    Internet companies came under fire on Capitol Hill on Thursday, with lawmakers questioning how well the companies protect information that they collect online about consumers for advertising purposes. "I think it's a big deal if someone tracks where you go and what you look at without your personal approval. We wouldn't like that in the non-Internet world and I personally don't like it in the Internet world," said Rep. Joe Barton (R., Texas). Lawmakers in the House are drafting Internet-privacy legislation designed to provide consumers more information about what is being collected online and to give them greater control about how that data can be used. It could also set rules for how consumers could prevent their personal data from being shared with advertisers. "Consumers are entitled to some baseline protections in the online space," said Rep. Rick Boucher (D., Va.) chairman of the House Internet subcommittee.

    Look for almost a dozen consumer groups and privacy advocates to launch a full-court press on targeted behavioral advertising and online privacy on Capitol Hill next week. According to a source, those groups on Sept. 1 will release a background paper, letters to House members and other documents to make their case for stronger government oversight of online marketing targeted to kids. "A growing number of child advocacy and health groups have called on the FTC and Congress to prohibit the behavioral targeting of both children and teens, next week, many leading consumer and privacy groups will send a letter to congressional leaders calling for similar safeguards," confirms Jeff Chester, executive director of the Center for Digital Democracy. Chester saidd that 10 groups will be involved in the push, and that they will be "pressing Congress to write legislation that truly protects consumer privacy, but enables online marketing to flourish in a more responsible fashion." The effort comes as Congress prepares to return from its summer break. House Communications Subcommittee Chairman Rick Boucher (D-Va.) has made an online privacy bill a legislative priority in this session of Congress.

    Is the price to safeguard America's information systems and networks on a collision course with efforts to rescue the economy? One would hope not, but the $789 billion stimulus package that contains nearly $10 billions for IT-related projects offered very little for cybersecurity. Still, the president sees protecting government and private-sector information systems as crucial to the economic vitality of the country. So, when Acting Senior Director for Cyberspace Melissa Hathaway hands the President her recommendations on securing the nation's information infrastructure later this month, a sharper picture should emerge on how much money the government will need to spend to do just that. What Price Security? The government isn't a spendthrift in protecting its IT networks; it earmarked $6.8 billion a year on cybersecurity this fiscal year, up from $4.2 billion five years ago, according to the White House Office of Management and Budget. But is that enough? Appropriating money to find new and innovative ways to protect our critical information infrastructure doesn't seem to be a government priority, at least not yet. Of the $147 billion the government planned to spend on all types of research and development this fiscal year, only $300 million or 0.2 percent was slated for cybersecurity, according to the Securing Cyberspace in the 44th Presidency report issued by the Center for Strategic and International Studies. By comparison, the budget contained five times as much money $1.5 billion for nanotechnology R&D.

    Cable operators will sit in the hot seat Thursday as Congress reviews their plans to roll out targeted advertising amid fears that consumer privacy could be infringed if the companies were to track and record viewing habits. The House subcommittee on Communications, Technology and the Internet will hold a hearing that will look at new uses for digital set-top boxes, the devices that control channels and perform other tasks on the TV screen. Cable TV companies plan to use such boxes to collect data and direct ads more targeted to individual preferences. "We have recently called on Congress and the Federal Trade Commission to investigate cable's new interactive targeted TV ad system on both antitrust and privacy grounds," said Jeff Chester, executive director of the Center for Digital Democracy. He's concerned about Canoe Ventures, a consortium formed by the nation's six largest cable companies to oversee the rollout of targeted and interactive ads nationally. Chester worries that Canoe will track what consumers do in their homes. Currently, cable companies aim their ads based strictly on geography. Now, cable's goal is to take the Internet's success with targeted ads and transfer that to the TV medium. Thus, a household that watches a lot of Nickelodeon and the Disney Channel eventually could be targeted for theme parks promotions. This type of targeting is something broadcast TV can't do. For starters, Canoe plans to offer ads this summer that consider demographic factors such as age and income. Philadelphia-based Comcast Corp. and Cablevision Systems Corp. of Bethpage, N.Y., also have been testing or rolling out targeted ads outside the consortium. But cable operators are wary about being seen as trampling on consumer privacy and reiterate that they don't plan to target based on any personally identifiable information, such as someone's name and address.     Former Booz Allen Hamilton management consultant Melissa Hathaway's much anticipated 60-day review of U.S. cybersecurity policy is scheduled to hit President Obama's desk this Friday. All eyes of the tech security community will be watching. It will signal what approach Obama will take in the complicated task of stemming cyber threats. Obama has said he will make the Internet safer for citizens and businesses, while playing catchup to China and Russia who are far ahead in the cyberwarfare arms race. "We're trying to do cybersecurity in a democracy," says Leslie Harris, President and CEO of the Center for Democracy & Technology. "Doing cybersecurity in China, my guess, is a lot easier." CDT held a press briefing this morning at which it warned that a cybersecurity bill, introduced earlier this month by Sen. John Rockefeller, D-W.Va, and Sen. Olympia Snowe, R-Maine, is the first of several that likely will be proposed once Hathaway's review is out. Harris said CDT agrees with a provision in the Rockefeller-Snowe bill that would create a cabinet-level cybersecurity adviser reporting directly to President Obama, but questions some of the extraordinary federal enforcement powers that could be created. CDT says it doesn't want citizens' civil liberties trampled upon. CDT general counsel Greg Nojeim gave Hathaway high marks for keeping her review process relatively open, in contrast to the Bush administration's penchant for secrecy. "So far the White House review team gets high grades on transparency," Nojeim said. Hathaway has held closed briefings in the past several weeks with Congressional committees, industry groups and privacy organizations, said Nojeim. "But the real test will be whether their recommendations reflect a commitment to transparency in the execution of the program," said Nojeim.

