (after Qatar’s activist approach in 2011 and 2012) played out in Libya, Yemen, the Gulf and Egypt. Saudi Arabia and the UAE funneled tens of billions of dollars in financial aid and investment in infrastructure designed to kickstart the ailing Egyptian economy. The Saudis and Emiratis, together with the Bahrainis, withdrew their ambassadors from Qatar in March 2014 and accused Doha of interfering in the domestic affairs of its regional neighbors.

  • For Rezaian – now a Washington columnist – and many of those who saw the worst side of the Islamic Republic, its cruelties are all the more reason to prevent it developing nuclear weapons, and bind it into an international agreement. For others, particularly on the American right, any deal that eased the pressure on Iran’s economy would make the west complicit in Iran’s oppression at home and aggression abroad. In the end, all those years of diplomacy and all the delicate compromises of the JCPOA, by which the Iranians accepted nuclear limits for sanctions relief, came to naught. Tehran’s nuclear programme is expanding again, and the US and Iran are back on the brink of conflict. It is a chilling thought that no one in the US chain of command has the authority to stop Trump if he were to pick up the verification codes on the small plastic card (for some reason called the nuclear “biscuit”) that a US president always has close by, and order up Armageddon. With that other extinction-level threat, the climate emergency, there is so much happening that it is impossible to keep up. But the nuclear threat is different: nothing happens until everything happens. By the time there is something substantial to report on, it could be far too late.

FDD Aligned with State Department to Attack Supporters of Iran Diplomacy - LobeLog - 0 views

  • the State Department suspended its funding for a mysterious website and Twitter account, IranDisInfo.org and @IranDisInfo, after the project attacked human rights workers, journalists and academics, many of whom are based inside the U.S. But the role of the U.S. government in financing IranDisInfo’s criticisms of Human Rights Watch and the National Iranian American Council (NIAC), a group that has been outspoken in warning about the Trump administration’s increasingly aggressive military posture towards Iran, appears to have been in collaboration with the Foundation for Defense of Democracies (FDD). FDD pushes for military confrontation with Iran and has received funding from some of Trump and the GOP’s biggest campaign megadonors. While simultaneously denying their support for a war with Iran, FDD’s scholars have repeatedly urged U.S. military action against the Islamic Republic.

Jordan's uranium and Israel's fears | openDemocracy - 0 views

  • while supporting the development of its nuclear technology, America is insisting that Jordan purchase its reactor fuel on the nuclear market (it will “allow” Jordan to mine the uranium ore, but not convert it into fuel).  The Obama administration stresses that it will refuse to help Jordan if it makes use of its own uranium, and intends to model any deal with Jordan on the USA's recent nuclear agreement with the United Arab Emirates, who agreed to purchase their uranium on the international market, but reserve the right to renegotiate this deal if another country concludes an agreement on more favourable terms. Pursuing its right to enrich uranium without America's agreement would prove difficult for Jordan: the USA plays a powerful role in the Nuclear Supplier Group which monitors the sale of nuclear technology.  Moreover, many reactors from countries outside the USA contain American components which would require Jordan to gain America's approval to purchase.  But the USA's insistence that the country give up the right to use its own uranium seems to be a strategic miscalculation with the potential to alienate one of America and Israel's key Arab allies.  While the Jordanian government under reformist King Abdullah can certainly be criticised for its benign and even not-so-benign authoritarianism, it remains a positive presence in the Israel-Palestinian peace process (and the strongest ally of the USA in the Arab world). In fact, it was its willingness to 'help' in the war on terror that caused concern for human rights campaigners. Undermining the country's nuclear intentions when Jordan has done more than it is required to do in terms of tranparency and negotiation gives the impression that America will always treat Middle Eastern nuclear projects with suspicion, and that there's little incentive to cooperate.
  • To knowingly alienate Jordan by undermining the country's right to energy independence would be an act of masochism by Israel, particularly when the country's nuclear programme presents an opportunity to develop a model of transparency in nuclear energy development, and a chance to strengthen a more moderate presence in the region at a time when it is sorely needed.

