Himmler's speech on the values of the SS at the Reich Peasant Congress, 12 November 1935, emphasized three main values, "blood and selection," "loyalty" and "obedience" (Lee 41), which set a benchmark for the SS's consistent ideological framework. Another value comes from Reichsführer-SS Himmler's stance on the purpose of the SS, since he was effectively in charge of the SS-apparatus. A limitation is that, given the early scope of the speech, Himmler could not speak on what future role the SS would have.

Himmler to SS-Gruppenführer in Pozan in October 1943: "Doom!-if a split develops between the SS and the police. Doom!-if … the Hauptämter try to make themselves independent each with their own channel of command to their subordinates. … Doom!-if we ever allow these ties [between various SS organizations] to loosen then you may be sure that in a generation … all would sink back into its old mediocrity." (Krausnick 227-8)

In a transcription from a conversation between Himmler and the SS-Gruppenführer in Pozan (October 1943), Himmler addresses the fear that there is a lack of party unity among the SS leaders, which means that the existent threat of fragmentation is a "doom" born of loosening ties between various SS organizations.
