RPS : Provide pharmacists with regular PLT - 0 views

    The Royal Pharmaceutical Society (RPS) has called on employers, governments and NHS organisations to provide pharmacists with regular protected learning time (PLT) within working hours to develop their skills in clinical delivery, education, research and leadership. RPS workforce wellbeing survey showed an average 42 per cent of pharmacists were not given any PLT, a figure which rose to 55 per cent in community pharmacy. Most were unable to engage in professional development activities as part of their working day because of their responsibility to deliver frontline clinical services to patients. This means learning is often undertaken outside of working hours, increasing pressure on individuals and impacting their work/life balance. The survey showed that 48 per cent of respondents identified a lack of PLT as negatively affecting their mental health and wellbeing and that 88 per cent were at high risk of burnout. PLT improves the quality of patient care through professional practice and reflection, helping to develop insights, maintain and refine care standards and increase confidence. It facilitates continuous professional development (CPD), ensuring that skills and knowledge are up to date.

    A recent report published by the General Pharmaceutical Council (GPhC) has highlighted a significant increase in the number of registered pharmacists and pharmacy technicians, indicating the expanding role of these professionals in the UK healthcare system. As of May 31, 2024, the GPhC register recorded a total of 90,739 pharmacy professionals, up from 90,604 at the end of April 2024. This includes 64,415 pharmacists and 26,324 pharmacy technicians, maintaining a steady split of 71 per cent pharmacists and 29 per cent pharmacy technicians. This reflects an overall increase of four pharmacists and 131 pharmacy technicians from the previous month. The report underscores the critical role of pharmacy professionals in ensuring high-quality patient care and supporting the operational efficiency of pharmacies.

    The Royal Pharmaceutical Society has stated that the UK Commission on Pharmacy Professional Leadership lacks the essential transparency, efficiency, and diligence needed for success, urging a shift in its approach. The Commission's operational approach hinders its ability to meet the expectations of both the profession and the public, while prioritising government interests over their needs and preferences, RPS Chief Executive Paul Bennett (R) and President Claire Anderson have jointly said. In a blog post on September 7, the RPS leaders asserted that the Commission lacks transparency and is progressing slowly in implementing proposals that were published seven months ago. "Most pharmacy leaders are growing frustrated and increasingly impatient with the Commission's perceived lack of "meaningful progress" in enhancing leadership within the field," the pair noted. In June 2022, the four UK Chief Pharmaceutical Officers (CPhOs) formed an independent Commission with leadership expertise drawn from various domains, both within and outside of pharmacy, to assess the future of professional leadership. The Pharmacy Minister Neil O'Brien recently revealed that the Commission's costs, funded by the offices of the CPhOs, amounted to £87,745.

The temporary register was established after the Health and Social Care Secretary asked the Council to utilise its emergency powers to swiftly register pharmacy professionals for their essential role in the national COVID-19 response. Pharmacists and pharmacy technicians who had previously opted to withdraw from the GPhC register or failed to renew their registration are now eligible for immediate re-registration, the regulator added.

The four government Chief Pharmacists have published their commission's proposal for how pharmacy leadership may develop in the UK. The association 'strongly' believes that just as it was the members of the profession that established their previous pharmacist professional leadership bodies, so it is for pharmacists to determine if they agree with these proposals and to decide what arrangements they want in future. "As an organisation that has exclusively in its membership the employed and locum pharmacists in the UK, the PDA wants to ensure that it can reflect the views of frontline pharmacists in any future discussions and decisions that could impact upon their careers. Pharmacists are encouraged to read the report, to consider its content and then ensure they respond to the forthcoming communication from the PDA." The commission report says that existing leadership bodies have "relatively low levels of membership" but does not provide details. It has also stated that it has received submissions to its consultation from many pharmacy organisations.

The new online resources - due to be launched next summer - are aimed at pharmacists and pharmacy technicians who may not have followed an academic career path or have had little or no experience of research delivery. The e-learning package will allow them to gain new skills so they feel more confident to engage with research and research opportunities. Nine modules are being developed covering how to transform ideas into a research project, find and evaluate evidence and choose the appropriate research methods whilst learning how to apply for research funding and deal with governance issues and publication.