  • Mr Assad’s regime has not only endured but thrived, along with Syria’s economy. Its GDP, its foreign trade and the value of loans to its private sector have all nearly doubled in the past four years, as reforms have tapped suppressed entrepreneurial vigour. For decades Damascus looked as dour as Bucharest under communist rule. Now it pulses with life. New cars throng its streets. Fancy boutique hotels, bars and fully booked restaurants pack its rapidly gentrifying older quarters, while middle-class suburbs, replete with shopping malls and fast-food outlets, spread into the surrounding hills. The revenue of Damascus’s swankiest hotel, the Four Seasons, is said to have doubled between 2006 and 2008. Bank Audi Syria, one of several Lebanese banks prospering there, made a profit within six months of launching in 2005. It now boasts $1.6 billion in deposits, and recently led Syria’s first-ever private syndication to finance a cement plant, a joint venture between France’s Lafarge and local businessmen costing $680m. In March Syria relaunched its stock exchange, moribund since the 1960s and still tiny. But with new rules allowing foreign ownership of equity, investors are showing keen interest.
  • Syria is a natural transit hub for the region’s energy exports. In October it signed a series of agreements with Turkey. A decade ago the Turks had threatened to invade; now they can drive across the border without visas. Last month the EU also abruptly signalled its eagerness to sign a long-delayed association agreement, leaving the Syrians to ponder whether it needs revision in light of their stronger bargaining hand.
  • The reforms so far have been the easier ones. Pervasive corruption and creaky infrastructure will impede progress. So will a school system that, despite the opening of some 15 private universities, is far from supplying the skills needed for a modern economy.

With the exception of the Kurds, Syria’s minorities enjoy a sense of security envied elsewhere in the region.

We’re not just walking off the field. We’re taking the ball and throwing a finger at the rest of the world.”

Kalam - Cooperative security in the Middle East: A role for China? - 0 views

  • the kind of role that China can be expected to play in Middle East security issues. It is not realistic to think of China as an alternative to US regional security commitments. Furthermore, the fact that China has a long-standing non-alliance policy means that any Chinese approach to regional security affairs would operate under a very different framework. Rather than alliances, China uses strategic partnership diplomacy, with a set of hierarchical designations for partner states depending on their perceived importance to Beijing. These partnerships differ from alliances in that they are interest-based rather than threat-based and do not focus on third parties. Typically, China and the partner country builds trust on the foundation of economic interests, and gradually introduces political and strategic concerns.2 Iran, Saudi Arabia and the United Arab Emirates (UAE) each have comprehensive strategic partnerships, putting them at the highest level of China’s diplomatic hierarchy. Those partnerships suggest that Beijing believes it can be a different type of great power in the region, achieving balanced relationships with competing or rival regional actors. In practice, this interpretation indicates that Beijing would be more willing to support a Persian Gulf security framework that does not actively counter any regional countries. An inclusive cooperative security dialogue involving all Gulf states would be consistent with China’s interests and preferences.
  • For the US, the China challenge means more resources should be directed to the Indo-Pacific and away from the MENA region, a process that has been delayed by ongoing tensions between the US and Iran.

  • A nuclear Iran is a threat to China, as is the prospect of anticipated nuclear proliferation throughout the Middle East that would likely result. This is an issue that would be especially suited to Chinese engagement through a cooperative security dialogue.

  • t established the China Arab States Cooperation Forum (CASCF) in 2004, a multilateral forum that promotes policy coordination and includes China and the 22 Arab League member states. Another development was the appointment of special envoys to offer Chinese mediation on regional hotspot issues, with one for Israel and the Palestinian Territories, and another for Syria. Beyond inserting China into these issues, however, and demonstrating Beijing’s awareness that it needs to be more actively involved, there have been few tangible results from these envoys.
  • The Middle East is a region where the two countries’ interests align quite closely and would benefit from policy coordination. Given the political climates in both Washington and Beijing, however, it is difficult to foresee this happening unless it concerns an issue where both believe their interests and preferences are threatened.
