Disposal and recycling standards for old computer equipment and other electronic waste must be harmonized for this rapidly growing problem to be dealt with effectively across national borders. An analysis of the current rules and regulations is reported in the latest issue of the International Journal of Environmental Engineering.

A furniture refinishing company has launched a new electronics recycling program to deal with waste electronics generated by furniture remodeling projects. The Refinishing Touch is an Alpharetta, Ga., company that offers on-site furniture refinishing, re-upholstery and armoire modification services to hotel chains and the federal government. Recently the company has conducted armoire modifications for several hotel chains upgrading television sets in guest rooms from CRTs to HD flat panel displays. The company is launching the new program to deal with those discarded displays. The company will guarantee TVs accepted through the program are recycled in compliance with Occupational Safety and Health Administration and EPA industry standards as well as all applicable local, state and federal laws and regulations. "Discarded electronic products and components - or e-waste, as they are collectively known - can represent either a major environmental dilemma or a massive potential economic windfall. If treated properly, much e-waste may be reclaimed or recycled for future use and converted into a significant new revenue stream. Improperly treated e-waste, on the other hand, poses a massive threat to the world's ecosystem and can result in contamination to the soil, air, and water, while also exposing workers, nearby residents, and wildlife to a multitude of health hazards. This study forecasts that the worldwide market for e-waste recovery will grow from $5.7 billion in 2009 to nearly $14.7 billion by the end of 2014, representing a CAGR of 20.8% over the forecast period. This figure represents money generated through reclamation of valuable materials from e-scrap."

Living in an age of disposability has led many durable goods manufacturers to explore ways of reducing the environmental footprint their products leave during their manufacturing process and throughout their lifecycle. The sheer volume of mobile phones produced annually and the propensity of users to chase mobile technology trends leads to an average replacement cycle of between 12 and 18 months, bringing special attention to the greening efforts of mobile device manufacturers. As consumer awareness and environmental legislation continue to evolve, handset vendors are developing their corporate responsibility initiatives to develop new business practices aimed at improving the compliance and environmental sustainability of their handsets. The European commission and industry-led initiatives have made great progress in developing a set of requirements and goals for developing sustainable business practices across the entire life cycle of handset production, distribution, use and disposal. This study identifies and explores key global handset initiatives and the handsets that are coming to market as a result of vendors' efforts to minimize their environmental impact. A nonprofit group has developed two new campaigns using technology toward their mission to provide safety to victims and survivors of domestic and sexual abuse.

Dakota County is making it easier for residents to recycle TVs at The Recycling Zone. Making it easier for people to recycle is just one of the ways Dakota County plans to meet its goal to increase recycling this year by 20 percent.

As industry groups file suit against a New York City e-waste recycling program, AT&T is ramping up its own wireless recycling initiatives, showing the divergent attitude that is emerging among sellers of electronic devices. AT&T estimates it will collect roughly 14 million wireless devices for recycling by the end of 2011, which will keep more than 920 tons of primary materials and more than 13 tons of toxic waste out of landfills. Post provides highlights of AT&T e-waste initiative, information on lawsuit filed in NYC, and information on the Electronics Stewardship Association of British Columbia (ESABC). ESABC is revising the Environmental Handling Fees (EHFs) charged on products which were regulated for the launch of the program August 1, 2007. Most charges will be lowered between 20 to 75 percent. These changes will become effective on August 1, 2009 and are directly related to computer, printer, monitor and TV purchases.

Information on corporate recycling programs, electronics recycling FAQs, resources for electronics reuse, and environmentally preferable purchasing tips are also provided. As more organizations worldwide come to see the value of investing in eco-friendlier hardware, PC vendors are jockeying for the right to lay claim to the greenest wares. Proving a central weapon in this battle is the EPEAT (Electronic Product Environmental Assessment Tool) registry. Plenty of companies are finding the tool invaluable for finding green machines that meet their particular needs. The problem is, some vendors -- intentionally or otherwise -- might be abusing the system to make themselves and their wares look greener.

Basel Action Network (BAN) Toxic Trade News, 6/10/09. "The Environmental Protection Agency filed a legal Complaint and Compliance Order late last week against EarthEcycle, the electronic waste handler for several charity e-waste collection events held in the Pittsburgh, Pennsylvania in recent days. Basel Action Network (BAN) tracked 7 sea-going containers of the collected toxic e-waste to Hong Kong and South Africa after assurances were made by EarthEcycle owner, Mr. Jeffrey Nixon, that the wastes would be recycled locally. The EPA complaint cites 7 violation counts for illegal management and exportation of 'Cathode Ray Tubes' - the picture tube of old computer monitors and TVs. The counts include 'unauthorized export of hazardous waste' and 'failure to prepare a hazardous waste manifest.'" Article also reports on the decision of certain charities to continue their fundraising relationships with EarthECycle despite allegations of illegal exportation of waste.

Report published by the Basel Action Network (BAN) & the Electronics Takeback Coalition describing a scandal involving a free electronics collection held as a benefit for a charity. According to the report, items collected were shipped overseas despite assurances by the recycling firm that all e-waste they collect is kept within the U.S. for processing. The Electronics TakeBack Coalition (ETBC) promotes green design and responsible recycling in the electronics industry. Its goal is to protect the health and well being of electronics users, workers, and the communities where electronics are produced and discarded by requiring consumer electronics manufacturers and brand owners to take full responsibility for the life cycle of their products, through effective public policy requirements or enforceable agreements. ETBC plans to accomplish this goal by establishing extended producer responsibility (EPR) as the policy tool to promote sustainable production and consumption of consumer electronics (all products with a circuit board). The Campaign will focus first on establishing EPR for personal computers.

This bill proposes to authorize the Administrator of the Environmental Protection Agency to award grants for electronic device recycling research, development, and demonstration projects, and for other purposes. "In general, this package of bill would add a new Part 173 (Electronics) to the Natural Resources and Environmental Protection Act to require manufacturers and recyclers of covered electronic devices (covered computers and covered video display devices) to register annually with the Department of Environmental Quality (DEQ), pay annual registration fees to a new Electronic Recycling Fund, and to require manufacturers to operate takeback programs for covered devices used by individuals and small businesses. The bills are tie-barred to one another, meaning all must be enacted for any to go into effect."
