The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. The Pharmaceutical Services Negotiating Committee (PSNC) will be hosting a Parliamentary drop-in event for MPs on Monday (14 November). "The event will last for roughly two hours, during which MPs will have the opportunity to drop-in and have their blood pressure measured by a fully qualified pharmacist," said the committee. It added: "This event will be a great opportunity to talk to MPs from across the political spectrum about the incredible work pharmacies are doing up and down the country, to demonstrate the Hypertension Case-Finding Service and to discuss the frontline role pharmacists play in delivering vital Services and free, expert advice." The other community pharmacy bodies, including the National Pharmacy Association (NPA), the Company Chemists' Association (CCA) and the Royal Pharmaceutical Society (RPS) will also be present on the day, providing the sector with a valuable chance to present a united front on the big issues facing contractors throughout the country.

The Welsh chapter of the Royal Pharmaceutical Society, along with ten other royal colleges and professional bodies, have renewed calls for the urgent transformation of mental health services to address increasing demands on the NHS in Wales. Representatives of the Royal College Mental Health Expert Advisory Group joined members of the Senedd in Cardiff to outline the work of the group over the past year and to explain why a well-trained, fully supported and equipped multi-disciplinary workforce is critical for the development of care for people with mental health conditions. To make sustainable change happen, the group is calling for a greater focus by the Welsh government and NHS Wales on the following: The critical changes needed to improve the delivery and structure of mental health services across Wales in community, hospital and specialist secure settings. Parity of access to mental health services for the most vulnerable patients, ensuring they have equal access opportunities that vulnerable patients would receive for physical health conditions.

The Royal Pharmaceutical Society (RPS) Scotland the BMA's Scottish GP Committee has called for improvements to the pharmacotherapy service. The joint statement released by the organisations on Friday (13 January), has recognised that much progress has been made but states that further improvements are needed to fully maximise the benefits of the service. It highlighted the need for better use of skill mix, including more clearly defining roles and responsibilities; improved IT enablers to reduce administrative burden; and further developing a tandem model of working comprising hubs with in-practice activity The two organisations state that inadequate funding and workforce shortages are a real threat to the pharmacotherapy service. They have urge Scottish Government to reconsider its recent decision to reduce funding for training pharmacy technicians. Clare Morrison, RPS Director for Scotland, said: "In the statement, we stress that the use of pharmacists' clinical skills must be maximised.

Rowlands Pharmacy has joined hands with healthcare software company HasHealth for an enhanced digital proposition to facilitate seamless delivery of a raft of clinical services including flu and travel vaccinations. The new system is now available across 400 Rowlands pharmacies across the UK. Pharmacies have administered more than five million flu vaccinations under the national flu vaccination service in 2022/23, revealed the advanced service flu report published by the NHS Business Services Authority (NHSBSA). According to the report, 5,007,578 million vaccinations has been administered by community pharmacies in 2022/23. Whilst in 2021/22 the total number of vaccines administered in community pharmacies was 4.85 million. The service has continued to achieve year-on-year growth in the number of vaccinations administered since it launched in 2015. Commenting on the end-of-season figures, Alastair Buxton, Director of NHS Services, Community Pharmacy England said: "This season's flu vaccination figures are yet another example of the incredible contribution that our members and their teams make to protect the public and the NHS as part of a key public health programme. "Given the significant financial and workforce pressures that our members continue to face, this year on year growth is a fantastic achievement and a testament to their hard work and dedication.

