Lawmakers Blast Internet Data Collection - WSJ.com - 0 views

    Internet companies came under fire on Capitol Hill on Thursday, with lawmakers questioning how well the companies protect information that they collect online about consumers for advertising purposes. "I think it's a big deal if someone tracks where you go and what you look at without your personal approval. We wouldn't like that in the non-Internet world and I personally don't like it in the Internet world," said Rep. Joe Barton (R., Texas). Lawmakers in the House are drafting Internet-privacy legislation designed to provide consumers more information about what is being collected online and to give them greater control about how that data can be used. It could also set rules for how consumers could prevent their personal data from being shared with advertisers. "Consumers are entitled to some baseline protections in the online space," said Rep. Rick Boucher (D., Va.) chairman of the House Internet subcommittee.

Data Explosion Expands Breach Exposure, But Insurers More Open To Handling Risk - 0 views

    The problem with securing data and insuring its safety is that there is simply so much more stored electronically these days that opportunities for outside hackers or insiders to steal valuable, confidential information off a company's computer systems are growing exponentially, according to those in the insurance industry who make it their business to cover this expanding exposure. Indeed, "you can take out more data in a thumb drive now than people could take out in a super-computer 10 years ago," according to Kevin Kalinich, co-national managing director for Professional Risk Solutions at Aon. The risk of a data breach is very real for companies large and small across almost any industry, noted Mr. Kalinich. He cited a report from the University of California, Berkeley, that more data has been aggregated and stored in the last three years than in the entire history of mankind. He also noted that between 75 and 85 percent of Fortune 2000 companies have suffered a "material data breach," meaning there is a growing market for those selling insurance coverage for liability and repair costs, as well as loss control services. Companies that take an "it won't happen to me" approach to securing data need only look at news headlines to see that organizations are often hit by breaches, and as more data is being stored electronically, the potential for, and impact of possible breaches increase. Princeton, N.J.-based credit and debit processing company Heartland Payment Systems reported that it had been compromised in 2008 in a breach that involved up to 100 million records, which would be tops for number of records accessed in a breach. The Heartland incident would displace the 2007 breach of TJX, in which over 45.6 million credit and debit card numbers were stolen. The TJX breach, in turn, took the record set by a breach of CardSystems Solutions in 2005.

    Privacy and civil liberties advocates are urging lawmakers working on the forthcoming economic stimulus package to ensure that any language to spur adoption of electronic medical records includes meaningful security safeguards. The American Civil Liberties Union, Consumer Action, the National Association of Social Workers, Patient Privacy Rights and others sent letters to House Speaker Nancy Pelosi, Senate Majority Leader Harry Reid and President-elect Barack Obama Wednesday asking them to ensure individuals can control the use of their medical records and protect them from what they believe is a thriving industry of firms that share and sell medical data. "We all want to innovate and improve health care, but without privacy our system will crash as any system with a persistent and chronic virus will," Patient Privacy Rights executive director Ashley Katz said at a Capitol Hill briefing. Katz said her group has been pleased with progress that the House Energy and Commerce, and Ways and Means committees made last year.

    Urging Privacy Protections with Health IT Privacy safeguards are needed if funds are to be provided for implementation of health IT systems in economic stimulus package. At today's news conference, the Coalition for Patient Privacy is releasing a letter sent to Congress advocating for the inclusion of privacy safeguards with any funding given to implement health IT systems in the proposed economic stimulus package. In the letter, the bipartisan coalition, representing over 30 organizations, individual experts and the Microsoft Corporation, welcomes the renewed commitment in Congress to protecting consumers over special interests, but makes clear that trust is essential to health IT adoption and participation, and only attainable with privacy protections. The coalition is calling on Congress to "A.C.T.", by providing: accountability for access to health records, control of personal information, and transparency to protect medical consumers from abuse. Consumer trust is essential to health IT adoption and participation, and only attainable with privacy safeguards. Through these three tenets, implementation of health IT is not only attainable, but would protect the right to privacy for consumers, employees, and providers.

No Easy Answer for Protecting Kids Online - WSJ.com - 0 views

    There is no simple technology solution to protect children from bullying, pornography, sexual predation and other online threats, a new study says. The highly anticipated report -- results of a year-long study ordered by 49 state attorneys general -- found that "a combination of technologies, in concert with parental oversight, education, social services, law enforcement, and sound policies by social-network sites and service providers, may assist in addressing specific problems that minors face online," according to a draft of the report reviewed by The Wall Street Journal. The report also found that the risks that minors face on the Web -- notably bullying and harassment by peers -- aren't very different from those they face in the real world. The report is scheduled to be issued Wednesday by the Internet Safety Technical Task Force, led by Harvard University's Berkman Center for Internet and Society. Task-force members included representatives of several top Internet and security companies, including News Corp.'s MySpace, Google Inc., Time Warner Inc.'s AOL and Facebook Inc. (News Corp. also publishes the Journal.) The 278-page report is a boon for the Web companies, which have long argued that technology isn't the sole solution to the dangers kids face online. It is a disappointment for those in favor of stricter technological controls, such as age-verification and filtering tools.

