Numark Chairman Harry McQuillan praised Labour's recognition of pharmacists' role in patient care through expanded prescribing rights. "Let's be honest, pharmacists are an underutilised resource within the healthcare system. We possess extensive training and expertise, yet our full potential hasn't always been acknowledged. "By harnessing pharmacists expanded prescribing rights, Labour is acknowledging our significant role in patient care. This initiative aims to recognise our skills and enhance patient care, ensuring quicker access to necessary treatments," he said. However, he pointed out that the concept requires further exploration, as the rights to prescribe are already granted through the recent change to undergraduate training that incorporates prescribing.

With the Labour Party now in power, there is keen interest in the healthcare initiatives they pledged during their election campaign and how these proposals will shape the future of NHS. One of the key pledges in their healthcare reform is the introduction of the Community Pharmacist Prescribing Service, which aims to empower pharmacists with independent prescribing rights where clinically suitable. While pharmacists appreciated Labour's acknowledgment of their role in patient care through expanded prescribing rights, they foresee some challenges in implementing the service. "Budgets will be a key issue," said Pharmacist Thorrun Govind, also a Healthcare Lawyer (Brabners LLP). However, she noted that, given the success of pharmacist prescribing services in the devolved nations, there is "a road map in place."

The manifesto also introduces proposals to trial Neighbourhood Health Centres, designed to consolidate various healthcare services under one roof, such as family doctors, district nurses, and mental health specialists.

Jonathan Burton will receive the 2022 RPS Charter Award for his outstanding work for the Society and the wider profession in promoting the interests of pharmacy. The award will be presented by the President at a future meeting of Fellows and Members to take place at the Society's Edinburgh office on 22nd March 2023. Jonathan's main role is as a practising, patient-facing pharmacist within the community in NHS Forth Valley where he uses his advanced practice skills and independent prescribing qualification to assess and treat acute ENT, dermatology, and respiratory conditions. He was one of the first community pharmacist prescribers in Scotland and has always been at the forefront of innovation and service development. Jonathan has demonstrated outstanding commitment and passion for the pharmacy profession throughout his career. He has excelled as a pharmacist in the Right Medicine Pharmacy group, on local and national committees, in advocacy for the pharmacy profession and as a local and national leader who is highly regarded as an exceptional role model for the profession.

Nearly 70 years ago the UK Government recognised the imbalance of power between commercial landlords and tenants and passed the Landlord and Tenant Act 1954 (the Act), giving most commercial tenants a right of security of tenure. What is security of tenure? The Act grants tenants of business premises (so this would include pharmacy tenants) the right when the fixed term of their lease has ended to remain in occupation of the premises and the right to apply for the grant of a new lease. The landlord can only object to the grant of the new lease of the premises to the tenant, and therefore regain possession of the property on certain grounds set out in the Act. The parties to a lease can contract outside the provisions of the Act and where this is the case, a tenant would not have security of tenure. Most landlords will insist on no security of tenure where a lease is granted for a short term. As pharmacy leases have tended to be granted for longer terms (usually between 10 and 15 years) pharmacy tenants often have security of tenure. The Act sets out strict procedures which need to be followed to both contract outside the provisions of security of tenure and also to exercise the security of tenure rights granted by the Act. Pharmacists should take legal advice before agreeing to a pharmacy lease being excluded from the Act, and also at the end of their lease term whether or not they have security of tenure. If the lease is contracted outside of the Act, advice should be sought on agreeing new lease terms, if the pharmacist wishes to remain, as there will be no right to do so beyond the end of the lease term. If the lease is protected by the security of tenure provisions of the Act, advice should still be sought, as the Act prescribes a formal notice procedure that both the landlord and tenant must adhere to, before a new lease can be granted.

Wes Streeting MP has been appointed Secretary of State for Health and Social Care in the new Labour Government. The Ilford North MP will now take on the critical role of overseeing the National Health Service (NHS) and implementing Labour's ambitious health agenda. The Integrated Care Systems (ICSs) provide an opportunity to break the silo mentality in the health and care sector, National Pharmacy Association (NPA) chair Andrew Lane told MPs. While giving evidence to the Health and Social Care Select Committee on 6 December about the effectiveness of ICSs, Lane also poured cold water on newspaper reports that community pharmacists will be drafted in to break the NHS strike, as he reiterated the call for a "properly costed and funded environment." "We've been in different silos historically and ICSs are an opportunity to pull all systems together for the benefit of patients," he told committee members. Lane pointed to dementia-trained pharmacy delivery drivers and the Discharge Medicines Service as instances where the influence of community pharmacy already stretches beyond primary care into hospitals and social care. "We've seen pharmacists prescribe and get UTIs off doctors' desks, so we are starting to release capacity [in the system] and we're on that clinical journey. We welcome that, but it has to be with the right level of funding," he added.

The Royal Pharmaceutical Society (RPS) has announced the results of the elections to vacant positions on the RPS Scottish and English Country Boards that took place at the meeting on June 18. The Scottish Pharmacy Board elected Jonathan Burton, FRPharmS, as their new Chair and Audrey Thompson to the RPS Assembly, the organisation's governing body. Jonathan is a community pharmacist and an independent prescriber affiliated with the Right Medicine Pharmacy group in Stirling. He has played an integral role in the inception, development and delivery of Pharmacy First services in Scotland. He is an RPS Fellow and received an MBE in 2018 for services to healthcare. Jonathan is also the recipient of the 2023 RPS Charter Award. He previously served as Chair of the Scottish Pharmacy Board from 2019 to 2021. "Serving as Chair is a great privilege," said Jonathan while expressing his delight at being elected as the Chair of the Scottish Pharmacy Board.
