Pharmacist supervision has been the subject of debate for as long as I can remember. Strikingly, no one is sure what supervision requires. The Human Medicines Regulations 2012 say it is a criminal offence to sell or supply Pharmacy medicines or Prescription Only Medicines unless a pharmacist makes the sale or supply or, if the transaction is carried out by a non-pharmacist, that person acts under the supervision of a pharmacist. Over the years, some people have argued that supervision requires a clinical check. Others say it requires an accuracy assessment. Yet others have asserted that it requires a final check before a medicine leaves the pharmacy. Things are made more uncertain by the NHS terms of service which require prescription medicines to be supplied under the direct supervision of a pharmacist. No one knows what the word "direct" adds. The wording of the Human Medicines Regulations is not identical to the wording of earlier legislation. In particular, on the only occasions when the courts have been called upon to interpret the requirement for supervision, the Pharmacy and Poisons Act 1933 was in force. In cases decided in 1943 and 1953, the courts decided that a pharmacist who was upstairs when a supply was made could not have been supervising; and that a sale was supervised by pharmacist standing at the cash desk because the pharmacist could intervene if a sale would not be appropriate.

Covid-19 vaccines made by Pfizer and Moderna that use mRNA technology provide the biggest boost to antibody levels when given 10-12 weeks after the second dose, a new study has found. The "COV-Boost" study was cited by UK officials when they announced that Pfizer and Moderna were preferred for use in the country's booster campaign, but the data has only been made publicly available now. The study found that six out of the seven boosters examined enhanced immunity after initial vaccination with Pfizer-BioNTech's vaccine, while all seven increased immunity when given after two doses of AstraZeneca's vaccine. "A third dose will be effective for many of the vaccines we've tested and in many different combinations," Professor Saul Faust, an immunologist at the University of Southampton and the trial's lead, told the media.

The Pharmacists' Defence Association (PDA) has advised its member to check their understanding of what activities can legitimately take place when no RP is signed in at the pharmacy or the absence provisions are used. The advisory to its member was followed after noticing a considerable talk on social media about compliance with the Responsible Pharmacist (RP) regulations which also included unauthorised activity occurring when no RP is signed in. "There have been comments made that some pharmacists and pharmacy team members may fear repercussions from challenging or whistle-blowing about such behaviour," PDA said. "To assist members with the interpretation of the RP regulations, the PDA has made available a legal briefing note about the RP regulations produced by a specialist pharmacy regulation law firm." It further added: "Non-compliance with the regulations by pharmacy teams should be reported to the pharmacy superintendent."

Pharmacy owners can proceed with vaccinating patients who have already scheduled their flu vaccination appointments for September, NHS England has said. However, as announced earlier, the official rollout of the vaccination service will commence from October. Pharmacies will receive compensation for conducting appointments in the upcoming month, NHSE stated in a letter addressed to systems, community pharmacies, and general practices. "Payment for vaccinations will ordinarily only be made following the service commencement date. However, we understand that some firm commitments and appointments have already been made, so where this is the case and the patient wishes to receive flu vaccination in September, NHS England will permit payment claims to be submitted," NHSE said. Care home residents and staff will be eligible for the vaccine starting Oct. 2, while all other patients will commence receiving their vaccinations on Oct 7. This news is a significant relief for pharmacy owners, as they won't have to reschedule appointments due to NHSE's one-month service delay.

The Health and Social Care Committee (HSCC) has announced the appointment of six specialists to scrutinise the government's progress made on its commitments to pharmacy services in England on Wednesday (26 April). "They will work alongside the core members of the Expert Panel to produce a report evaluating Government progress across nine of the Government's own commitments across the four areas. A CQC-style rating from "inadequate" to "outstanding" will be awarded against each specific pledge with a final overall rating given," said DHSC. Professor Dame Jane Dacre, Chair of the Expert Panel, said: "The role of pharmacy in delivering care whether in hospital, the community or primary care has never been more important. "The Government has made a number of commitments aimed at improving pharmacy services and we'll be looking at the progress to achieve these targets. "In the process of our evaluation we'll be hearing from stakeholders from across the industry, including the pharmacy workforce and NHS and independent providers of pharmacy services. We'll be considering pledges covering frontline services as well as the education and training of the workforce." National Pharmacy Association (NPA) chief executive, Mark Lyonette, is one of six panel members with specialist expertise in pharmacy. They will work alongside five standing members who are all renowned healthcare policy experts and professionals. Professor Dame Jane Dacre will chair.

Pharmanovia, a global pharmaceutical company has announced increased targets to divert 40 per cent of its air shipments to sea in 2023, and 75 per cent by the end of 2028. It has made the pledge as it revealed the significant progress made towards achieving its ambitious science-backed ESG initiatives in its new Sustainability Report. Its industry-leading air-to-sea pilot scheme, which focused on its Spain-to-Australia freight route, cut an estimated 470,000kg in potential CO2 emissions in 2022 - reducing Scope 3 upstream transport emissions by 18 per cent. This initiative demonstrates Pharmanovia's role as an industry leader on carbon reduction and follows a recent report which stated just 16 of 500 pharmaceutical companies measured their entire Scope 3 emissions. The new Sustainability Report reveals that the Scope 2 emissions decreasing by 13 per cent in 2022, due to lower direct electricity demand within the office space. Pharmacy bodies are "bitterly disappointed" that the latest deal on the national contract makes no commitment to "fresh funding", with one organisation calling it "the biggest dis-service ever done" to community pharmacy. The only commitment made in monetary terms was one in which NHS England agreed to write off a sum of £100m in excess margin earned by contractors in previous years. This allowance, which can't be seen as new cash injection, was said to have been made in recognition of the pressures facing the sector. The figure - reached after what the the Pharmaceutical Services Negotiating Committee called "a tense period of negotiations" with the Department of Health and Social Care and NHS England - will cover the final two years of the current five-year Community Pharmacy Contractual Framework. The deal was announced by PSNC chief executive Janet Morrison at an annual LPC Conference in Manchester on Thursday (22 September). Welcoming the attendees, she assured everyone that the committee was well aware of the pressures the sector was facing. "I heard how contractors are feeling and their frustrations over growing pressure and lack of financial support from the government. They confirmed that many now are unable to deliver the full range of services, and others are struggling to maintain core levels of services. And the ongoing impact of capacity and workforce crisis is critical, leading to temporary closures.

The regulators have added 10 new products to the 'Drugs for which Discount is Not Deducted' (DND) list from Thursday (01 June). Community Pharmacy England on behalf of its members had made further applications to the Department of Health and Social Care (DHSC) and the NHS Business Services Authority (NHSBSA), resulting in the inclusion of 10 new products in the DND. More than 610 products are granted DND status following checks made by Community Pharmacy England's dispensing & supply team over the past 3 years to ensure fair reimbursement for our members. The DND list is updated monthly by the DHSC and includes grouped and individual items. Individual items are separately listed in Part II of the Drug Tariff. Any items covered by the 'Group Items' heading are not listed again individually in Part II. "We will continue our work to assess whether other drugs and appliances fulfil the current DND entry requirements under either the 'Group' and 'Individual item' criteria and make applications to NHSBSA and DHSC, on behalf of our members accordingly," said Community Pharmacy England.