Perhaps the Tweens don't understand what social networking sites really sell; looks like some grown ups started asking where all their personal information is going and when it might inconveniently show up in some ad campaign.

    A couple of weeks ago, we revised our terms of use hoping to clarify some parts for our users. Over the past couple of days, we received a lot of questions and comments about the changes and what they mean for people and their information. Based on this feedback, we have decided to return to our previous terms of use while we resolve the issues that people have raised. Many of us at Facebook spent most of today discussing how best to move forward. One approach would have been to quickly amend the new terms with new language to clarify our positions further. Another approach was simply to revert to our old terms while we begin working on our next version. As we thought through this, we reached out to respected organizations to get their input. Going forward, we've decided to take a new approach towards developing our terms. We concluded that returning to our previous terms was the right thing for now. As I said yesterday, we think that a lot of the language in our terms is overly formal and protective so we don't plan to leave it there for long. More than 175 million people use Facebook. If it were a country, it would be the sixth most populated country in the world. Our terms aren't just a document that protect our rights; it's the governing document for how the service is used by everyone across the world. Given its importance, we need to make sure the terms reflect the principles and values of the people using the service. Our next version will be a substantial revision from where we are now. It will reflect the principles I described yesterday around how people share and control their information, and it will be written clearly in language everyone can understand. Since this will be the governing document that we'll all live by, Facebook users will have a lot of input in crafting these terms. If that's true, then breach notification laws offer the chance of eventual improvements in security, years hence. For now? They're a huge distraction that has more to do with butt-covering and paperwork than improving systems security. Somehow, the security world has managed to ignore the effect voluntary (?) notification and notification laws have had in other fields-namely, none.We regularly get bank disclosure statements, stock plan announcements, HIPAA disclosures, etc.-and they all go immediately in the wastebasket, unread.When I got my personal information breach notification from the Department of Veterans Affairs, it went in the trash too. Counterpoint by Bruce Schneier THERE ARE THREE REASONS for breach notification laws. One, it's common politeness that when you lose something of someone else's, you tell him. The prevailing corporate attitude before the law-"They won't notice, and if they do notice they won't know it's us, so we are better off keeping quiet about the whole thing"-is just wrong. Two, it provides statistics to security researchers as to how pervasive the problem really is. And three, it forces companies to improve their security. That last point needs a bit of explanation. The problem with companies protecting your data is that it isn't in their financial best interest to do so. That is, the companies are responsible for protecting your data, but bear none of the costs if your data is compromised. You suffer the harm, but you have no control-or even knowledge- of the company's security practices. The idea behind such laws, and how they were sold to legislators, is that they would increase the cost-both in bad publicity and the actual notification-of security breaches, motivating companies to spend more to prevent them. PCI Survey Finds Some Merchants Don't Use Antivirus Software - Business Center - PC World - 0 views

    Consumers face a greater risk of losing control of their data when doing business with smaller retailers, as many haven't made investments to comply with the Payment Card Industry's Data Security Standard (PCI DSS), according to a new survey. The survey, which covered 560 U.S. and multinational organizations, asked respondents a variety of questions about their investments and deployment of technology to comply with PCI DSS, which was introduced in 2005. It's an industry standard created by major credit card companies that's designed to protect customer payment data. The survey found that 55 percent of organizations only secured credit card information but not other data such as Social Security and driver's license numbers or bank account details. Also, only 28 percent of smaller companies between 501 to 1,000 employees comply with PCI DSS. That compares with more than 70 percent of large merchants with 75,000 or more employees that claimed they're compliant.

    "Temporary workers brought in to help during the busy holiday shopping season can sometimes pose a data security risk for companies. Retailers that hire temporary help need to keep a watchful eye on them to reduce the risk of data compromises, said Bob Russo, general manager of the PCI Security Standards Council. The council oversees the implementation of mandatory security standards for protecting credit and debit card data across the payment industry. With many retailers hiring temporary workers to handle extra business, vigilance is key, Russo said. "Management needs to hover at this time of the year, especially with temps," he said. Temporary workers who handle credit card data or are involved in any form of payment processing need to follow appropriate security procedures. Proper access controls also need to be in place to prevent temporary workers from gaining access to other systems, he said."