As part of a new blueprint for primary care, the government today (May 9) announced an investment of £645 million over two years to expand community pharmacy services in England. In a statement, NHS England said: "For the first time ever, patients who need prescription medication will be able to get it directly from a pharmacy, without a GP appointment, for seven common conditions including earache, sore throat, or urinary tract infections." Prime minister Rishi Sunak hopes that the measures will help end the "all-too stressful wait on the end of the phone for patients" by freeing up 15 million slots at doctors' surgeries over the next two years. "We will end the 8am rush and expand the services offered by pharmacies, meaning patients can get their medication quickly and easily," he said Almost half a million women will no longer need to speak to a practice nurse or GP to access oral contraception and will instead be able to pop into their local pharmacy for it, according to the government announcement. Blood checks for people suffering from moderate risk of heart attack or stroke conducted in community pharmacies will more than double from 900,000 last year to 2.5 million next year. NHS chief executive Amanda Pritchard said the "ambitious package" would help transform how care is provided within the health service "with pharmacies playing a central role in managing the nation's health including providing lifesaving checks and medication for common conditions for the first time.

This Pharmacy First Common Ailments service will help patients seek treatment for seven common conditions directly from a pharmacy without the need for a GP appointment or prescription. Launching on 31 January next year although it is subject to IT being ready, the service will cover ailments including "sinusitis, sore throat, earache, infected insect bites, impetigo, shingles, and uncomplicated urinary tract infections (UTIs)" in women. People with symptoms of the above seven conditions will be supplied with a prescription-only treatment under a Patient Group Direction (PGD). Patients seeking assistance at the pharmacy, whether walk-in or referred by NHS 111, GPs, or other sources, can receive consultations. The new service includes self-referring patients plus referrals, and the Community Pharmacist Consultation Service (CPCS) will also be a part of it.

Community pharmacy teams in England have broken all previous records by a distance and delivered nearly five million flu jabs in the past season. They have administered over 2.08 million more flu vaccinations under the national programme during 2021-22 than the previous year, which is a a 75 increase, the Pharmaceutical Services Negotiating Committee has reported. According to latest data published by the NHS Business Services Authority in its Advanced Service Flu report community pharmacy has administered 4.85 million vaccinations under the national Flu Vaccination Service in 2021-22. The total number of vaccines administered in community pharmacies in 2020-21 was 2.77 million. Commenting on the end-of-season figures, PSNC chief executive Janet Morrison said: "I am thoroughly impressed to hear it confirmed that community pharmacy has had another record-breaking year of flu vaccination provision. The ability of pharmacy teams to deliver the healthcare Services that communities need, despite the challenges and pressures this winter, is simply phenomenal.

Pharmacists delivering to the Scottish prison service have been notified by their employer LloydsPharmacy that they may be transferred to another employer or even be at risk of redundancy. The Pharmacists Defence Association said: "It is supporting pharmacists employed by LloydsPharmacy who have been advised that the company has not retendered for the contract to provide pharmacy services to the Scottish prison service. As a result of LloydsPharmacy exiting the contract, those pharmacists may transfer to whichever employer takes over the service, or if their function does not transfer to a new employer they will be at risk of redundancy." The PDA Union will be representing these individuals to ensure they understand and can exercise their rights at work to either continue their current role under a new employer, transfer to a suitable alternative role, or leave with the appropriate redundancy compensation. In response to a Scottish government consultation, the National Pharmacy Association (NPA) has called for continued investment to develop community pharmacy teams and create additional capacity in existing services. The consultation examines different ways patients access healthcare services in Scotland and focuses on sources of healthcare other than GPs that exist in the community. The inquiry was discussed with NPA policy leads across the UK, NPA Scottish members and other Scottish pharmacy stakeholder organisations. The NPA stated that services delivered during the pandemic has proven the importance of Scotland's 1,258 community pharmacies, and believes additional capacity for existing pharmacy services, and expansion of pharmacy Public Health services is possible with continued investment from the government.

The Royal Pharmaceutical Society (RPS) England Chair Thorrun Govind has called for Government action to support pharmacy teams experiencing huge demand for their services. "Pharmacy teams are under immense pressure at the moment, in common with other NHS services, and working extremely hard with health service colleagues to provide the right care for patients," said Govind. "As winter pressures mount, pharmacies see increased numbers of patients seeking support with illness and also because they have heard other areas of the health service are struggling to cope. The society has also stated staffing pressures, alongside an increase in workload has created an extra burden which takes a toll on the wellbeing of pharmacy teams. Govind added: "Issues such as medicine shortages can also take up many hours of time for pharmacy teams tracking down medicines when they could be directly helping patients. In community pharmacies, rising costs and fairly static funding are adding to business pressures. "However, pharmacies remain the most accessible part of the health service and provide expert advice to patients without the need for an appointment and are open long hours and at weekends."