    Late last month, the House passed an economic recovery package containing $20 billion for health information technology, which would require the Department of Health and Human Services to develop standards by 2010 for a nationwide system to exchange health data electronically. The version of the recovery package passed by the Senate yesterday contains slightly less funding for health information technology ("health IT"). But as Congress moves to reconcile the two stimulus packages, conservatives have begun attacking the health IT provisions, falsely claiming that they would lead to the government "telling the doctors what they can't and cannot treat, and on whom they can and cannot treat." The conservative misinformation campaign began on Monday with a Bloomberg "commentary" by Hudson Institute fellow Betsy McCaughey, which claimed that the legislation will have the government "monitor treatments" in order to "'guide' your doctor's decisions." McCaughey's imaginative misreading was quickly trumpeted by Rush Limbaugh and the Drudge Report, eventually ending up on Fox News, where McCaughey's opinion column was described as "a report." In one of the many Fox segments focused on the column, hosts Megyn Kelly and Bill Hemmer blindsided Sens. Arlen Specter (R-PA) and Jon Tester (D-MT) with McCaughey's false interpretation, causing them to promise that they would "get this provision clarified." On his radio show yesterday, Limbaugh credited himself for injecting the false story into the stimulus debate, saying that he "detailed it and now it's all over mainstream media."

That would vest more authority in a staff run by James L. During a panel discussion that CNET News wrote about last fall, Hathaway defended Homeland Security's efforts to develop what it called a National Cyber Security Initiative, saying there was "unprecedented bipartisan support" for it.     It's never been easier to get information on the run. Smart devices such as the G1 and Apple iPhone let you put the Internet in your pocket and go - down the block or across the country. But this convenience could cost plenty in lost privacy, consumer advocates and tech analysts say. Once data have been collected and warehoused, you lose control of it forever. "The Big Brother aspect of it is troubling," says Rep. Edward Markey, D-Mass., former chairman of the powerful House Subcommittee on Telecommunications and the Internet. Mobile consumers are especially vulnerable, Markey says. Unlike PCs, cellphones tend to be used by one person exclusively. The information they telegraph - on Web browsing, lifestyle and more - tends to be "highly personalized." That's the main reason mobile data are so prized: The information is incredibly accurate. It's also why Markey and other privacy advocates say the debate about online privacy will become even more intense as advertising migrates to the mobile Web. Mobile advertising is still relatively new - G1 users, for now, get ads only through search results, for instance - but it's clearly a hot spot. The market is expected to reach $2.2 billion by 2012, from about $800 million now, according to JupiterResearch. Ultimately, it could surpass the traditional Web, now a $20 billion ad market. Yahoo, Microsoft and other ad-supported search engines collect information as Google does. But the sheer size and scope of Google's data-mining operation - the Web giant performs more than 80% of all desktop searches worldwide - makes it a uniquely pervasive presence, says Chester.     Bits readers have a serious case of broadband envy. I've been writing about the debate about how the government might encourage more high-speed Internet use and you've complained loudly that people in other countries have faster, cheaper, more widely available broadband service. Even customer-service representatives of Internet service providers overseas are nicer too. I don't know about manners, but it's easy to find examples that American's broadband is second-rate: In Japan, broadband service running at 150 megabits per second (Mbps) costs $60 a month. The fastest service available now in the United States is 50 Mbps at a price of $90 to $150 a month. In London, $9 a month buys 8 Mbps service. In New York, broadband starts at $20 per month, for 1 Mbps. In Iceland, 83 percent of the households are connected to broadband. In the United States, the adoption rate is 59 percent. There's more than just envy at stake here. President Obama campaigned on a promise of fast broadband service for all. On the White House Web site, he writes "America should lead the world in broadband penetration and Internet access." And the recent stimulus bill requires the Federal Communications Commission to create a national broadband plan in order to make high-speed Internet service both more available and more affordable. I've spent the last week trolling through reports and talking to people who study broadband deployment around the world to see what explains the faster and cheaper service in many countries. We'll start with where the United States isn't doing quite so badly: the basic speed of broadband service. If you take out the countries that have made significant investment in fiber optic networks - Japan, Korea and Sweden - the United States is in the middle of the pack when it comes to network speed.

    The debate on Internet privacy has begun in Congress. I had a chance to sit down recently with Representative Rick Boucher, the long-serving Virginia Democrat, who has just replaced Ed Markey, the Democrat from Massachusetts, as the chairman of the House Subcommittee looking after telecommunications, technology and the Internet. Mr. Boucher is widely regarded as one of the most technologically savvy members of Congress. As he ticked off his top priorities for his panel, most involved the pressing demands of telecommunications regulation. There is a law governing how local TV stations are carried on satellite broadcasters that needs to be renewed. There is the Universal Service Fund, which takes money from most telephone customers to pay for rural service to be improved. And there is the conversion to digital television and the investments in rural broadband to be supervised. But high on his list is a topic that is very much under his discretion: passing a bill to regulate the privacy of Internet users. "Internet users should be able to know what information is collected about them and have the opportunity to opt out," he said. While he hasn't written the bill yet, Mr. Boucher said that he, working with Representative Cliff Stearns, the Florida Republican who is the ranking minority member on the subcommittee, wants to require Web sites to disclose how they collect and use data, and give users the option to opt out of any data collection. That's not a big change from what happens now, at least on most big sites.