    Microsoft Corp.'s plan to eliminate U.S. workers after lobbying for more foreigner visas is stirring resentment among lawmakers and employees. As many as 5,000 employees are being shown the door at Microsoft, which uses more H1-B guest-worker visas than any other U.S. company. Some employees and politicians say Microsoft should get rid of foreigners first. "If they lay people off, are they going to think of America first or are they going to think of the world first?" Chuck Grassley, a Republican Senator from Iowa, said in an interview. He sent a letter to Microsoft Chief Executive Officer Steve Ballmer the day after Microsoft announced the job cuts last month, demanding Ballmer fire visa holders first. Across the technology industry, some of the biggest users of H1-B visas are cutting jobs, including Intel Corp., International Business Machines Corp. and Hewlett-Packard Co. The firings at Microsoft, the world's largest software maker, came less than a year after Chairman Bill Gates lobbied Congress for an expansion of the visa program. Even before Microsoft announced the cuts, its first-ever companywide layoffs, comments on a blog run by an anonymous Microsoft worker angrily debated getting rid of guest workers first. The author of the Mini-Microsoft blog eventually had to censor and then completely block all arguments about visas, after the conversation "got downright nasty."

    Securing our Nation against cyber attacks has become one of the Nation's highest priorities. To achieve this objective, networks, systems, and the operations teams that support them must vigorously defend against external attacks. Furthermore, for those external attacks that are successful, defenses must be capable of thwarting, detecting, and responding to follow-on attacks on internal networks as attackers spread inside a compromised network. A central tenet of the US Comprehensive National Cybersecurity Initiative (CNCI) is that 'offense must inform defense'. In other words, knowledge of actual attacks that have compromised systems provides the essential foundation on which to construct effective defenses. The US Senate Homeland Security and Government Affairs Committee moved to make this same tenet central to the Federal Information Security Management Act in drafting FISMA 2008.

    The software vendor's commissioned research will be revealed during a panel discussion with leaders from the California Office of Privacy Protection, Intel, and MySpace. Wednesday, Jan. 28, 2009, is Data Privacy Day, and to mark the occasion, Microsoft is participating in a panel discussion in San Francisco with privacy experts from the California Office of Privacy Protection, the Center for Democracy and Technology, Intel (NSDQ: INTC), and MySpace. Better this week than last, when Heartland Payment Systems and Monster.com disclosed major malware-driven data breaches that promise privacy headaches or worse for affected account holders. It is such incidents that worry Peter Cullen, Microsoft (NSDQ: MSFT)'s chief privacy strategist, because of the impact they can have on consumer trust. "Trust is becoming increasingly important," he said. That's why Data Privacy Day exists. Microsoft and other organizations recognize that without trust, the online economy only gets worse for everyone. Cullen explained that Data Privacy Day represents a global opportunity for organizations and individuals to come together to discuss how to better educate consumers about data privacy issues. One way to advance the discussion, Cullen said, was to commission some research, which Microsoft did in two cities, in California and Texas. "We wanted to understand how different segments of consumers, from teens to professionals to boomers, thought about privacy," he said. "There were some rather interesting results that came out of this." "Our hypothesis is that across these three segments, there would be different ways of thinking about these things," said Cullen. "We were really surprised to learn there's a large degree of similarity in the way people think about privacy."

California water company insider steals $9 million, flees country - 0 views

    An insider at the California Water Service Company in San Jose broke into the company's computer system and transferred $9 million into offshore bank accounts and fled the country. Abdirahman Ismail Abdi, 32, was an auditor for the water company, which delivers drinking water throughout the state and is located in San Jose, Calif. Abdi resigned from his position on April 27. Allegedly, that night he went back to work and made three wire transfers totaling more than $9 million from the company's accounts to an account in Qatar. Abdi was seen by a janitor on the night of the crime, according to the San Jose Mercury News, citing court documents filed Wednesday in the federal court at San Jose. The next morning, the water company discovered what had been done and worked with their bank to have the money returned to their account. The company notified police, who are currently investigating the case, Jose Garcia, public information officer at the San Jose Police Department, told SCMagazineUS.com on Friday.

Digging into System Access Risks | Big Fat Finance Blog - 0 views

    As I mentioned two weeks ago, a recent survey indicates that more than half of large companies have limited knowledge of which systems or applications their employees have access to. This marks a system access problem, and a growing risk during a period of frequent and large layoffs. If a company needs to turn off access manually (which is often the case), it may miss several user accounts that they don't realize exist. This leaves the door open for past employees, and others, to access important data, including financial information and customer information. To learn more about these open-door system risks, I asked Courion vice president Kurt Johnson about his firm's research.