The nationwide implementation of the Pharmacy First service is viewed as a significant development that benefits pharmacies, primary care, and the broader National Health Service (NHS). Pharmacy teams are striving to ensure its success despite challenges within the industry landscape. However, not all pharmacists are able to reap the benefits from it. Recently, two members of Numark shared their experiences of how the scheme is impacting their pharmacies. Graham Phillips, who owns Letchworth Pharmacy in Hertfordshire, revealed that patients are responding favourably to the service. "It's all good, people are just delighted to have easier access to care," he said. In its first month, Letchworth Pharmacy provided around 100 consultations, and Phillips envisions that as the service matures, they will be able to conduct an average of 200 interventions per week. "That will make it financially viable for us and mean that we're acting at scale from an NHS perspective. That's 200 GP appointments we've freed up in a week - that's a huge capability and capacity bump for the NHS," he added. Graham credits part of his success with Pharmacy First to the strong relationship he has established with local GPs in his area.

With the Pharmacy First services scheduled for launch end of this month, legislators explored the potential of community pharmacies to offer specific diagnostic and treatment services in the second public evidence session of pharmacy inquiry this week (January 16). The new service, which will enable pharmacists to offer advice and prescribe treatment for seven minor ailments, is expected to alleviate the pressure on the NHS, reduce GP workload, and cut waiting lists. But MPs and healthcare leaders also acknowledged that there's hesitancy and the mindset of 'GP first, not Pharmacy First' among members of the public. "We must accept that many patients are used to seeing their GP as their first port of call for many health conditions. Pharmacy First is welcome, but there are going to be some restrictions on how quickly some patients will want to take up some of those services, rather than seeing their GP," said William Pett, Head of Policy, Public Affairs and Research, Healthwatch England.

The Royal Pharmaceutical Society (RPS) has updated the Professional Standards for Homecare Services to ensure high quality care for patients receiving medicines and associated Services in the comfort of their own homes. Originally published in 2013, these standards provide a comprehensive framework to support teams involved in planning, commissioning, and delivering homecare Services. The RPS said that these standards were updated to ensure that they align with the needs and expectations of recipients of homecare Services, as well as commissioners and providers. Changes were made based on responses received through a consultation process, which was participated by representatives from the National Homecare Medicines Committee, the Association of Pharmacy Technicians, the Pharmacy Forum of Northern Ireland, and the Royal College of Nursing.

Poverty not only takes a significant toll on people's health but also leads to additional costs for the National Health Service (NHS). Rise in deep poverty, cost-of-living crisis, and high pressure on NHS services have worsened the situation, according to a study published by The King's Fund this week. The report underscored that poverty and deprivation contribute to a greater prevalence of diseases, difficulties in accessing health care, late or delayed treatment, and worse health outcomes. These challenges could be seen across various NHS services, spanning from emergency care to dental services Additionally, it revealed that 30 per cent of people living in the most deprived areas have turned to 999, 111, A&E or a walk-in centre because they could not access a GP appointment. In 2016, the Joseph Rowntree Foundation (JRF) estimated the cost of poverty on health care at £29 billion (£34 billion in current prices). As the proportion of people living in deep poverty has risen, the situation has worsened. In 2021/22, six million people were living in very deep poverty, up from 4.5 million two decades ago. Currently, more than one in five people in the UK are estimated to be living in poverty, the report noted. Deprivation is linked to a range of diet-related health problems, including cardiovascular disease and diabetes, as well as mental illness. According to the report, the depression rate is two times higher among people living in the most deprived areas, compared to the least deprived areas.
